About this file

This document is a federal contract solicitation amendment for the Managed Enterprise Network Support Services (MANNUS) requirement issued by the Defense Advanced Research Projects Agency (DARPA). The amendment modifies the original solicitation (HR001125R0003) and updates several attachments, including the Performance Work Statement, Sample Task Orders, Pre-Award Survey, and Additional Requirements. The solicitation will be awarded through a two-phase evaluation process, with offerors required to submit proposals addressing five key factors: Sample Task Order Proposals, Technical Approach, Management Approach, Supply Chain Risk Mitigation Plan, and Past Performance.

The contract will provide non-personal IT services for DARPA's enterprise and technical offices, with task orders potentially issued from July 1, 2025, through June 30, 2030 (base period), with a possible extension to June 30, 2035. DARPA intends to award multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts to qualifying offerors. Evaluation will be conducted on an Acceptable/Unacceptable basis, with contractors required to demonstrate capabilities across technical, management, and operational domains. The solicitation includes specific requirements for proposal formatting, key personnel qualifications, and past performance documentation, with an emphasis on small business participation and comprehensive IT support capabilities.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(SEP 2023)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition--

(1) Is set aside for small business and has a value above the simplified acquisition threshold;

(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or

(3) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of solicitation amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers, and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an amendment to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation.

(1)(i) The General Services Administration Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of Federal specifications, standards, and product descriptions can be downloaded from the ASSIST website at https://assist.dla.mil.

(ii) If the General Services Administration, Department of Agriculture, or Department of Veterans Affairs issued this solicitation, a copy of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained from the address in paragraph (i)(1)(i) of this provision.

(2) Most unclassified Defense specifications and standards may be downloaded from the ASSIST website at https://assist.dla.mil.

(3) Defense documents not available from the ASSIST website may be requested from the Defense Standardization Program Office by--

(i) Using the ASSIST feedback module (https://assist.dla.mil/feedback); or

(ii) Contacting the Defense Standardization Program Office by telephone at 571-767-6688 or email at assisthelp@dla.mil.

(4) Nongovernment (voluntary) standards must be obtained from the organization responsible for their preparation, publication, or maintenance.

(j) Unique entity identifier. (Applies to all offers that exceed the micro-purchase threshold, and offers at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award

Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

(k) Reserved.

(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:

(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.

(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.

(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award;

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful offeror.

(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

(End of provision)

In addition to information provided by FAR Provision 52.212-1, Instructions to Offerors – Commercial Items, the following instructions to offerors apply:

(a) The offeror shall provide sufficient technical documentation to allow for a thorough evaluation of the contractor’s ability to perform the work outlined in the Attachment 1 – Performance Work Statement.

(b) All questions from the offeror regarding this solicitation shall be submitted via email using the solicitation Attachment S01, Questions and Answers Form, to the Contracting Officer at DARPA_ITD_IDIQ@darpa.mil on or before 5:00 pm EDT on March 28, 2025.

(c) Offers shall be submitted via email to the Contracting Officer at DARPA_ITD_IDIQ@darpa.mil, on or before date/time specified on the SF1449, Block 8.

(d) Format:

The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date, and solicitation number in the header and/or footer.

Page size shall be no greater than 8 1/2" x 11". The top, bottom, left and right margins shall be a minimum of one inch each. Font size shall be no smaller than 12-point. Times New Roman is required. Characters shall be set at no less than normal spacing and 100% scale. Tables and illustrations may use a reduced font size not less than 8-point and may be landscape. Annotations are prohibited. Line spacing shall be set at no less than single space. Page numbers, company logos, and headers and footers are not bound by the 12-point font requirement. Footnotes to text shall not be used. The use of external hyperlinks in offers is prohibited. Offerors may use hyperlinks within a document to link to another section of that document.

If the offeror submits documents not specifically required by this solicitation, such will count against the offeror’s page limitations unless otherwise indicated in the specific Volume instructions below. Pages in violation of these instructions, either by exceeding the margin, font, or spacing restrictions, or by exceeding the total page limit for a particular volume, will not be evaluated. Pages not evaluated due to violation of the margin, font, or spacing restrictions will not count against the page limitations. The page count will be determined by counting the pages in the order they appear in the print layout view.

(e) File Packaging: The offeror’s files shall be submitted individually by volume. Compressed (zipped) files shall not be accepted.

(f) Content Requirements: All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the offer and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each offer. No classified information shall be submitted under any proposal volumes.

(g) Offers submitted in response to this solicitation shall be submitted in two phases. Phase I shall contain the following volumes:

I. VOLUME I – FACTOR 1: SAMPLE TASK ORDER PROPOSALS

The offeror shall state their proposed approach to the two (2) sample task orders provided under solicitation Attachments S03 (Sample Task Order 1) and Attachment S04 (Sample Task Order 2). Offeror’s proposed approach for each task order shall address the following:

(1) Technical Approach – In response to Sample Task Order 1 (Attachment S03), offeror’s approach shall address their build schedule, user acceptance criteria, implantation and validation of risk management framework controls, and a detailed approach to all objectives listed in the sample task order. In response to Sample Task Order 2 (Attachment S04), offeror’s approach shall address all requirements of the Sample Task Order 2’s Performance Work Statement (PWS) to include offeror’s detailed approach to power and structural load of the to-be-installed systems. Additionally, the offeror shall provide their DoD-approved vendor solution and why it is selected for use for each sample task order. The phrase "DoD-approved vendor solution" refers to any COTS, GOTS, or other technologies (hardware, software, or cloud-based services) the offeror proposes to utilize in performing the sample task orders. Offerors are not required to propose a vendor solution if their proposed approach does not involve utilizing any specific technologies. If a proposed approach relies on a specific technology, the offeror should identify the specific product or service and provide justification for its selection. The offeror shall submit proof of DoD authorization (e.g., Authority to Operate letter or point of contact for Government Authorizing Official).

"DoD-approved" in this context means the vendor solution is authorized for use on DoD networks and systems, which can be demonstrated by providing an ATO or equivalent documentation demonstrating the security posture of the proposed technology, or by providing a point of contact within the DoD organization responsible for authorizing the technology. If the proposed technology is still undergoing the authorization process, please provide the current authorization status and expected completion date. Offerors may propose DoD-approved solutions that are not a perfect match to the sample task order scenarios, provided they clearly demonstrate the solution's relevancy to the intent and technical goals of the sample task orders. For Sample Task Order 1, in addition to the DoD-approved vendor solution, Offerors shall address how their proposed solution will ensure the website is compliant with all applicable requirements of the Risk Management Framework (RMF), as well as a proposed RMF implementation schedule. For Sample Task Order 2, in addition to the DoD-approved vendor solution, Offerors shall address how their proposed solution will address the structural load of the systems being installed.

(2) Staffing – for each sample task order, each offeror should include phasing of labor through the task order performance and overall staffing approach, which specifically outlines the approach to proposed task order key personnel positions, organization chart (to include reporting structure), and a labor table format to align the proposed labor category to the applicable Sample Task Order 1, Statement of Objectives (SOO) and Sample Task Order 2 PWS. Offerors shall also fill in and submit solicitation Attachment S05 (Sample Task Orders Staffing Plan Template), which captures proposed labor categories, labor category descriptions, years of relevant experience, certification, labor hour per proposed labor category, and total proposed labor hours. Offerors may add rows as needed to the solicitation Attachment S05.

(3) Sample Task Order 1 (Attachment S03 Only) – Performance Work Statement (PWS) – Offerors shall provide a PWS in response to Attachment S03 Sample Task Order 1 Statement of Objectives.

(4) Sample Task Order 1 (Attachment S03 Only) - Key Personnel - The Offerors shall provide resumes for any proposed key personnel in response to the sample task order key personnel requirements. Resumes shall include the following information in the order noted:

a. Full name

b. Proposed position

c. Citizenship

d. Security clearance

e. Education (degrees, year, specialization, certifications, additional training)

f. Dates, job title, employer name, description, and relevance to PWS requirements for current and past relevant experience

g. Risk management framework experience, training, and certifications

h. Employment status (i.e., whether the proposed individual is currently employed by the prime or subcontractor, is subject to a contingency offer of employment, or other status)

II. VOLUME II - SIGNED OFFER (SF1449), SIGNED AMENDMENTS (SF30s), AND TERMS

AND CONDITIONS.

The Offeror shall submit the following:

(1) Copy of signed Standard Form (SF) 1449 (Solicitation/Contract/Order for Commercial Items) and any SF 30

(Amendment of Solicitation/Modification Contract) to document acknowledgement.

(2) Proposal Summary Sheet including:

(a) Date submitted.

(b) Contractor’s name and address.

(c) Contractor representative who is authorized to enter into a contract with the Government. This shall include name, title, phone number, and email address.

(d) Completed S06 - PreAward Survey of Prospective Contractor Accounting System Checklist. Please note, the lack of an acceptable accounting system does not render an offeror ineligible for a base IDIQ award. However, in accordance with Defense Acquisition Regulation Supplement (DFARS) Clause 252.242-7006, offerors must have an acceptable accounting system in order to be eligible for award of task orders containing labor hour, time and material, or cost-reimbursement contract line item numbers (CLINs).

(e) Any offeror terms or conditions and the rationale for each term and condition. Any offeror-imposed terms and conditions which deviate from the Government’s material terms and conditions established by this Request for Proposal (RFP) may render the offeror’s proposal Unacceptable, and thus ineligible for award.

The Government will evaluate the Phase I proposals in accordance with solicitation provision FAR 52.212-2 and the Basis for Award section of this solicitation. Offerors will receive written notification of the results of the Government’s evaluation of their Phase I proposals. The Government will notify offerors of the evaluation results of their Phase I proposal and provide offerors the opportunity to submit a Phase II proposal, as long as their Phase I proposal is rated “acceptable”. If an offeror receives a rating of “unacceptable” for their Phase I proposal, they will be ineligible to submit a Phase II proposal and ineligible for IDIQ contract award.

Phase II proposals shall contain the following information in separate volumes:

To be eligible for award, offerors must submit both Phase I and Phase II proposals. Phase I proposals are due in accordance with the date and time listed in Block 8 of the SF1449. Each Phase I offeror will receive an evaluation results letter. If an offeror’s Phase I proposal is rated as “Acceptable”, the Phase II proposal due dates will be listed in the Phase I evaluation results letter. Phase II proposals will not be accepted nor evaluated before issuance of the Phase I proposal evaluation results.

III. VOLUME III - NEW SIGNED AMENDMENTS (SF 30s) AND UPDATED TERMS AND

CONDITIONS.

(4) Teaming arrangement(s). Explanation of proposed teaming arrangement structure and how this arrangement will impact offeror’s interactions with the Government.

(5) Small business participation. Explanation of offeror’s approach to maintain the small business set-aside in accordance with FAR Clause 52.219-8, Utilization of Small Business Concerns.

Explanation of offeror’s approach to interaction with other multiple DARPA contractors supporting IT requirements. Potential conflicts include, but are not limited to, conflicts with Government customers, other IDIQ contract holders, and other DARPA contractors.

VI. VOLUME VI – FACTOR 4: SUPPLY CHAIN RISK MITIGATION PLAN

The offeror shall address how they will mitigate supply chain risk defined as the risk that an adversary may sabotage, maliciously introduce unwanted function, or otherwise subvert the design, integrity, manufacturing, production, distribution, installation, operation, or maintenance of a covered system, as defined in DFARS 239.7301, so as to surveil, deny, disrupt, or otherwise degrade the function, use, or operation of such system. For equipment manufacturers or suppliers, compliance with relevant federal cybersecurity standards is required. While DoD FedRAMP authorization is preferred, alternative federal cybersecurity standards may be deemed acceptable if they demonstrate equivalent levels of security and compliance with applicable DoD policies and directives. Offerors shall describe their vetting process to include outlining the specific steps taken to assess the trustworthiness and security posture of subcontractors and suppliers.

VII. VOLUME VII – FACTOR 5: PAST PERFORMANCE

The offeror shall provide three (3) examples of Past Performance showing similar work and capability within the past three (3) years and a narrative explaining the relevancy of each past performance example to the requirements of this solicitation. Relevant past performance shall include supporting agencies and/or organizations similar in size to Department of Defense 4th Estate Agencies. Offerors proposals shall explain how the past performance examples are similar in size to Department of Defense 4th Estate Agencies. Collectively, past performance examples should demonstrate experience across all areas of the PWS. Recent past performance shall be performance within the past three (3) years. At least one (1) past performance example must be from the proposed prime contractor. Past performance should be from a combination of the proposed prime and subcontractors that will perform the preponderance of the work of the IDIQ. Offerors are not required to demonstrate experience with all areas of the PWS within each individual past performance example. Past performance examples from a BPA, GWAC, and/or IDIQ contract should be provided at the base IDIQ contract level if available. If IDIQ level past performance information is unavailable, then Offerors shall submit three (3) task order examples for the IDIQ. The three (3) task orders past performance examples combined will be counted as one (1) past performance example as it pertains to the base IDIQ contract. Each past performance example shall also include a copy of the statement of the work or performance work statement. If the full SOW or PWS for a past performance example is not publicly releasable due to security restrictions, offerors may submit a redacted version or a contractor-prepared summary that provides sufficient context for the government to evaluate the relevance and scope of the work performed. The primary source of past performance information is the Contractor Performance Assessment Reporting System (CPARS). Past performance examples should indicate if CPARS assessments are available for the example and identify the contract number for the example. Only if CPARS assessments are not available for the past performance example, then offerors shall have a Past Performance Questionnaire from Attachment S02 submitted to the Contracting Officer directly from the past performance example customer before the date/time specified on the Phase I evaluation results notification.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award multiple Indefinite-Delivery Indefinite-Quantity contracts resulting from this solicitation to each and all qualifying offerors in accordance with FAR 15.304(c)(1)(ii)(A)(3). The following factors shall be used to evaluate offers:

Factor 1: Sample Task Order Proposals Factor 2: Technical Approach Factor 3: Management Approach Factor 4: Supply Chain Risk Mitigation Plan Factor 5: Past Performance

Factors 1 – 4 will be rated on an Acceptable/Unacceptable basis using the following definitions:

Rating Definition Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Unacceptable Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.

Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

In accordance with FAR 15.304(c)(1)(ii)(A), cost/price will not be included as an evaluation factor as the price will be considered as one of the evaluation factors in the selection decision of each task order placed under any contract awarded under this solicitation.

Evaluation of each timely submitted proposals will be conducted in two phases.

Phase I involves the Government evaluating the Factor 1 Sample Task Order Proposals. The Government will notify offerors of the evaluation results of their proposal and provide offerors the opportunity to submit a Phase II proposal, as long as their Phase I proposal is rated “acceptable”. If an offeror receives a rating of “unacceptable” for their Phase I proposal, they will be ineligible to submit a Phase II proposal and ineligible for IDIQ contract award.

Phase II consists of Factor 2 through Factor 5. Offerors will submit written proposals for their Technical Approach (Factor 2), Supply Chain Risk Mitigation Plan (Factor 4), and Past Performance (Factor 5). For the Management Approach, Factor 3, offerors will participate in oral presentations. If an offeror is given the opportunity to submit a Phase II proposal, in order to be eligible for award the offeror must receive a rating of at least “acceptable” for all Phase II evaluation factors. If a Phase II offeror receives a rating of “unacceptable” in any of the evaluation factors, they will be ineligible for IDIQ contract award.

The Government intends to make an award to each and all qualifying offerors. Per FAR 2.101, a qualifying offeror means an offeror that is determined to be a responsible source, submits a technically acceptable proposal that conforms to the requirement of the solicitation, and the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing. In order to be eligible for award, an offeror must receive a rating of “Acceptable” for ALL evaluation factors. If an offeror receives a rating of “Unacceptable” in ANY of the evaluation factors, they will be ineligible for contract award.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified proposal expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

BASIS FOR AWARD

I. Factor 1 - Sample Task Order Proposals: Each offeror will be evaluated on their proposed approach for both of the sample task orders provided under Attachment S03 (Sample Task Order 1) and Attachment S04 (Sample Task Order2). For Sample Task Order 1, each offeror will also be evaluated on their proposed impact to user experience and validation controls of their proposed solution. For Sample Task Order 2 each offeror will also be evaluated on the impact of their proposed approach to the work center operations.

Each offeror will also be evaluated on how well their approach demonstrates their ability to manage conflict with other DARPA IT support contractors.

IV. Factor 4 – Supply Chain Risk Mitigation: The offeror will be evaluated on whether their plan mitigates supply chain risk for the Government.

V. Factor 5 – Past Performance: The Past Performance evaluation will assess the relative risks associated with an offeror's likelihood of success in fulfilling the solicitation's requirements as indicated by that offeror's record of past performance. Areas to be considered when evaluating the past performance associated with an offeror’s likelihood of success may include, but are not limited to, how well the offeror maintained quality of services across multiple concurrent task order awards, how offeror responded to short-notice inquiries and/or task order RFPs, and how well the offeror handled growth due to the award of multiple concurrent task order awards. The Government will conduct a past performance evaluation based on the relevancy and recency of the offeror's past performance as it relates to the probability of successful accomplishment of the required effort. The Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the offeror when evaluating past performance.
