About this file

This document is an Attachment 1A to a federal solicitation for Managed Enterprise Network Support Services (MANNUS), providing additional contract requirements for a commercial Indefinite Delivery Indefinite Quantity (IDIQ) contract with the Defense Advanced Research Projects Agency (DARPA). The contract allows for multiple task order types including firm-fixed-price, labor-hour, time and material, cost-plus-fixed-fee, and cost-reimbursement, with specific eligibility requirements such as having an acceptable accounting system for certain contract line items.

Key additional requirements include handling Controlled Unclassified Information (CUI), managing potential organizational conflicts of interest, tracking Special Access Program (SAP) Information Technology costs, and obtaining prior written approval for public release or dissemination of contract-related information. Travel reimbursement will vary based on performer type (university, non-profit, or for-profit), and all invention disclosures must be submitted to the Administrative Contracting Officer with copies to DARPA's Contract Closeout office. The contract explicitly states that the work is not considered fundamental research and is subject to publication restrictions.
