About this file
This document is a Vendor Questions and Answers (Q&A) file for Request for Quote HQC010-26-Q-E013, dated between 01 July 2026 and 09 July 2026. The incumbent contract number is HQC01022D0003. The Q&A addresses 44 substantive questions from vendors regarding facility maintenance and equipment specifications across multiple categories.
Key requirement clarifications include: F-Gas certification and Refrigeration Master Technician credentials must be held directly by the Prime Contractor, not subcontractors; ISO 9001 and ISO 14001 certifications must be in direct possession of the Prime Contractor. The Master Refrigeration Technician must be F-GAS certified, with additional requirements for CO2 systems including at least one technician with Level 2 Brazing Certification (UNI EN ISO 13585) for silver alloy brazing on CO2 systems and one technician with EN ISO9712 certification for non-destructive examination of brazed joints. The facility contains extensive mechanical and equipment systems requiring maintenance: 1 boiler plant per store with bi-annual inspections; 5 compound refrigeration systems (4 Freon and 1 CO2) with associated condensing units and evaporators; HVAC systems including rooftop and separate air handling units; multiple display cases, walk-in units, and self-contained refrigeration equipment; electrical distribution panels requiring annual technical inspections; fire suppression systems; video monitoring systems connected to the American Base System; a centralized Building Automation System (Carel brand, Model Boss) for remote monitoring and alarms managed 24/7/365 by the maintenance contractor; various food service equipment including ovens, grills, ice makers, and scales requiring calibration by specialized certified companies; and fall protection systems requiring annual load testing. Technical certifications must comply with European legislation, and technicians must maintain active, valid certifications.
