About this file
This document is a roof assessment report for the commissary building at Wright-Patterson Air Force Base in Ohio. The report was prepared by Terracon Consultants, Inc. and provides a detailed evaluation of the existing low-slope roof system, which is a built-up roof (BUR) with a granular modified bitumen cap sheet.
The assessment found the roof system to be in generally fair condition, with blisters, wear, and granule loss present. The report recommends various immediate repairs, including sealing open seams, addressing a large blister, and cleaning debris around drains. It also recommends replacing the entire 130,262 square foot roof system within the next 4-5 years, either with a new BUR system or a single-ply EPDM membrane. The report includes cost estimates for the recommended repairs and replacement. It also notes that a thorough asbestos survey should be performed prior to any roof work.

1.0 INTRODUCTION
1.1 Purpose
A roof assessment was performed on the low-sloped roof systems at Wrights-Patterson AFB
Commissary in the Kittyhawk Area of Wrights-Patterson AFB in Ohio on September 16, 2020. The assessment was performed to identify the existing roof systems, report deficiencies based on visual observations, and estimate the remaining service life based on our experience with these types of roof systems under similar exposure conditions.
The independent conclusions represent Terracon’s professional judgment based on the information and data available to us during the course of this assessment. Information regarding operations, conditions and test data provided by the client or their representative has been assumed to be correct and complete. Terracon’s evaluations, analyses and opinions are not representations regarding the design integrity, structural soundness or actual value of the property.
1.2 Scope
Our scope of services included:
▪ Field measure and record dimensions of roof areas and locate roof penetrations and other significant roof features.
▪ Take core-cuts and make repairs of each individual low-slope roof section to verify existing roof assembly and send samples of roof materials to laboratory for asbestos testing.
▪ Visually review roof system components to assess roof conditions.
▪ Photograph roof field, details and existing defects for documentation.
▪ Mark deficiencies on the roof and document locations on roof plan.
▪ Inventory and photograph HVAC equipment showing manufacturer labels.
▪ Written Condition Assessment Report.
Digital photographs identifying unique and typical features of the existing roofing systems and adjacent areas, a roof plan reflecting the requested information from our observations and asbestos results as provided by laboratory are included in the Appendices A, B and C, respectively of this report.
1.3 Reliance
The Report may be relied upon by DeCA/KZF, Inc. as a description of the current physical conditions of the subject roof system components, as of the date of our site visit, and with the knowledge that there are certain limitations and exceptions within the Report that are reflective of the scope of services.
This Report was prepared pursuant to the contract Terracon has with KZF Design, Inc. That contractual relationship included an exchange of information about the subject site that was unique and between Terracon and KZF Design, Inc. and serves as a basis upon which this report was prepared.

5.0 ASBESTOS CONTAINING MATERIALS
Materials collected from the core were sent to an independent laboratory for analysis to determine if asbestos containing materials are present. It should be noted this analysis is cursory and should not be considered inclusive to either confirm or deny the presence of asbestos but rather should be used to help identify where a further analysis is needed. Consultant assumes no responsibility for either confirmation or denial of the results. Results as provided from the independent laboratory are included as Appendix C in this Report.
6.0 DISCUSSION
The building’s low-slope roof systems were installed approximately 2008/2009 based on historical imagery on Google Earth and evidence of a re-roofing of the existing building in mid 2009. The roof systems appear to be in generally fair condition. Blisters are present on several roof areas, but are generally small in size and there do not appear to be open seams, save one location in Roof Area F. It is not known if the roof systems are covered by manufacturer’s warranties.
No active leaks were reported to Terracon during discussions with onsite personnel. Previous repairs have been made at several locations, with granule loss and where prevalent on walkpads, and perimeter eave conditions.
Curb flashings have had repairs recently and appear to be in generally good to fair condition. The field membrane is generally in good to fair condition. The EUL of the roof membrane can potentially be extended with the application of a UV protective coating at cap sheet locations with heavy granule loss, at the eave stripping membrane, and at blister repair locations.
Some items were observed to require repair and/or preventative maintenance. These items are identified on the attached Roof Plan.

8.0 LIMITATIONS
The analysis and opinions presented in this report are based upon the information provided to us by our client, KZF Design, Inc. and data collected at the project site at the time of our site visit.
While additional conditions may exist that could alter our conclusions, we feel that reasonable efforts have been made to fairly and accurately evaluate the existing roof conditions on this building.
The limited asbestos sampling performed is not intended to serve as a comprehensive building asbestos survey for the presence of asbestos-containing materials (ACM) in all or most of the building systems, nor will it serve to adequately assess the presence of ACM in a building or portions thereof for pre-demolition or pre-renovation purposes, including the roof. Terracon recommends performing a thorough asbestos survey prior to disturbance of suspect ACM or renovation or demolition of the building or disturbance of roofing materials.
This report has been prepared for the exclusive use of the KZF Design, Inc. for specific application to the project discussed and has been prepared in accordance with generally accepted engineering practices. No warranties, either expressed or implied, are intended or made. In the event that information described in this document which others provided is incorrect, or if additional information becomes available, the conclusions and recommendations contained in this report shall not be considered valid unless Terracon reviews the information and either verifies or modifies the conclusions of this report in writing.

Disclaimer: Due to the nature of the EPA 600 method, asbestos may not be detected in samples containing low levels of asbestos. We strongly recommend that analysis of floor tiles, vermiculite, and/or heterogeneous soil samples be conducted by TEM for confirmation of “None Detected” by PLM. This report relates only to the samples tested and may not be reproduced, except in full, without the written approval of SAI. This report may not be used by the client to claim product endorsement by NVLAP or any other agency of the U.S. government. Analytical uncertainty available upon request. Scientific Analytical Institute participates in the NVLAP Proficiency Testing program. Unless otherwise noted blank sample correction was not performed. Estimated MDL is 0.1%.
