About this file
This document is an amendment to a solicitation for the replacement of the existing commissary roof system at Wright-Patterson Air Force Base in Ohio.
The amendment attaches a previous roof assessment report and provides responses to pre-bid questions. The roof assessment details the existing roof system composition and conditions across various areas, including the presence of moisture in some locations. The Q&A addresses specifics such as the existing insulation thickness, vapor barrier requirements, roof drain sizes, and painting scope. The solicitation is for a 130,000 square foot roof replacement, involving the removal of the existing built-up roof system and installation of a new two-ply modified bitumen roof with a granular finish. The solicitation number is HQC00324B0002, with an offer due date of February 28, 2024.

Area I
• Metal Deck
Area J
Moisture was present in the core sample location.
• Metal Deck
• 5/8-inch fiberboard coverboard (adhered)
Area K
Standing water was present in the core sample opening.
• Metal Deck
• 1-inch thick previous BUR roof assembly (adhered)
• Polystyrene insulation cover board (adhered
Area L
Moisture was present in the core sample location.
• Metal Deck
• 1-inch thick previous EPDM overlay roof assembly (adhered)
2. Is there information on the existing roof system, precisely the thickness of the current insulation?
Yes, refer to question #1
3. The vapor barrier is referenced in the specifications and the drawings, however there are no ASTM Numbers, Manufacturer’s, or Product Descriptions on this material. It is also stated in the specifications the vapor barrier is to be manufactured by the roofing manufacturer. The previous statement is fine, most manufacturers have a vapor barrier. Is the vapor barrier to be self-adhering, do all the laps and joints need to be taped? Are the insulation fasteners to only penetrate the top flute of the roof deck with a pressure point at each fastener? ASTM
D226/D226M, Standard Specification for Asphalt-Saturated Organic Felt Used in Roofing and Waterproofing, ASTM, 100 Barr Harbor Drive, West Conshohocken, PA, 19428-2959, www.astm.org/
Self-Adhering Modified Bitumen Membrane: High-temperature, ASTM D1970, minimum 40 mils, W.R. Grace Ice and Water Shield HT, or equal.
Sealant Tape: Pressure-sensitive, 100 percent solids, polyisobutylene compound sealant tape with release-paper backing. Provide permanently elastic, non-sag, nontoxic, nonstaining tape 1/2 inch (13 mm) wide and 1/8 inch (3
mm) thick.
All roof tiles shall be anchored using stainless steel or copper fasteners, 1-in. (25 mm) engagement in the substrate.
Fastener heads shall be of sufficient diameter to prevent tile pullover. Galvanized fasteners may not be used. Do not use wire ties to fasten tiles to the roof deck.
4. On the drawings there is a note #10 which references straightening a misaligned control joint. Note #10s joint is straight however there is another control joint note #8 that references a control joint, and this joint is misaligned. Is
Note #8 actual control joint to be re-aligned?
Yes, the control joint is #8, but note #10 shows the area on line #8 that needs to be re-aligned.
5. The drawings indicate taper saddles at some curb penetrations but not all, is it your intent to install taper saddles at all roof curb penetrations or curbs over a certain size?
Yes, install taper saddles on all curb penetrations.
6. Note #5 references painting miscellaneous steel with zinc galvanized coating. Is it your intent to paint all roof curbs, air handling units, gas lines, etc.? Could you be more specific on exactly is to be painted?
Refer to specification Painting and Coating, Final Submittal, Section 3.3 Application.
7. Are the allowed daily hours of work time flexible at all? This project will be performed during the summer with roof top heat indexes reaching well over 100 degrees. Basically, trying to “beat the heat”.
Yes, but it needs to be approved by the DeCA Contracting Officer.
8. What is the composition of the existing roofing?
Refer to question #1
9. There is EPDM on the back side of the front canopies, does this get replaced too?
Yes
10. Work set up areas, are we allowed to stage anywhere around the building?
No, only in the back of the building near the middle.
11. Also, in addition to my original set of questions below, I do not find a specification, type, manufacturer, ASTM
Number, for the “Thermal Barrier” as indicated in the specifications and on the drawing details.
ASTM C1289, Standard Specification for Faced Rigid Cellular Polyisocyanurate Thermal Insulation Board, ASTM, 100 Barr Harbor Drive, West Conshohocken, PA, 19428-2959, www.astm.org/
12. Would alternative roofing systems be considered?
No
13. What is the size of the existing roof drains?
Refer to the roof assessment report on page 5, row 7. Roof Drains is a 6-inch drain leader.
14. What is the size and material of the tie-in piping for the new roof drains?
The tie-in pipe is a 6-inch diameter pipe with cast-iron material.
15. Please provide a basis of design manufacturer and size for the new roof drains?
Roof drains should incorporate sump pans provided by the roof drain manufacturer, under-deck clamps to prevent wind uplift, and a clamping ring with bolts. Generally, the best performing roof drains and strainers are made of galvanized cast iron. The new roof drains are 6 inches in dia.
16. Roof Area I – The west drain is noted #6. Should this be note #2?
Yes, Drawings Sheet A-102 Roof Area I - delete #6 FURNISH AND INSTALL WALK BOARDS/PADS - SEE
A-104. REFER TO SPECIFICATIONS FOR WALKPAD REQUIREMENTS. and add #2 INSTALL NEW
DRAINS AND RECEIVERS - MATCH INSULATION THICKNESS
17. Can an approximate LF of pipe that is to be painted be provided?
Approximately 500 LF
18. Please specify what the existing roof system is down to the metal deck?
Refer to the roof assessment report.
19. Please specify how thick the current insulation is in the existing roof system
Refer to question #1
20. Is the metal deck structurally sloped to the roof drains?
Tapered rigid board insulation shall be used when the existing facility has inadequate slope and other means of providing adequate slope are more expensive over the facility's lifecycle. Tapered rigid board roof insulation systems are more costly per square unit than non-tapered insulation. Do not use wet fill to accomplish slope in existing systems. Tapered rigid boards are used in crickets and saddles to ensure positive drainage.
21. Please advise what locations around the building will be available for set up/staging and storing materials?
In the back of the building near the middle.
22. Please advise where dumpsters can be set on location?
In the back of the building near the existing dumpster.
23. Is 6’ perimeter flagging acceptable with 100% tie off from those areas acceptable?
Don't block any delivery location; the building will still operate during construction.
24. Without us knowing if the existing roof contains asbestos or not, can our base bid figure on no asbestos material in the existing roof system and provide an alternate to do asbestos abatement?
Yes, the roof assessment report implies that asbestos was not detected in the roof core.
25. (Contractor comment: We were not able to view the underside of the deck conditions at the site visit in several areas). Can you require a professional interior protection company to be included to protect the interior areas, especially the produce section and areas where there's potential for debris to fall below? We are planning on including Tuff Wrap in our proposal to cover all interior protections. These companies are expensive, but they are necessary for projects like the commissaries.
Means and method is always the responsibility of the Contractor.
26. (Contractor comment: We were not able to view the underside of the deck conditions at the site visit in several areas). With the condition of the deck not being able to be seen, we would suggest a change to a fully adhered system that won't penetrate the deck, possibly damaging the unknown conduit. If everyone bids the job this way, it's apples to apples. Without knowing exactly where the conduit is running on the underside of the deck, we feel that the bids will be disproportionate.
According to the assessment report, the previous system was also fully adhered to.
