INSTRUCTIONS AND EVALUATION CRITERIA

Printed circuit board (PCB) Fabrication and Assembly BPA

Re-Solicitation No.: HQ072725QRT04

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS

Offerors are required to be registered and active in SAM at the time an offer is submitted.

Offer Submittal: Offers are due to the Contract Specialist, Ryan Tung, by 12:00pm (Pacific), Monday, 15 December 2025.

SUBMISSION FORMAT:

Technical Volume: Maximum 5 pages Past Performance Volume: Maximum 3 pages Pricing Volume: Maximum 3 pages for each TDP (6 pages total) Entire proposal not to exceed 14 pages. Cover page is not counted.

File Format: Offerors should submit all proposal files in Microsoft Office product or Adobe PDF formats.

Proposals with any words on pages beyond the stated page limits, per Volume, will not be considered in the evaluation i.e. only first 5 pages of a technical volume will be evaluated for technical.

CLARIFICATIONS AND DISCUSSIONS:

The Government intends to make multiple BPA awards without discussions. However, the Government reserves the right to limit the number of BPA awards for economy and efficiency purposes and intends on making a maximum of six (6) awards, based on the three factors below. Proposals should be submitted on the most accurate and favorable terms from a price and technical standpoint. Offerors should not assume they will be contacted or afforded an opportunity to clarify, discuss, or revise their proposals.

The Government may reject any or all quotations. The Government reserves the right to cancel this solicitation at any time. The Government will not reimburse any proposal preparation costs or other expenses incurred to respond to this notice.

RESTRICTIVE/PROPRIETARY DATA:

1. Offerors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall –

a. Mark the title page with the following legend: “This proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed -- in whole or in part -- for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this Offeror as a result of -- or in connection with -- the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract.

This restriction does not limit the Government’s right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets].” and,

b. Mark each sheet of data it wishes to restrict with the following legend: “Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal

THE PROPOSAL SHALL BE SUBMITTED AND EVALUATED IN TWO PHASES:

Phase I - Offerors shall submit the technical and past performance volumes (together) by the solicitation due date. 12/15. The Government will evaluate if the offeror is administratively qualified (i.e.SAM registration, small business status.)

Phase II - The Contract Specialist will email the TDPs for pricing to each offeror once they submit Factor 1 & 2, unless they are administratively disqualified. The Government will then evaluate all three factors.

The following factors shall be used to evaluate offers:

Factor 1. Technical Volume: The offeror is to provide sufficient detail addressing each sub-sections of the PWS (i.e. 3.1.1 thru 3.1.3 ) to demonstrate a clear understanding of the PWS. For the purposes of this combined synopsis solicitation, “subcontract” or “subcontractor”, DMEA considers any procurement made to an entity outside of the responding offeror, regardless of whether it is classified internally to the offeror as subcontract, material purchase, overhead, etc., to be a subcontractor, thus requiring disclosure to prevent exclusion from the competitive pool. If subcontracting any elements listed in the subfactors Offerors shall : include a list of preferred or commonly used vendors and/or sub-contractors for subcontracted/outsourced fabrication, assembly, or components.

Factor 1: Technical Capability Limited to five (5) pages total Offerors shall demonstrate their capabilities across the following sub-factors:

Sub-Factor 1(a): In-House PCB Fabrication or Assembly Capabilities Clearly identify which functions (PCB Fabrication, PCB Assembly, or both) are performed in-house Provide detailed description of in-house capabilities, equipment, facilities, and workforce Describe quality control processes for both in-house and subcontracted work

Sub-Factor 1(b): PCB Fabrication Technical Capabilities Demonstrate capability to fabricate PCBs per IPC-A-600 Class 2 and Class 3 requirements Detail supported layer counts, board thickness ranges, board size, surface finishes, and trace tolerances including any maximum limits to board and circuit dimensions Describe electrical testing capabilities (continuity, impedance matching) Address panelization strategies and production yield management

Sub-Factor 1(c): PCB Fabrication Quality Control Describe quality control processes and inspection procedures Detail compliance with IPC standards and customer specifications Provide quality metrics and defect rate data from recent performance

Sub-Factor 1(d): PCB Assembly Technical Capabilities Demonstrate capability to assemble PCBAs per J-STD-001 and IPC-A-610 Class 2 and Class 3 Detail SMT (surface mount technology) and PTH (plated through-hole) assembly capabilities including any maximum/minimum limits to component size or pitch Address soldering processes for Sn-Pb (Tin-Lead), lead-free, and Hybrid soldering requirements Describe testing and inspection capabilities, equipment, and standards

Sub-Factor 1(e): PCB Assembly Quality Control Describe assembly quality assurance and control processes and inspection procedures Detail statistical process control, or other quality control, methodologies Provide expected and historic assembly yield rates and quality metrics

Sub-Factor 1(f): Component Procurement, Validation, and Screening Describe component sourcing procedures and authorized distributor relationships Detail component validation and authenticity verification processes Address counterfeit component mitigation strategies Describe inventory management and Government Furnished Material (GFM) handling

Factor 2: Past Performance Volume Limited to three (3) pages Offerors shall provide current contact information (name, telephone number, and email address) for points of contact within the last three (3) years for Government or commercial contracts that were for projects similar to PWS 25-5E3 requirements, either as a prime contractor or subcontractor.

Minimum Requirements:

Three (3) relevant contract references Contract value, period of performance, and scope description Relevance to DMEA's requirements (developmental, rapid prototyping, and production PCBAs) Performance metrics (on-time delivery, quality ratings, customer satisfaction)

Factor 3: Pricing Approach and Methodology & Understanding of TDP Limited to three (3) pages, per TDP proposed

There are two Technical Data Packages (TDPs) required in order to fully respond to this RFP, each consisting of two zip files, one for Assembly and one for Fabrication. The Contract Specialist will email the TDPs to each offeror once they submit Factor 1 & 2, unless they are administratively disqualified based on SAM.gov information.

GFM for part of the BOM will be provided as indicated on the Assembly BOM. A government Engineer will be available to answer Design for Manufacturing (DFM) inquiries and review/approve proposed PCB Fabrication specifications and/or deviations from the design artwork. The quality of this interaction will be evaluated.

Based on the TDP, each offeror shall provide a schedule of unit prices for the attached PCBs and PCBAs, in the quantities described in the tables below. Contractor quote must provide pricing information as requested below. The format need not be the same but shall address all elements in the tables:

NRE: If separate non-recurring engineering (NRE) costs (e.g. set-up, layout, shipping, etc.) are required, ensure that they are provided.

As indicated in the Blanket Purchase Agreement (Attachment 2), paragraphs 6 and 12, prices to DMEA shall be as low as or lower than those charged the BPA holder's most favored customer for comparable quantities/services under similar terms and conditions, in addition to any discounts for prompt payment. Offerors shall provide a detailed explanation regarding general pricing methodology.

EVALUATION METHODOLOGY

FAR 52.212-2 EVALUATION—COMMERCIAL ITEMS

The Government will award BPAs resulting from this solicitation to responsible offerors whose offers conforming to the solicitation will be most advantageous to the Government, considering all evaluation factors. In total, the Government anticipates placing sufficient partial orders with BPA awardees to fulfill Sixty (60) GrimWing units and Sixty (60) DireWing units, providing sufficient GFM components to each BPA awardee to whom a partial order would be placed, subject to available funding. Notwithstanding the order placement intention above, the Government reserves the right to place or not place orders at all and is under no obligation to issue BPA delivery orders.

Any Past Performance information provided within the proposal will be evaluated along with (IAW FAR 13.106- 2(b)(3)) DMEA’s knowledge of and/or previous experiences with the Offeror for supplies or services related to the PWS requirements. Per DFARS 252.204-7024, offeror’s record will be checked within the Supplier Performance Risk System, as well as CPARs.

Each Offeror’s past performance experiences will be given a relevancy rating and a single confidence assessment will be given to the Offeror’s proposal, as described below.

Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Factor 3: Pricing & TDP Understanding Evaluation:

Proposals will be rated against pricing completeness and detail:

Per-quantity PCB fabrication pricing structure Per-quantity production & assembly pricing Non-recuring Engineering (NRE), testing costs (i.e. flying probe), and other pertinent costs Component procurement pricing accounting for spares needed, inventory processing and/or storage Technical Understanding of TDPs: Demonstrated ability to interpret, apply, and reference the TDP accurately without repeated corrections or misinterpretations.

The evaluation criteria listed above for Factors 1, 2, 3. are listed in descending order of importance.

All evaluation factors other than price, when combined, are more important than cost or price.

A written notice of award or acceptance of a proposal emailed or otherwise furnished to a successful Offeror within the time for acceptance specified in the offer, shall result in a binding agreement upon bilateral signature. In addition to the price factor instructions and initial order placement methodology discussed above, quotes for BPA order may be immediately requested upon the first bilaterally signed BPA among all offerors;

at all times, only BPA holders (those with bilaterally signed agreements) will be sent competitive RFQs and may propose. (See BPA paragraph 12(a).)
