Amendment Four
Clarifications to the solicitation document and attachments.
1) Page Count: Any offeror provided material specifications or data sheets may be included as an attachment to the offerors proposal and not counted as part of the 50 page maximum page count.
2) Design‐Build: This task has been solicited as a design‐build due to the requirements outlined in the SOW paragraph 3.1.1. (2) (page 6/39, document HQ0727‐15‐R‐JW04‐0001). The provided drawings are of a conceptual nature. IF, during the site visit or in preparation of an offer, an offeror determines that updated/revised/new/etc. design drawings are needed to satisfy the requirements of this task that is at the offerors discretion to provide. However, the offeror should consider the INSTRUCTIONS TO OFFERORS paragraph 5.0 (1)(a)(ii) (page 16/39, document HQ0727‐15‐R‐JW04‐0001) when submitting a proposal. Additionally, any changes to provided conceptual drawings or structural analysis would require a new structure review and new stamped structural drawing.
3) Provided Drawings: The original design and engineering firms which provided studies and conceptual design drawings for DMEA are included in the solicitations documents for reference purposes, an offeror is not required to subcontract these resources, doing so would be at the contractor’s discretion.
4) Required Specification Data/Sheets: The specification and data information the offeror is required to provide is only for the specific items listed in the solicitation document. An example of this would be the items listed on in INSTRUCTIONS TO OFFERORS paragraph 5.0 (1)(b)(i) (page
16/39, document HQ0727‐15‐R‐JW04‐0001). Note that when considering which specification/data sheets to provide what we are interested in are the door hardware, lights, fire horn/strobes and similar items to ensure they match existing items. We have to leave this list somewhat flexible because it is up to the offeror to determine which products they will be providing to best match existing hardware/items. If the brand name items specified in the solicitation document and attachments are proposed by the offeror, specifications sheets/information would not be required.
5) Warranty: Warranty is required for the completed project, we do not necessarily need to see warranty information for proposed hardware/items, in accordance with SOW paragraph 6.7
(page 10/39, document HQ0727‐15‐R‐JW04‐0001).
6) Approval of Design Drawings: SOW paragraph 3.1.1 (2) (page 6/39, document HQ0727‐15‐R‐
JW04‐0001). As these drawings are required for performance of the contract the cost should be included in the proposal.
7) Period of Performance: INSTRUCTIONS TO OFFERORS paragraph 4.0 (8) (page 15/39, document
HQ0727‐15‐R‐JW04‐0001). Estimated period of performance is 60 days, however this is negotiable.
8) Environmental Requirements: When addressing environmental concerns in accordance with
INSTRUCTIONS TO OFFERORS paragraph 5.0 (1) (a) (xv) (page 16/39, document HQ0727‐15‐R‐
JW04‐0001) the offeror should consider impacts to Government Employees (e.g. dust, debris, water runoff, etc.). Essentially we want to know what the offeror is proposing to protect the people/office furniture in Room 132. There are no known environmental issues (lead/asbestos).
9) As‐built plans: As‐built plans will be made available to the successful offeror. For bidding purposes the contractor should use drawing A‐121 showing the supply and return duct register locations. For reference the supply duct size is 10” and the return duct size is 12”.
