About this file

This document is a Questions and Responses file for a federal contract opportunity for exterior window cleaning services at the Defense Finance and Accounting Service (DFAS) Columbus facility. The solicitation (HQ042325QE0031) involves cleaning exterior windows and frames on a seven-story commercial building, with specific restrictions on work methods. Key limitations include: no drone usage (due to proximity to John Glenn Columbus International Airport), no use of existing roof anchors, no weekend work, and work hours restricted to 0800-1500 (with possible extension to 1800).

The previous contract (HQ042320P0018) was valued at $190,000, and the current contract requires contractors to use portable A-frame rolling rigs and OSHA-approved rappelling services. A Contracting Officer's Representative (COR) will provide roof access escorts during the specified hours. The window cleaning is strictly for exterior surfaces only, and the facilities office could not provide precise details on window quantity or sizes. Contractors must use methods that avoid damaging grass and surrounding building areas, with specific equipment constraints such as no lifts or water-fed poles.
