Question Response

1 Are Scaled Drawings available? If so, will the Government provide the Scaled Drawings?

There are no scaled drawings available. Drawings (not to scale) were provided during the site visit.

A listing of all cameras was provided with names and the corresponding locations on Excel documents. Each camera was shown in its zone with the corresponding security tower.

2 Are Ceilings Suspended? Or Hard Lid?

The ceilings are drop ceilings in most places with voids above the ceiling. Some areas have hard lids that will require vendor to utilize line trays and J-hooks for routing new shielded CAT6 line to cameras.

3 Are there existing Cable Trays for wiring above ceilings?

Yes, there are existing Cable Trays in some areas.

J-hooks shall be used when trays are not available.

4 Can Existing Wiring be utilized?

The only existing wire to be utilized is the shielded CAT6 that is already in place and fiber wire in Security Towers. All old Coaxial 18/2 line to fixed cameras and old CAT5 lines to PTZ/PANO cameras shall be removed and disposed IAW the SOW.

5 Are “Or Equal” equipment substitutions allowed?

Equal or better equipment is accepted. 4MP for Fixed cameras. PTZ and PANO cameras shall be 15MP or better so as to not lose resolution when zooming in.

6 Is “Plenum Wire” acceptable?

Shielded CAT6 Shielded Plenum and Metal RJ- 45 connector ends with drain line shall be used.

The same type of patch cables are required when

Is “After Hours Access” for said work, available to contractor at no additional cost to the Government?

After-hours access is not available. Normal duty hours are 0800-1600, Monday-Friday only. The Government has not authorized overtime for DFAS personnel to escort contractors after duty hours. There is no access to the installation or building after hours or on weekends.

8 What is the height of Exterior Cameras? (If any)

Heights of the exterior cameras vary between 10 feet and 30 feet. IAW Section 3.10.5 of the SOW, the contractor shall provide a ladder or lift. IAW Section 14.0 of the SOW, the contractor shall be responsible for safety requirements.

9 Please provide a list of equipment to be installed.

A list of equipment is provided in Section 11.0 of the SOW.

Is there an incumbent vendor who has been servicing the existing system? If so, what is the most current contract number and amount?

Purchase order HQ042322P0008 was awarded to Technical Systems Group, Inc. on 2/15/2022 for a total amount of $194,470.00 for a one-year base period and four additional one-year option periods.

11 Is there any requirement for the readers to be FICAM-compliant? Readers are not part of this CCTV project.

12 Are there any requirements for the system to be cyber-secure?

All devices for the CCTV system shall be NDAA compliant. The CCTV/PACS system is a stand-alone system and not connected to the internet or DFAS LAN system. Remote connections are not possible.

13 How many readers are needed? Readers are not part of this CCTV project.

Axis cameras (or equivalent) is mentioned. Are there specific Axis cameras that are suggested to be used?

For reference;

PTZ-AXIS Q6075-E PTZ Network Cameras.

Fixed-AXIS - M4216-LV Varifocal 4 MP dome with IR.

PANO-AXIS - P3719-PLE 15 MP

multidirectional camera with IR for 360° coverage.

15 Will you require a PTZ controller in W208 to manipulate the PTZ cameras?

There is no controller currently for the CCTV system utilizing the DS Control-point system.

The software allows for use with monitor and mouse. We will not require a separate controller.

Do you require any analytics to be provided with the cameras or simple point-and-shoot?

a. Object detection (Person/Face/Vehicle – car, truck, bus, bicycle)

b. IVA (Virtual line/Area, Enter/Exit, Loitering, Direction, Intrusion)

c. Analytics Events: Defocus detection, Motion detection, tampering, Fog detection

Reference the devices listed in the response to question 14. If the licensing and software allow it then we will utilize it.

Handouts were provided at the site visit. Will the Government provide those handouts electronically?

At this time, the handouts will not be provided electronically. Upon contract award, the awarding Contractor will be provided an electronic copy upon request.

18 Please confirm that the interior fixed cameras shall be minimum 4MP.

Yes, the interior fixed cameras shall be 4MP or better.

Paragraph 3.0 of the SOW states:

Acquire Milestone Systems or an equivalent compatible licensed software system to integrate with the current Lenel OnGuard Physical Access Control System and Intrusion Detection System for monitoring and reporting purposes.

If providing an equivalent compatible licensed software system, the Technical Certification Form requires the name of the equivalent and explanation of the compatibility.

Will you entertain an equivalent solution that is already integrated with Lenel and has equal or better functionality?

20 What type of fiber connects the Towers? Single mode or multi-mode?

Single mode; Model # TFC-110S15 H/W:D3.1R -10/100 Base-Tx to 15KM 100 Base-FX Single mode with SC connector

Please confirm cable pathway, including underground conduits, to the existing exterior cameras is anticipated to be intact and that the Contractor is not responsible for repair/replacement if unable to install new required cabling through the existing conduit.

There are two cameras that contain underground conduit. It is assumed that the conduit is intact and without blockages. The Government will evaluate to ensure no blockages. The Contractor is not responsible for repair/replacement.

22 What other security devices are on the existing switches that are to be replaced?

All equipment and security devices to be replaced are listed in the SOW.

Surge suppression is typically provided for exterior mounted cameras but is not called out in the specifications. Is surge suppression required for exterior cameras?

Surge suppression is not required.

An uninterruptable power supply (UPS) is not called out for the Video Management Server. Are the existing UPS’s to be reused? If new UPS(s) are required what period of time/duration should back-up be calculated for?

New UPS(s) are not required. All Security Towers have UPS backup at the bottom of the units. A backup generator system will be utilized and allow 24hr back-up.

Is video viewing (live or recorded) required to be available for anywhere other than the security office?

There is a 30 day minimum requirement of continuous and recorded video and shall have the ability to burn to DISC for viewing in areas other than the security office.

Milestone Video Management software is called out. Milestone solutions come as in several product variants. Please specify which version of Milestone is desired. Based on the size of the system Milestone XProtect Professional+ is the

Milestone - XProtect Professional+ Device License.

Milestone – Five Year Care Plus For Xprotect Professional Plus Device License

Closed Circuit Television (CCTV) Camera System Upgrade minimum applicable solution. Milestone XProtect Expert and XProtect Corporate are also options.

Milestone requires “care” (software support) to be purchased with the license. How many years should be provided?

Is there an Axis Camera model number for Interior, PTZ, and panoramic that can be provided to provide a spec?

Reference the devices listed in the response to question 14.

Axis cameras have been called out, please confirm the requirements for:

a. Camera resolution

b. Recording frame rate

Recording Frame rate shall be a minimum 15-

FPS

Storage is called out for 30 days but was not specified as motion based vs. full time recording.

Please confirm the requirement as well as desired frame rate.

There is a 30 day minimum requirement of continuous and recorded video. Each camera has or should have the option to setup in the software parameters to be tailored to record. PTZ can be continuous as they move whereas the fixed cameras shall record when motion or an alarm is detected.

After adding a PTZ next to camera 1 at W208 during the site visit that brings the total of PTZ cameras up to 11, please confirm the new totals?

After the site visit, DFAS made the decision to remove that PTZ camera. The contractor will not be responsible for removal of that camera. As a result there is no change to SOW or total number of cameras.

32 Will the government provide the current Lenel version that is running and Dongle number?
