Statement of Work (SOW)
Direct Digital Signage (DDS) For Defense Finance and Accounting Service (DFAS) Limestone (LI)
1.0 INTRODUCTION: The DDS will enhance the DFAS Limestone communication plan by displaying information and increasing employee situational awareness. The requirement is to provide and install 11 high definition (HD) display monitors throughout the facility. This requirement includes providing and installing hardware and software to control and operate the DDS.
2.0 SCOPE OF WORK: The Contractor shall provide DFAS-LI with a Direct Digital Signage system within 60 days of contract award date. The requirement includes any engineering, design work, project management, shipping/delivery, installation, and training at DFAS Limestone, 27 Arkansas Road, Limestone, Maine 04751. Also, included with this requirement are the following specific requirements.
a. Provide and install 11 4K-UHD 55-inch display monitors throughout the facility with adjustable tilt wall mounts. (see attachment 1)
b. Provide and install required hardware and software needed to control and operate the DDS display monitors. If Windows operating system is used, it must be Windows 10.
c. Provide and install one 27-inch monitor to be used with control hardware and software.
d. All 11 monitors must display the same content simultaneously without differing.
e. The DDS system must be capable of programming display content by time of day, month, and year.
f. DDS system must have capability to automatically switch between on, off, cable TV, power point presentation, blu ray, etc.
g. DDS system must have capability to project and display 4K-UHD.
h. DDS system must integrate with existing cable television service, and display content to monitors.
i. DDS system must accept and have upload/download capability using compact disk (CD), thumb drive, and USB port; and display content to monitors.
j. Operating manual(s) and user training shall be provided.
k. Remove and dispose existing DDS system.
2.1 The Contractor is responsible for all costs associated with core system components and additional hardware and services required to provide a fully functional system.
2.2 Work must meet all applicable Local, State, and Federal Codes and comply with all OSHA standards.
2.3 The Contractor shall have a designated supervisor on site at all times during work.
3.0 MEASUREMENTS: Contractor shall verify all measurements and/or quantities listed in the SOW and attachment(s).
4.0 NOTIFICATION OF COMMENCEMENT: The Contractor shall confirm the work start date with the Contracting Officer at least 48 hours to prior to intention to start date.
5.0 CLEAN-UP: Contractor shall clean up the job site daily. The Contractor shall provide their means for removing debris from the work site. The Contractor shall use their equipment to clean the work area. The Contractor shall clean the area as many times as necessary to ensure there is no evidence of the work that just occurred.
6.0 SUBMITTALS: Provide submittals for government approval as listed below for display monitors, digital hardware, software, and mounts.
a. Manufacturer’s Data: Manufacturer's descriptive and technical data and installation and maintenance instructions.
b. Warranty information: Provide a written manufacturer’s warranty.
7.0 WARRANTY: The Contractor shall warrant in writing that all work, materials and products shall be free of faults or defects for a period three years after project completion.
8.0 CONSIDERATIONS:
a. The facility will be available for contractor work with prior coordination with the COR and work shall be scheduled on weekdays from 6:00 am to 5:00 pm daily. The building will remain occupied and operational during the contractor work, however, effected area and rooms will be made available when work is scheduled to occur in that particular room.
b. The Contractor must provide at least 48 hour notice to the COR before starting any work.
c. The Contractor shall provide signage warning occupants of construction areas and shall not shut down or block traffic lanes or aisle ways without prior coordination with the project COR.
d. The Contractor shall protect facility ceiling tiles, and wall finishes. Any damage to existing surfaces or interior components resulting from contractor’s activities shall be repaired by the contractor.
e. Extreme care must be utilized to ensure noise and dust is minimized during wall penetrations.
f. The type of walls are mostly sheetrock with maybe one or two being concrete block.
g. The ceiling is suspended ceiling for 97% at 8ft height and 3% at 12 ft you can run cabling over the drop ceiling. Please use the cable trays or lay the cable nealty over the ceiling in a clean and workman like manner
h. There is a cable tray above the drop ceiling you may be able to use Cat 5 to pull new Cat 6 cabling if that is how you choose to run the cabling
i. Thre are a few raceways between floors. The displays will be located on two separate floors.
j. It is not believed there will be any issues with wall penetrations. There are some existing penetraions and it would not be difficult to make new penetrations ( sheetrock)
k. There are 10 displays currently in place. Two of the 8 (4 & 7) will be relocated approximately 5 feet to be centered on aisle. Number 11 is an addition.
l. The space above the drop ceiing is not used for air exchange, therefore, it would not be considered plenum rated cable. Please refer to the NEC for this determination.
9.0 ASSUMPTIONS:
a. The DDS will display non-DoD information including local weather and news.
b. The DDS will be procured with Non-Appropriated Funds.
c. DFAS Limestone will qualify for a connection to the commercial ISP, that bypasses the GIG waiver because Limestone will ensure it meets the criteria listed at <https://www.disa.mil/network-services/Enterprise-Connections/FAQs/Connection-Approval-FAQs.
d. The DDS will NOT connect to nor leverage the DFAS ELAN network backbone.
