DIGITAL SIGNAGE

REQUEST FOR QUOTES (RFQ) NO: HQ0423-18-R-0003

This is a combined synopsis/solicitation (RFQ) for the purchase and installation of digital signage at Defense Finance and Accounting Service (DFAS) Limestone, Maine in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Under FAR Part 13.5 the Government intends to award a single firm fixed price (FFP) contract. This will be a 100% total small business set-aside. NAICS code for this announcement is 334310 with a small business size standard of 750 employees.

SOLICITATION CLOSING DATE: All quotes must be received by March 9, 2018 at 5:00 p.m. EST. Preferred delivery method for submission of your quote is via email: sharon.e.brenner.civ@mail.mil. Quotes shall include at a minimum, in addition to the items listed in the section Basis for Award below, the following:

· Unit price for 11 Direct Digital Signage Monitors to include all hardware, delivery, installation, travel/per diem, clean-up, manufacturer name, etc. as these costs are considered incidental and not to be separately priced items and all other pertinent information requested.

· Business Name, Point of Contact Name, Phone Number and Email Address

· Company Cage Code and DUNS Number

· Tax Identification Number3

· GSA Schedule contract (if applicable)

IMPORTANT REMINDER: Prior to submission of quote, please verify your registration is current and active via the System for Award Management (SAM): https://www.sam.gov/portal/public/SAM/.

DESCRIPTION: The purpose of this requirement is to replace (11) Direct Digital Signage with HDMI commercial-grade display monitors, with 55 inch NEC X551UHD (or equivalent), with adjustable tilt wall mount and heavy duty mounting hardware for Defense Finance and Accounting Service – Limestone, ME (DFAS-LI). This requirement also includes replacing existing Cat5E cable with Cat 6E cable, and all hardware identified in the statement of work (SOW) (attached separately).

The Contractor shall provide DFAS-LI with a Direct Digital Signage system within 60 days of contract award date. The requirement includes purchase, shipping, vender, installation, travel and per-diem and delivery in accordance with the separately attached SOW.

Place of Performance, Inspection and Acceptance: DFAS-Limestone, 27 Arkansas Road, Limestone, Maine 04751.

Period of Performance: All work delivery, installation and clean up to be completed approximately 60 days after award.

BASIS FOR AWARD: The Government will award a contract resulting from this announcement to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. DFAS reserves the right to issue an order to a vendor for reasons other than the lowest price. To permit a thorough and effective evaluation, the quote should be as concise, complete and clear as possible so as to permit the Government to make evaluation of the quote without further information being required from the quoter. Inclusion of any important consideration not covered by this request is encouraged. The Government reserves the right to make a determination whether a quote is acceptable or unacceptable solely on the basis of the information submitted and proceed without requesting additional information. Therefore, each response should be submitted in the most favorable terms satisfying the RFQ requirement.

The following factors shall be used to evaluate quotes: Price and past performance

The following should be addressed in your quote:

PAST PERFORMANCE: The provided information should be for relevant past performance within the last five (5) years and clearly demonstrate the contractor’s ability to provide digital signage and installation as stated in the SOW. Quoters shall furnish at least three (3) references, but no more than five (5), business references that have first-hand knowledge of performance relative to the same type of services, dates of contract performance and total contract amount which shall include current point of contact information. Nondisclosure of applicable past performance information, which may reflect poorly up on the Quoter’s capability, will be considered accordingly.

PRICE: The provided information should clearly identify the unit price per unit.

Valid Quote Period: The pricing, terms and conditions stated in a Contractor’s response must remain valid from 90 days from the date RFQs are due to DFAS. Unit price shall include all hardware, delivery, installation, travel/per diem, clean-up, manufacturer name, etc. as these costs are considered incidental and not to be separately priced.

Cost of Quotes: Expenses incurred in the preparation of quotes in response to this RFQ are the vendor’s sole responsibility and not reimbursable by the Government.

INVOICES: Shall be submitted via Wide Area Workflow (WAWF) to a WAWF acceptor that will be identified in the resulting contract. Reference DFAR Clause 252.232-7006.

FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-O0019) (JAN 2017)

(a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(b)

(1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

QUESTIONS AND INQUIRIES CONCERNING THIS RFQ: All questions and inquiries concerning any aspect of this announcement must be submitted in writing to sharon.e.brenner.civ@mail.mil for clarification sufficiently in advance of the deadline of receipt of the quote to get an answer in time to meet that deadline. Telephone requests will not be honored. The Government’s response to inquires will be made in writing. Any resulting additions, deletions or changes to the RFQ will be made by issuances of a formal amendment. Quoters are instructed specifically to contact only the issuing contract office in connection with any aspect of this requirement prior to contract award.

It needs to be noted that due to system constraints, electronic file size shall be no larger than 5 MB and shall be uncompressed. Vendors are encouraged to verify that their quotes were received by the Government by the date/time specified. Quotes are to be valid for a period of 90 days after the final close of the solicitation including any possible amendments.
