Statement of Work

Direct Digital Signage (DDS) For Defense Finance and Accounting Service (DFAS) Limestone (LI)

1.0 INTRODUCTION: The DDS will enhance the DFAS Limestone communication plan by displaying information and increasing employee situational awareness. The requirement is to replace (11) Direct Digital Signage with HDMI commercial-grade display monitors, with 55 inch NEC X551UHD, equal to or equivalent, with adjustable tilt wall mount and heavy duty mounting hardware. This requirement also includes replacing existing Cat5E cable with Cat 6E cable, and all hardware identified in the statement of work. This requirement includes any engineering, design work, project management, training, shipping, installation and delivery to DFAS Limestone, 27 Arkansas Road, Limestone, Maine 04751.

2.0 SCOPE OF WORK: The Contractor shall provide DFAS-LI with a Direct Digital Signage system within 60 days of contract award date. The requirement includes purchase, shipping, vender, installation, travel and per-diem and delivery to DFAS Limestone, 27 Arkansas Road, Limestone, Maine 04751. Also, included with this requirement is the following specific requirements.

2.1 The contractor is responsible all costs associated with core system components and additional hardware and services as required to provide a fully functional system providing the following features:

2.2 Intended Solution: Eleven (11) new 4K-UHD displays mounted in designated locations around the facility. These displays will feature built in control that will turn the displays on and off at specific times depending on the day of the week. Digital video distribution from one HDMI source (such as a computer) to these 11 new displays so each of these displays will display the same content. No display will ever show content different from any other display. The displays will only be located in common access areas of the building such as hallways and food courts. Each display will be located close enough to the central control room such that no more than 320 feet of cabling will be required to connect the display to the control room. A new touch screen control panel in the control room to turn each of the displays on and off and will report the power status of the displays. This control panel will also provide a preview window showing the content shown on the displays. This system must be expandable to include additional displays in the future if needed.

2.3 Rack Room:

a. Video - The contractor will provide and install one 27" UHD display to act as a desktop monitor. This display will feature a UHD (3840 x 2160, 16:9) resolution image, which will be 23.5 inches by 13 inches (27-inch diagonal) in size. At the stated resolution, this 27-inch diagonal display will support comfortable 2-hour viewing at UHD resolution of the following content:

· Microsoft Excel®/Word® documents (at the default 11-point font), at distances upto 2 feet.
· Web-based information (often 16-point Arial font) at distances up to 3 feet.
· 24-point font PowerPoint® (which scales to screen resolution) at distances up to13.5 feet.
· Standard definition video at distances up to 15.5 feet.

*Note*: Viewers should not be closer than 1.5 feet from the image for comfortable extended viewing.

b. Distribution – The contractor will provide and install one HDMI distribution amplifier (DA), which will take the video input signal and send it to the new desktop monitor and a new HDMI scaler. The contractor will provide and install two additional DTP-HDMI distribution amplifiers, each of which will take an HDMI input signal and send it out over an HDBaseT twisted pair signal over category cable - one HDBaseT line going to the HDBaseT receiver in each display location. The DTP outputs on the transmitters will be set to their "HDBaseT" setting to send the appropriate signal type. The first of the two HDMI-DTP DAs will send the HDMI signal to the second DA using its HDMI "loop thru" port. The "loop thru" port on the second DA will be used to send the HDMI signal to the control touch panel as a backup monitor signal.

c. Control – The contractor will configure each of the displays to turn on and off at the times designated by the Client during the initial installation. A system user can access and modify the automatic power controls using the provided IR remote control.

d. Networking:

· DDS will NOT connect to nor leverage the DFAS ELAN network backbone per the attached diagram (then attach diagram).

· The DSS local area network is connected to the Internet via commercial ISP.

· The contractor will provide and install a managed switch with 11 ports. This switch will provide 3000 watts of power. The contractor will provide and install a 11 port switch with 11 ports and a 300 watt power budget.

e. Equipment Rack and Furniture - The contractor will mount the new equipment in the OFE equipment rack. The new equipment will require a total of six rack units (RU) of space.

f. Customer Responsibilities and Assumptions

- AC requirements:

· AC power is the responsibility of the Client and not the contractor.
· The new system will require the placement of one NEMA 5-20R duplex outlet ateach display location.

-Assumptions:

· DDS will display non-DoD information including local weather and news.

· DDS will be procured with Non-Appropriated Funds.

· Limestone will qualify for a connection to the commercial ISP, that bypasses the GIG waiver because Limestone will ensure it meets the criteria listed at <https://www.disa.mil/network-services/Enterprise-Connections/FAQs/Connection-Approval-FAQs.

· The physical dimensions, material construction, acoustic qualities, and/or theoccupancy/capacity of the space will support satisfactory performance of thespecified equipment. The physical characteristics of a space dramatically affectsystem effectiveness, and the equipment in this proposal has been specified despiteinsufficient or unavailable information regarding those physical characteristics.
· There are at least six rack-units of space in the existing OFE equipment in which thespecified new equipment can be mounted.

-Warranty:

The contractor warrants against defects in the workmanship as it pertains to the scope of work. The contractor will provide all necessary labor required to repair or replace any defects in workmanship for the period of one year from the date of installation.
