DFAS Rome, Carpet Cleaning Questions HQ0423-17-R-0004

Questions:

1. What are the normal working hours? Work cannot start before 6:00 PM, and must be completed before 6:00 AM. Contractor must allow time for carpets to dry before employees start arriving for work at 6:15.

2. Does the cleaning equipment have to be truck mounted? Yes, per the contract truck mounted cleaning equipment (extraction) is required.

3. Is the inner area between the building wings accessible for trucks? Yes the trucks can enter the well area and access will be available to inner doors for use of running hoses. After-hours access will require advance notification to allow customer time to request gate access from Air Force Security.

4. Are there connections available for water for the cleaning equipment. Hose bib connections are limited. There are only two exterior hose bib connections, and approximately 6 deep sink hose bib connections.

5. Can you clarify the amount of square footage in the contract that is required to be cleaned? There were two different numbers. Per the SOW there is approximately 187,107 square feet that shall be cleaned in 30 days or less. Note this square footage represents the entire area of carpet. The high traffic area is approximately 29,639 square feet (isle ways) shall be cleaned an additional two times in February and August (listed as Quarterly Cleaning for High Traffic areas in the Schedule of Services). Square footages are approximations only and contractors providing solicitations are required to verify square footage. If vendors saw other square footages in the SOW please provide those number to receive further clarification from the customer.

6. Is there a dump spot for the extracted water? Extracted water must be dumped in sanitary sewer system. There is a sanitary sewer line in the well area that could be used. Contractor would be responsible for opening and closing cover.

7. Will an escort be accompanying contractor and employees during hours of cleaning? No contractor and employees will be required to obtain favorable background investigation clearances to work in facility. Only escorting will be for unlocking normally secured office spaces for access. There will not be any fulltime escorting for this project.

8. Is this contract prevailing wage rate? Yes.

9. Are schedules required? Yes a cleaning schedule of areas being worked will be required at least a week in advance of all areas being worked.

10. Is the north end of the building accessible from the road? To gain access for close proximity to the north wing doors, trucks/equipment will have to go through the handicap parking area and on the sidewalk.
