CARPET CLEANING DFAS-ROME, NY

REQUEST FOR QUOTES (RFQ) NO: HQ0423-17-R-0004

This is a combined synopsis/solicitation (RFQ) for the purchase of obtaining carpet cleaning services at Defense Finance and Accounting Service (DFAS) Rome, NY in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Under FAR Part 13.5 the Government intends to award a single firm fixed price (FFP) contract for a base year and 4 option-year periods. This will be a 100% total small business set-aside. NAICS code for this announcement is 561740 with a small business size standard $7.5 million.

SOLICITATION CLOSING DATE: All quotes must be received by 4:00 pm (Eastern), Friday March 31, 2017. Preferred delivery method for submission of your quote is via email:

sharon.e.brenner.civ@mail.mil. Quotes shall include at a minimum, in addition to the items listed in the section Basis for Award below, the following:

• Unit price per cleaning based on estimated 2 semi-annual cleaning per year and 4 quarterly cleaning for high traffic areas per year for the base year and each of the 4 option-year periods.

• Company Cage Code and DUNS Number

DESCRIPTION: Defense Finance and Accounting Service (DFAS) requires deep cleaning by the hot water extraction method of carpets at their DFAS-Rome, NY location semi-annually and quarterly for high traffic areas as described in the Performance Work Statement (PWS) (attached separately). Semi- Annual cleaning is for approximately 150,219 Sq. Ft. of Carpet and quarterly cleaning for high traffic areas is for approximately 26,639 Sq. Ft. of Carpet.

Place of Performance, Inspection and Acceptance: Defense Finance and Accounting Service (DFAS)

– Rome, 325 Brooks Road, Rome, New York 13441.

Period of Performance: One year from date of award (Anticipated 01 JUN 2017 – 31 MAY 2018) with Four (4) One-year Option Periods.

MANDATORY SITE VISIT: In order to be considered for award vendors MUST attend a MANDATORY site visit on Thursday, March 23, 2017 at 10:00 AM (eastern). Vendors who are interested and who will be attending the site visit must email: sharon.e.brenner.civ@mail.mil no later than 3 PM (eastern) Tuesday, March 21, 2017. The quoter is responsible for verifying actual site conditions and layout. The quoter shall be responsible for inspecting to its satisfaction all areas/items of possible problems involving actual site conditions. Failure to verify the dimensions and locations will be at the Contractor’s risk and shall not relieve the Contractor from accomplishing the work required in the SOW.

Quoters are responsible for their own transportation and travel costs to the site-visit location.

BASIS FOR AWARD: The Government will award a contract resulting from this announcement to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. DFAS reserves the right to issue an order to a vendor for reasons other than the lowest price. To permit a thorough and effective evaluation, the quote should be as concise, complete and clear as possible so as to permit the Government to make evaluation of the quote without further information being required from the quoter. Inclusion of any important consideration not covered by this request is encouraged. The Government reserves the right to make a determination whether a quote is acceptable or unacceptable solely on the basis of the information submitted and proceed without requesting additional information. Therefore, each response should be submitted in the most favorable terms satisfying the RFQ requirement.

The following factors shall be used to evaluate quotes: past performance and price.

The following should be addressed in your quote:

PAST PERFORMANCE: The provided information should be for relevant past performance within the last five (5) years and clearly demonstrate the contractor’s ability to provide the deep cleaning by the hot water extraction method on carpets as described in the SOW. Quoters shall furnish at least three (3) references, but no more than five (5), business references that have first-hand knowledge of performance relative to the same type of services, dates of contract performance and total contract amount which shall include current point of contact information. Nondisclosure of applicable past performance information, which may reflect poorly up on the Quoter’s capability, will be considered accordingly.

PRICE: The provided information should clearly identify the unit price per cleaning per year for the base year and four (4) one-year option periods. A pricing and Contractor information spreadsheet has been included as a separate attachment titled Schedule of Items Table to assist with submission of pricing for your convenience.

Option(s), inclusive of any potential extensions in accordance with FAR 52.217-8, will be evaluated at time of award. (Ref FAR 52.217-5) The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

To be responsive, Quoters shall have attended the mandatory site visit.

Valid Quote Period: The pricing, terms and conditions stated in a Contractor’s response must remain valid from 90 days from the date RFQs are due to DFAS.

Cost of Quotes: Expenses incurred in the preparation of quotes in response to this RFQ are the vendor’s sole responsibility and not reimbursable by the Government.

INVOICES: Shall be submitted via Wide Area Workflow (WAWF) to a WAWF acceptor that will be identified in the resulting contract. Reference DFAR Clause 252.232-7006.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65 Effective 19 January 2017. FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT

STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-

O0019) (JAN 2017)

(a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(b)

(1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b)(1) in

Alternate II (2013-O0019) (Jan 2017). As prescribed in 12.301(b)(4)(ii), substitute the following paragraphs (a)(1) and (b)(1) for paragraphs (a)(1) and (b)(1) of the basic clause as follows:

(a)

(1) The Comptroller General of the United States, an appropriate Inspector General appointed under section 3 or 8G of the Inspector General Act of 1978 (5 U.S.C. App.), or an authorized representative of either of the foregoing officials shall have access to and right to—

(i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and

(ii) Interview any officer or employee regarding such transactions.

(b)

(1) Notwithstanding the requirement of any other clause in this contract, the Contractor is not required to flow down any FAR clause in a subcontract for commercial items, other than—

(i) Paragraph (a) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (a)(1)(ii) does not flow down; and

(ii) Those clauses listed in this paragraph (b)(1). Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

FAR 52.217-8 -- Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.

The Contracting Officer may exercise the option by written notice to the Contractor within 1 day before the expiration of the current contract period of performance.

FAR 52.217-9 -- Option to Extend the Term of the Contract (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 1 day prior to the expiration of the current contract period of performance; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 10 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 Years 6 months.

FAR 52.252-6 Authorized Deviations in Clauses (Apr 1984)

(a) The use in this solicitation of any Federal Acquisition Regulation (48 CFR Chapter 1) provision with an authorized deviation is indicated by the addition of “(DEVIATION)” after the date of the provision.

(b) The use in this solicitation of any Defense Federal Acquisition Regulation (48 CFR Chapter

2) provision with an authorized deviation is indicated by the addition of “(DEVIATION)” after the name of the regulation.

WAGE DETERMINATION: The Service Contract Act of 1965, as amended, applies to this acquisition, per the Federal Acquisition Regulation (FAR) clauses that have been incorporated by reference (FAR 52.212-5). Wage Determination No WD15-2384, Revision No 4, dated 2/14/17 is applicable to this solicitation and may be found on the following link:

QUESTIONS AND INQUIRIES CONCERNING THIS RFQ: All questions and inquiries concerning any aspect of this announcement must be submitted in writing to sharon.e.brenner.civ@mail.mil no later than 4:00 pm (eastern) March 12, 2017 for clarification sufficiently in advance of the deadline of receipt of the quote to get an answer in time to meet that deadline. Telephone requests will not be honored. The Government’s response to inquires will be made in writing. Any resulting additions, deletions or changes to the RFQ will be made by issuances of a formal amendment. Quoters are instructed specifically to contact only the issuing contract office in connection with any aspect of this requirement prior to contract award.

It needs to be noted that due to system constraints, electronic file size shall be no larger than 5 MB and shall be uncompressed. Vendors are encouraged to verify that their quotes were received by the Government by the date/time specified. Quotes are to be valid for a period of 90 days after the final close of the solicitation including any possible amendments.
