About this file
This document outlines procedures for issuing task instructions under a federal contract for visual information production center services. The Missile Defense Agency will utilize task instructions to direct the contractor to perform specific requirements. Task instructions will be issued through exercise of contract line item numbers and include a firm fixed price and period of performance. The template provided must be used for all task instructions and includes blocks for requirement description, deliverables, government furnished resources, contractor approval, and government approval signatures. Task instructions require agreement between the contractor and government on scope and price before the contract ceiling is obligated and work is authorized via contract modification. The solicitation seeks proposals for a three year base period contract for graphic design, photography, videography, and printing services to support the Missile Defense Agency with two one-year option periods. Proposals are due 30 days after solicitation release on the FedBizOpps website.

The following provides an explanation for each block in the above template and directions for its completion:
Block 1: This field shall designate the Government prime contract number.
Block 2: This field shall designate a specific TI number for the effort (TI-001, TI-002, etc.)
Block 3: This field shall designate the name and address of the Government agency awarding the effort.
Block 4: This field shall designate the name and address of the contractor being awarded the effort.
Block 5: This field shall designate the firm fixed price based on the evaluated labor hours multiplied by the negotiated estimating rates documented in Attachment 1d. The contractor shall input this amount on its TI proposal. This amount will be removed from CLIN 0005/1005/2005 in a bilateral option exercise modification and the amount exercised will be added to a new, firm fixed price (FFP) completion CLIN to be awarded in the modification. CLIN 0005/1005/2005 will remain as an unexercised CLIN which will be drawn down as task instruction support is required.
Block 6: This field shall designate the TI period of performance (PoP).
Block 7: This field shall designate the requirement for the effort. This field will be completed by the Government. It provides all of the requisite information required for the contractor to propose to, and complete, the effort awarded on the TI. Only the effort identified in this field is authorized at award.
Block 8: This field shall designate any deliverables associated with this effort. The contractor must provide the deliverables for the effort to be complete. This field also provides the required delivery dates for each of the deliverables.
Block 9: This field shall designate any Government-furnished property (GFP) to be provided in support of the effort authorized under the TI and the need date for each specific item of GFP. This field shall be populated by the contractor in its proposal. The Government will evaluate the proposed list and determine if it will provide the requested items as GFP. It will also determine if it can provide each item by the requested need date. Should the Government agree to provide the items as part of the award of the TI or TI revision, the contractor is not authorized to utilize the GFP until it is made accountable to the contract through a contract modification.
Block 10: This field is for the contractor’s approval. This field shall be signed by a person given the authority to commit the contractor. The individual’s name and title shall also be printed and the date of approval shall be provided. Should changes need to be made to the proposed TI based on the Government’s evaluation, a revised TI will be sent to the contractor for a new signature.
Block 11: This field is for the various Government approvals. The TI is not authorized until approved by the Contracting Officer and incorporated via a contract modification to move the authorized ceiling from CLIN 0005/1005/2005 to a newly established FFP completion CLIN, at which point the contractor is authorized to proceed with the effort in full as defined within the TI or TI revision.
Under no circumstances will the contractor incur cost against a TI prior to authorization. All TIs are subject to the terms and conditions of this contract. In the event of a conflict between a TI and this contract, the contract shall prevail.
Whenever the Government has a requirement that requires the award of a TI, the Contracting Officer will send the contractor a draft TI with blocks 1-4 and 6-8 completed. The contractor shall review the draft TI and notify the Contracting Officer of any disagreement. Once agreement is reached on the draft TI, the contractor shall propose the effort in the format described above and return the completed TI along with a brief description of the labor hours assumed in the firm fixed price (FFP). The Government will review the proposal and notify the contractor of any disagreement. Once agreement is reached, the Contracting Officer will authorize the contractor to proceed by providing a fully signed TI and a modification to remove the negotiated hours and ceiling from CLIN 0005/1005/2005 and incorporate the ceiling as a FFP under a newly established CLIN. The TI will also be referenced in the CLIN description to document the requirement.
The award modification will incorporate each TI into the contract as a separate attachment.
