2. The Offeror shall describe its approach to managing its team in order to ensure quality and timely performance of the required tasks.

3. The offeror shall describe its approach to recruiting, onboarding, and retaining qualified personnel throughout the life of the contract, to include its approach to rapidly filling vacancies in both key and non-key-positions

B. Capability

The Offeror shall demonstrate their capability to satisfy PWS requirements by responding to the scenarios described below.

Scenario 1: PWS Paragraph 4.3, Task 3 Workforce Strategic Management

PWS 4.3 Requirement

As the OSD FM Functional Community Manager, the Director requires a capability to provide guidance and oversight for the recruitment, retention, training, and professional development of the DoD financial management workforce. The contractor shall provide expertise with federal financial management workforce design, policy, procedure, and governance. The contractor shall integrate this capability with other PWS tasks for the effective and efficient achievement of HCRM Objectives.

Scenario #1

Congress members expressed concern to the Comptroller about the following finding from the GAO March

2021 Report 21-119 High-Risk Series to Congress: “. . . DOD continues to face financial management personnel capacity challenges in its efforts to mitigate competency gaps by adding personnel with the requisite financial management skills. For example, DOD acknowledges that succession planning across the department is inconsistent, it has to compete with industry for financial management talent, and that it has difficulty retaining millennials.” The HCRM Director has tasked the Offeror to develop a plan to investigate this finding, develop solutions, and communicate the strategy.

The Offeror shall provide a draft Deliverable 3.1, Workforce Design Document that outlines their approach to investigate and address the GAO finding, and communicating the strategy. The Offeror’s draft

Deliverable 3.1 cannot exceed three (3) pages and must:

1. Define the problem statement

2. Identify the stakeholders

3. Describe key aspects of the Offeror’s approach

4. Describe how the Offeror would monitor and measure progress

5. Describe the Offeror’s communication strategy

Scenario 2: PWS Paragraph 4.2, Task 2 Communications

PWS 4.2 Requirement

The Director requires a capability to ensure the development and dissemination of information throughout

DoD and the federal Government to communicate with stakeholders at all levels. The contractor shall provide multidisciplinary expertise for both strategic and operational communications and integrate this capability with other PWS tasks for the effective and efficient achievement of HCRM Objectives.

Communications shall be with both internal and external stakeholders to include, but not limited to, Office of the Comptroller, Components, FM Workforce community members, federal partners, and private industry. The contractor shall conduct research and assist the Government in making and maintaining contact with appropriate entities to ensure timely, relevant, and accurate communications. The contractor shall be well versed in contemporary communications strategies and techniques, as well as graphic design.

Scenario #2

The new Comptroller was just confirmed. At his first senior leadership meeting, he introduces several goals and initiatives for his tenure - many of which require significant support from all OUSD(C) programs and multiple components across DoD. These initiatives vary in complexity from building support on budget priorities, to information awareness campaigns, workforce strategies, audit initiatives, and FM modernization. The Comptroller requires a communication strategy that increases OUSD(C) transparency, drives public interest, garners support for initiatives, documents progress, attracts talent, and positions DoD as a thought leader within the FM community.

The Offeror shall describe their approach to developing a draft Deliverable 2.1 Strategic Communications

Plan (SCP). The Offeror shall identify the key elements of a successful SCP. The Offeror shall describe how they would measure the success of their SCP. The Offeror’s response to Scenario #2 shall not exceed four (4) pages in length.

Note: Receipt of a “Marginal” or “Unacceptable” rating for Evaluation Factor 1 will make the proposal unawardable and the Offeror will be ineligible for award and not evaluated further.

L-5 Factor 2 – Staffing Plan and Key Personnel Qualifications

A. Staffing Plan

The Offeror shall complete the Staffing Plan template (Attachment 01), showing its proposed labor mix. For each contract period (transition, base, and option periods), the Staffing Plan shall list all proposed positions and hours.

For each listed position, the Staffing Plan shall specify the individual’s PWS-defined LCAT (see Technical Exhibit

2) and the number of hours allocated to each of the task areas. The Offeror shall list the proposed individual’s name for Key Positions only. (The solicitation does not request resumes for non-key positions and does not evaluate the individual qualifications of the proposed non-key personnel. As such, names are not required—and shall not be submitted—for non-key personnel.) The proposed labor mix listed in the Staffing Plan shall be consistent with the

Offeror’s labor mix in the Pricing Template.

B. Key Personnel Qualifications

The offeror shall submit resumes for all proposed Key Personnel. Each resume shall include the following information:

Name of individual

Security Clearance – In accordance with RFP Section C – 5.4 “Security”

Name of applicable Key Position defined at section 4.6 of the PWS (e.g., Strategic Communications

Manager).

Experience – For each listed experience, the offeror shall include the name of the employer, the position held, the date range, and a description of the duties and responsibilities. The offeror may also provide additional explanation as to how the experience is relevant to the key personnel position for which the resume is submitted.

Education – Name of institution, degree conferred (including, if applicable, any specialization), and year that degree was conferred.

Certifications, professional licenses, and professional affiliations – For certifications and professional licenses, specify the issuing institution and the year obtained. For each certification, professional license, or professional affiliation listed, provide an explanation of how the listed qualification is relevant to the individual’s proposed Key Position.

Employment status:

--Specify whether the proposed individual is currently employed by the prime or by a subcontractor.

--Resumes of any proposed personnel not currently employed by the Offeror, or by a subcontractor or teaming partner of the Offeror, must contain a statement signed by the individual, authorizing the Offeror to use their resume for this solicitation.

Each resume shall provide sufficient information to demonstrate that the individual meets all of the requirements listed for the applicable Key Position at PWS section 4.6. Each resume shall also demonstrate that the individual possesses the necessary skills and experience to successfully support the PWS tasks to which they are assigned.

Note: Security clearance is a PASS/FAIL. Required personnel in accordance with PWS 5.4 “Security” who cannot be verified as having an active DoD Security Clearance, at the SECRET level, at proposal due date, shall render the Offeror ineligible for award, and their proposal will not be considered by the Government.

Proposed Key Personnel who do not meet the requirements established in the PWS and the RFP shall receive a rating of “Unacceptable” for Evaluation Factor 2.

L.6 Factor 3 Past Performance

A. Offerors must submit up to three (3) recent and relevant Past Performance projects using Attachment 02a, Past

Performance Template. Offerors shall limit their Past Performance response to two (2) numbered pages per project.

“Recent” Past Performance is defined as projects that are on-going (no break in service) and/or were completed on or after March 1, 2017.

To be considered “relevant”, projects must be similar in size, scope, and complexity and must be performed by the Offeror as a prime or as a subcontractor. The “size” refers to the dollar value of the Past Performance on an average annual basis. The “scope” and complexity of the Past Performance refers to the range of the Offeror’s support with respect to the supported organization, the extend of services provided, the subject matter expertise and skills required, and the role the Offeror played, i.e. prime or subcontractor. For example, the scope of this requirement includes all of the services and supplies required by the HCRM Director to carry out responsibilities to manage DoD-wide Financial Management workforce development and to oversee

OUSD(C)’s internal management and administration functions including resource management, contracts, facilities, and correspondence.

Past Performance performed by the Offeror’s planned subcontractor or team member is Not Relevant.

For each project, identify the role performed as follows: the Offeror was the prime contractor for the project, or the

Offeror was a subcontractor for the project. For each project, demonstrate how the project is directly similar in size, scope, and complexity to each of the HCRM Program Support PWS Tasks (as applicable).

Each project must address the following for each past performance project reference:

1. Project title

2. Contract/task order/call number (as applicable)

3. Period of Performance (FROM: day, month, and year TO: day, month, and year).

4. Role as a prime or as a subcontractor

5. Customer reference: name, title, email, and phone number.

6. Type of customer (DoD, Federal Government (non-DoD), State or Local Government, private sector)

7. Dollar Value, contract type (FFP, Labor Hour, IDIQ, etc.)

8. Classification Level: Secret, Top Secret, etc.

9. Government Contracting Officer or Point of Contact (POC) with full address, phone number or email address for each reference.

Project performed as the prime working with the Federal Government (non-DoD)

Projects performed as a subcontractor working with the DoD

Projects performed as a subcontractor working with Federal Government (non-DoD)

L.7 Factor 4: Price

The offeror shall submit its pricing information via the Attachment 03 Pricing Template. Attachment 03 shall contain no locked or hidden cells and all viewable formula access. Any technical information located in the price volume will not be considered for evaluation.

The offeror shall also provide pricing in section B of the solicitation.

For evaluation purposes only, the total evaluated price is the sum of the following for the firm-fixed price contract:

A. Firm Fixed Price (FFP) CLINs: For evaluation purposes only, the total evaluated price is the sum of the total prices submitted for (a) transition period, (b) base period, (c) all option periods, and (d) the six month extension authorized by FAR clause 52.217-8. For purposes of determining the evaluated price for the six month (clause FAR

52.217-8) extension, the total price is calculated as one-half of the total price of the fourth option period.

Evaluation of options will not obligate the Government to exercise any options.

B. For Travel CLINs and Other Direct Cost CLINs: The Offerors shall not propose price information, as they will be administered on a not-to-exceed basis. The Travel and ODC CLINs will be factored into the total evaluated price.
