2. SCOPE, OBJECTIVES, AND ENVIRONMENT

2.1. Scope

The Government requires support for the following tasks:

Program Integration

2.2. Objectives

Enable Comptroller mission accomplishment

Promote the competency, capability, and professionalism of the DoD FM workforce

2.3. Environment

The Director relies heavily on information technology as follows in order to achieve HCRM Objectives.

To carry out its responsibilities, HCRM employs a variety of commonly available information technology, including program management, social media, and other web-based applications, as well as custom information technology solutions such as FM Online and the FM Learning Management System (LMS), which is currently the DFMCP

System of Record. The suite of information technology solutions may evolve and applications often interface with other applications managed by third-parties. Additionally, the Government has a third-party contract for web hosting services and database management on the DoD network. The Government plans to replace FM Online and the LMS with a cloud-based Comptroller Functional Community Portal.

3. GENERAL REQUIREMENTS

3.1. Non-Personal Services

The services and performance required under this contract are determined to be not inherently governmental. The contractor shall not perform or give the appearance of performing inherently governmental functions as described in

FAR Part 2 and Subpart 7.5, and all applicable DoD policy. The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks.
