Assistant and advisor to the Secretary of Defense for budgetary and financial matters. The USD(C)/CFO focuses on budgetary formulation and execution; financial management (FM) and oversight; improvement of the DoD financial management workforce; improvement and integration of performance and financial information and achievement of audit readiness; financial systems; accounting policy; contract audit administration; and financial management improvement programs.

The Director, Human Capital and Resource Management (HCRM) serves as the principal advisor and assistant to the USD(C)/CFO in managing DoD-wide Financial Management (FM) workforce development and provides

7oversight of OUSD(C)’s internal management and administration functions including resource management, contracts, facilities, personnel, and correspondence.

2. SCOPE, OBJECTIVES, AND ENVIRONMENT

2.1. Scope

The scope of this requirement includes all the services and supplies required by the HCRM Director to carry out assigned responsibilities.

The Government requires support for the following tasks:

Program Integration

Communications

Workforce Strategic Management

Defense Financial Management Certification Program (DFMCP) Operations

2.2. Objectives

The Government is seeking to partner with a contractor that has an exceptional understanding of the HCRM requirements in order to support the following HCRM Director objectives:

Enable Comptroller mission accomplishment

Promote the competency, capability, and professionalism of the DoD FM workforce

2.3. Environment

The Director relies heavily on information technology as follows in order to achieve HCRM Objectives.

To carry out its responsibilities, HCRM employs a variety of commonly available information technology, including program management, social media, and other web-based applications, as well as custom information technology solutions such as FM Online and the FM Learning Management System (LMS), which is currently the DFMCP

System of Record. The suite of information technology solutions may evolve and applications often interface with other applications managed by third-parties. Additionally, the Government has a third-party contract for web hosting services and database management on the DoD network. The Government plans to replace FM Online and the LMS with a cloud-based Comptroller Functional Community Portal.

3. GENERAL REQUIREMENTS

3.1. Non-Personal Services

The services and performance required under this contract are determined to be not inherently governmental. The contractor shall not perform or give the appearance of performing inherently governmental functions as described in

FAR Part 2 and Subpart 7.5, and all applicable DoD policy. The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. All contractor personnel shall identify themselves as contracted support personnel in all forms of communication with all entities with whom

OUSD (C) has business dealings. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer immediately.

3.2. Business Relations

The contractor shall successfully integrate and coordinate all activity needed to execute the requirements specified herein. The contractor shall manage the timeliness, completeness, and quality of the contract deliverables. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of all contractor personnel (including subcontractors). The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

3.3. Contract Management

The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to this requirement. The contractor must maintain continuity between the support operations at the Pentagon and the contractor's corporate offices.

Contractors may add subcontractors to their team after notification to the Contracting Officer or

Contracting Officer Representative (COR).

3.5. Contractor Personnel, Disciplines, and Specialties

An integral part of successful performance under this contract is not only the production of quality products described in Section 4, but the responsiveness of contractor personnel in the day-to-day output of work products.

Accordingly, the contractor is required to proactively maintain assigned tasks and be responsive to all entities with professional business dealings related to the assigned tasks.

The Government will provide or coordinate training on any new Government-provided equipment or Government-directed training (e.g., Cybersecurity). If such training requires travel on the part of contractor employees, local travel costs (i.e., Metro) shall be borne by the contractor.

3.7. Travel

Travel may be required during the performance of this contract. The contractor shall obtain advance written approval from the COR before commencement of travel. Reimbursement of expenses shall be in accordance with

FAR 31.205-46. G&A and Overhead costs are not authorized.

Off-Site space and assigned On-Site space in a way that aligns with HCRM Director priorities and optimizes contract performance.

The Government may authorize contractor employees to telework when it is in the best interests of the Government.
