STATEMENT OF WORK
1.0 PROJECT OVERVIEW
1.1 Administration of Contract
This Contract will be administered by the Washington Headquarters Services (WHS), Acquisition Directorate (AD), Contracting Officer (KO), and Contract Specialist (CS) with assistance from the WHS Facilities Services Directorate (FSD), Federal Facilities Division (FFD), and Pentagon Building Management Office (PBMO) Contracting Officer Representative (COR). For this Statement of Work (SOW), Government refers to the KO, the CS, or the COR/GPM.
1.2 Project Background and Objective
This project is the Seed Project as part of FSD’s Job Ordering Contract (JOC) for the Alterations Work Group (AWG) & Pentagon Building Management Office (PBMO) and will be issued as a Task Order (TO). All guidelines, requirements, and conditions set forth in the SOW for the JOC, including all Attachments and Addendums, shall apply to this SOW. Refer to “FSD Statement of Work for JOC”.
The Secure Access Lane (SAL) is a high‐demand mission‐critical roadway that provides the only point of entry to the Pentagon for any and all deliveries. The SAL pavement is beginning to show signs of asphalt deterioration related to aging such as Alligator cracking, Block cracking, and Weathering. To avoid potential hazardous conditions for vehicular traffic the SAL pavement should be restored as soon as possible. This project intends to use Virginia Department of Transportation (VDOT) standards for this work.
1.3 Project Location
The work will take place at RDF Access Ln, Arlington, VA 22202. The Remote Delivery Facility (RDF) Access Lane, also referred to as the Secure Access Lane (SAL), is located at the Pentagon Reservation in Arlington, Virginia. The SAL project starts where westbound VA‐27 (Columbia Pike) meets (N. Rotary Road) in Arlington, VA and ends at the RDF parking area referred to as PRK26‐01.
Refer to SOW Attachment A12: “Project Aerial Loc Pln‐Area of Wk pln – SAL Paving”.
1.4 Period of Performance
Due to the high demand status of the SAL during standard working hours, the work must take place on Friday starting at 1800, or after, and end no later than 0500 on Monday. The overall Period of Performance (PoP) for this project is sixty (60) calendar days.
