STATEMENT OF WORK
STATEMENT OF WORK
11/30/2018
1.0 PROJECT OVERVIEW
1.1 Administration of Contract
This Contract will be administered by Washington Headquarters Services (WHS) Acquisition Directorate (AD) Contracting Officer (KO) and Contract Specialist (CS) with assistance from the WHS Facilities Services Directorate (FSD), Alterations Work Group (AWG) Contracting Officer Representative (COR), Engineering and Construction Management Division (ECM) COR, and Pentagon Building Management Office (PBMO) CORs. For this Statement of Work (SOW), the Government is referred to as KO, CS, AWG COR, ECM COR, and PBMO CORs.
1.2 Project Background and Objective
WHS maintains and operates facilities in the National Capital Region (NCR) for the Department of Defense (DoD).
The Federal Facilities Division (FFD) has overall responsibility for maintenance and upkeep of the Pentagon and the surrounding Pentagon Reservation. WHS’s goal is to ensure that the associated facilities provide building tenants with accommodations that enable mission success, exceed regulatory compliance requirements, and provide a safe and healthy working environment for all DoD personnel, contractors, and visitors.
WHS intends on soliciting vendors for a Job Ordering Contract (JOC) by Washington Headquarters Services Acquisition Directorate Office. The ordering Contracting Officer shall ensure compliance with all rules and regulations. This JOC uses an Indefinite-Delivery / Indefinite-Quantity (IDIQ) type of contract to reduce total lead time for accomplishing sustainment, restoration, and modernization (SRM) projects at installation. The word Contract and JOC are used interchangeably and refer to this Job Ordering Contract. A primary objective of this JOC is to expedite the delivery of projects by a Contractor and shorten the acquisition cycle.
1.3 Project types
The type of projects to be included under this JOC, but not limited to, are tenant space renovations and build-outs to include architectural, electrical, general painting, mechanical, and plumbing systems; renovation of commercial and industrial buildings; sustainment, restoration and modernization of existing facilities and infrastructures; roofing systems installation and modernization; HAZMAT abatement support (e.g. mold, asbestos, soil remediation); Interior Utility line surveying and relocation; Exterior Work, to include minor site-work sewer/storm water piping, cleaning, and repair, asphalt paving, concrete and limestone installation or repair, excavation, trenching, backfill, conduits, conductor pulls, lighting expansion for poles/light arms/fixtures, site utility relocation, demolition, construction, industrial cleanup, and debris removal; field engineering investigations to include concrete cores and soil boring, Ground Penetrating Radar (GPR) surveying; and Emergency Response for Disaster Recovery to include mitigation, remediation, decontamination, and restoration. Refer to section 1.5 below for further details.
1.4 Contractor
The Contractor shall provide all management, labor, material, equipment, transportation, and supervision to accomplish various design-build/bid-build construction services at the Pentagon and the surrounding Pentagon Reservation. The Contractor shall be required to maintain a management office at the Pentagon for the duration of this Contract. Contractor office space will be allocated by the Government upon award of this Contract. The Government expects the Contractor to maintain a full-time Program Manager on-site for the duration of the Contract term. For projects requiring design, the Contractor is expected to retain the services of a Lead Architect-Engineering (A-E)
Design Firm(s) experienced in the design, development, and coordination of projects within the scope of this Contract, if not available in-house. Additionally, upon award of an individual or multiple Task Orders (TOs), the Contractor is expected to perform according to the requirements of all awarded TOs at any given time.
1.5 Contract Price Book, Coefficient, Task Orders, and Pay Limits
1.5.1 Price Book: This JOC will include a Unit Price Book (UPB) that will be the basis of pricing for all work.
The UPB selected for this Contract shall be RSMeans online edition. The most current Cost Data for “Facilities and Commercial Renovation” and “Commercial New Construction” shall be utilized. The Government intends on utilizing the latest release as it becomes available over time. The Contractor shall be responsible for obtaining access to this software and utilizing the most current release. The “Bare” cost columns shall serve as the basis for establishing the value of the work to be performed on a unit price basis.
All the MasterFormat 2016 divisions of labor listed under the Cost Data headings “Facilities and Commercial Renovation” and “Commercial New Construction” shall be utilized, except for:
35 00 00 Waterway and Marine Construction 41 00 00 Material Processing and Handling Equipment 44 00 00 Pollution and Waste Control Equipment 46 00 00 Water and Wastewater Equipment
Additionally, this Contract intends to utilize all of the Divisions listed in the Pentagon Facility Guide Specifications (PFGS); refer to SOW “Attachment A8- Pentagon Facility Guide Specifications (PFGS)”.
1.5.2 Price Book Set-Up: The Government and the Contractor shall maintain uniformity in estimating all work to be delivered through this Contract by utilizing the most current Cost Data for “Facilities and Commercial Renovation” and “Commercial New Construction”. The Contractor shall follow the following steps when setting up RSMeans Cost Data:
A. From the “Welcome” dropdown menu located in the upper right hand corner of the page select “Manage Accounts”, B. Under the “Profile and Preferences” tab select “Facilities and Commercial Renovation” from the “Cost Data” dropdown menu, C. Select “Unit” from the “Type” dropdown menu, D. Select “Repair and Remodeling” from the “Labor Type” dropdown menu, E. Select “Arlington (222)” from the “Location” dropdown menu, F. Select “MasterFormat 2016” from the “Format” dropdown menu, G. Select “English” from the “Measurement System” dropdown menu, H. Select “Any” from the “Search preference” dropdown menu, I. Select the latest release (top of the menu) from the dropdown menu, J. Click on “Save Account Preferences”, and
K. Under the “Configuration Notifications” check the box for “System notifications” in order to receive an alert when RSMeans releases updated cost data or new features.
1.5.3 Non-Prepriced Items: Any item not found in the UPB and identified by either the User, the KO/COR, or the Contractor will be defined as a Non-Prepriced Item (NPI). A list of NPIs will be included in the associated NPI Table and shall be added as an addendum to the Contract Documents, if necessary. Specialized work or equipment not identified by Contract award and not included in the UPB or NPI shall be negotiated separately based on documented direct and indirect costs and may be added to the NPI Table at the KO’s discretion after award. Any work not covered through the UPB or the NPI, after approval from the KO, will be priced separately by the Contractor providing a breakdown of pricing to include all labor, material, overhead, and profit. The percentage of NPIs used per Task Order (TO) should not exceed 10% of the total value of pre-priced items. The Contractor must include justification for any proposed NPI. The Contractor shall first attempt to price all unit prices using the computerized database provided by RSMeans. When NPIs are proposed, the Contractor shall submit three (3) competitive quotes for the same item(s). In the event where obtaining three (3) competitive quotes is not practicable, the Contractor shall submit, in writing (as part of the TO proposal), documenting relevant reasons (e.g. market availability, sole-source, etc.) why the submission of three competitive quotes was not performed.
1.5.4 Contractor Coefficient: The Contractor shall provide their coefficient; which shall cover coordination, permits, Contractor’s (and any Subcontractors’) mobilization expenses, all administrative and technical costs related to performing the work, all costs related to managing the work including quality assurance, overhead, profit, insurance, bonding, compliance with environmental and safety regulations, signage, coverings and protective equipment, incidental moving of Government property in order to complete the work, tools and equipment, equipment rentals, excess materials (from cutting for example), design, engineering services, and any other expenses not related to performing the work itself (e.g. daily and final clean-up). The Government anticipates that forty five percent (45%) of the work will be performed during Normal Hours and fifty five percent (55%) will be performed during Off Hours, hence the Contractor shall be required to provide their coefficients for Normal and Off Hours; refer to section 2.4.1 below for details on work hours. The coefficients will be applied to the total of all “Bare Material”, “Bare Labor”, and “Bare Equipment” costs as identified in R.S. Means or NPIs in order to estimate the Contractor’s total costs including profit. In the event the Government exercises its unilateral right under FAR clause 52.217-8 - Option to Extend Services, the coefficients for the performance of Task Orders during this period will be the latest coefficient(s) agreed upon in the contract or subsequent modifications.
1.5.5 Task Orders: All work under this JOC will be executed through Task Orders (TO) that will be discussed by the COR and the Contractor’s Program Manager by discussing the work, conducting site walks, taking measurements, performing take-offs, and investigating existing conditions amongst other methods. The COR and Contractor will agree to the quantities, methods, and all scope of work required to complete the work. The task quantities will be multiplied by the respective line item price in the UPB and the Contractor’s coefficient to establish a Firm-Fixed-Price TO. The Contractor’s price for every TO will be compared against an Independent Government Estimate (IGE) before it is negotiated and/or awarded. The Contractor shall not perform work associated with any TO until a signed TO and subsequent Notice-To-Proceed has been issued by the KO. Each individual TO becomes, in effect, a Firm-Fixed-Price TO, and is managed accordingly. The work must be performed in accordance with the method and quality of construction specified in the Contractor’s proposal. All TOs issued under this Contract will be a Design-Build construction project; a Bid-Build construction project; or an Emergency Response/Accelerated Scheduling project. Each category is defined below:
1.5.5.1 Design-Build Construction: The Contractor shall provide all labor and material for developing architectural design, completing construction, and obtaining requisite permits in accordance with the Government’s requirement for each Task Order. All design documents shall be stamped and sealed by a licensed architect or a professional engineer certified/licensed in the state of Virginia.
1.5.5.2 Bid-Build Construction: The Contractor shall provide all labor and material for the construction and must obtain requisite permits in accordance with the Government’s requirement for each TO. Construction Design documents will be provided by the Government for all design-bid-build projects.
1.5.5.3 Emergency Response / Accelerated Scheduling Project: The Contractor shall support the Government by providing mitigation and restoration services on an as-needed, immediate response basis. The objective of this type of work is to minimize damage from catastrophic events in terms of both property damage and reduced service provided to tenants at the Pentagon. Catastrophic events include sudden water intrusion, fire, severe weather, or other events that might damage facilities. This work would generally include removal of water-damaged carpet, wallboard, ceiling tiles, and ceiling grids; installation of new carpet, wallboard, ceiling grid and tiles; and painting of an office suite. The Contractor will provide the level of service that is required to re-establish and maintain normal operation on an accelerated schedule. It is expected that all mitigation efforts will be in accordance with industry standard levels of effort or greater, and that all restoration will comply with all codes and standards at the Pentagon. The work shall be delivered at a level of service that results in a product consistent with showcasing the Pentagon as a symbol for the general public, nation and international dignitaries.
1.5.6 Contract Pay Limits: This JOC will have minimum and maximum Contract thresholds detailed in Section 2.1, which will be outlined by the Contract Line Item Number (CLIN). Under the Guidelines of this JOC and upon award, the Contractor is guaranteed to be awarded the minimum Contract amount for that CLIN. The award of any further TOs after satisfying the Contract minimum is not guaranteed and is at the Government’s discretion. The sum of all TOs in any awarded CLIN shall not exceed the stated Contract maximum for that CLIN. However, the Government reserves the right to realign ceiling (reallocate unused funding) from follow-on CLINs to finance a TO for the current CLIN at hand.
1.6 Key Personnel
