Q# Question Answer 0001 Will SCIF spaces be accredited? Who is the designated SCIF accreditation Authority?
Yes, the SCIF will be accredited. The Pentagon Force Protection Agency (PFPA) will provide accreditation for the project as required.
0002 The RFP indicates that we are to submit a unit price for contaminated soil. The bid form does not have a unit price line item for this pricing, please amend.
RFP will be amended to include a unit price template.
0003 Are all vehicles delivering materials to the site subject to inspection at the Pentagon Remote Delivery Facility?
Yes, all vehicles delivering materials to the site will be subject to inspection at the Pentagon Remote Delivery Facility.
Ref. SOW Att A-2, Section 1.9.
0004 Are the documents provided for Alternate #1 North Boundary to bid as designed or will further design be required? Is the North Basin option a Design- Build project or is this design complete?
The North Basin option is a Design-Build project. Further design will be required.
The documents/drawings provided are only bridging documents.
Ref. SOW Att A-6 North Basin Drawings Sheet GG-02, CD-01.
0005 Are any onsite subcontractor workers required to have security clearances to install any portion of the work? If so please define the specific portions or areas requiring cleared personnel.
Yes. All areas of the reservation including the North Village require personnel to have security clearance or must pass a background check that is administered by PFPA (NCIC Check) for those who do not require a security clearance for their portion of the task.
Ref. SOW Section 2.11.A
0006 Sheet AF-03 indicates a “Wet Snail Trap” and the “wet snail trap” that was referenced in the pre-bid meeting presentation document is an obsolete bullet trap technology.
Are any of these products proprietary? Are there any proprietary requirements for specialized equipment? Is it the government’s intention for this to be a proprietary requirement? Will a Justification and Approval (J&A) be provided for any sole source components?
Is the Wet Snail Bullet Trap the only design that will be considered for the bullet trap or will alternative designs be considered?
The contractor is required to use the wet snail trap design for the base bid. Alternative products that meet or exceed the technical requirements will be considered.

0007 Form 1442 of the RFP requires submission of three
(3) prices for the base and the two (2) options. In addition, we have been requested to submit an extensive breakdown of every trade, the general conditions, requirements, etc. The preparation of this breakdown in conjunction with the subcontractor markets bid history (submitting lump sum bids a few hours or minutes before the bid is due) will limit the number of subcontractors willing to bid the project and will divert estimator attention from pursuing competitive pricing to completing the extensive bid form. Our firm suggests allowing submission of the 1442 pricing at bid time followed by the breakdown within 48 hours of the scheduled bid submission time.
The Bid Form template included in the Solicitation requires a very detailed breakdown of pricing to be submitted with the proposal. With an early bid time it will be very difficult to obtain the breakdown the Government is seeking. This could cause the proposal cost to increase.
The RFP has been amended to only request a breakdown to the Division Totals level. However, offerors are advised that further breakdown may be requested during the evaluation of price proposals.
0008 Are the existing trailers equipped with expanded metal security mesh usually required in SCIF and high security temporary structures?
Contractor is required to include a 15’ x 15’ SCIF space with featured components in this bid proposal.
0009 Numerous key subcontractors have requested additional time due to their personnel vacationing over the week of July 4th. Please consider this market condition and provide a reasonable time extension so that enough competitive pricing can be requested and received from the trade subcontractors. We recommend at least a two week extension.
The proposal due date has been extended to August 8, 2017.
0010 Are we required to establish a rigid security barrier for ATFP standoff at any portion of the project site?
If so please provide the standoff perimeter and developmental criteria.
The exterior perimeter portion is set by barrier (by Other Government Contractors (OGC)), interior roadway delineation is good for setbacks, anything within the interior setback zones should be marked via signage for either temporary DROP OFF/NO PARKING/OFFICIAL VEHICLES ONLY, etc.
0011 RFP references LEED v2009. Has project been registered under v2009? If not project will be under LEED v4. Achieving silver for LEED v4 will

Code shall take precedence over bridging documents.
0015 PSO bridging documents show split air cooled chillers. Are packaged air cooled chillers or other life cycle cost effective cooling methods permitted?
Yes, alternative methods will be considered as long as offeror meets technical requirements and alternatives are accompanied by Life Cycle Cost Analysis (LCCA) as required.
Ref. SOW Att A-12, A-13
0016 Please provide utility rates for life cycle cost analysis.
Assume blended rate of $0.065/kWh for electricity.
0017 Are dedicated cooling and heating sources required for the range air handler? Or can alternative solutions be proposed?
Offeror may make alternate proposals as long as they meet technical requirements. Refer to Dwgs. HF-01, HF-02, HX-01, HS-01-04, HY-01.
0018 PSO bridging documents do not indicate a dedicated outside air system (DOAS) is required for the Range AHU-2. DOAS are required under service-specific criteria in UFC 3-410-01_c3 section 3-2 and 3-3 which is not modified by WHSBC 228.3. Please confirm a DOAS is not required for the Range
AHU.
Code shall take precedence over bridging documents.
0019 PSO bridging documents (ESR paragraph 7.2.1) indicates variable refrigerant flow (VRF) system is an acceptable alternative system. UFC 3-410-01_c3
Code shall take precedence over bridging documents.
4 | P a g e section 3-5.16 provides service-specific criteria that are not modified by WHSBC 228.3. Please confirm VRF is an acceptable alternative system.
0020 Which version of LEED is required? The scorecard included in the RFP is the older 2009 Version;
however, if it was not previously registered, version 4 would be the most current.
The WHS/FSD/SCD/Environmental, Sustainability, and Energy Branch (ESEB) has registered this project under LEED v2009. Therefore, the project must receive Silver certification under the LEED v2009 for New Construction rating system.
See Answer to Q#11.
0021 The electrical proposed riser diagram (sheet ER-01 in Attachment A-12) for the PSOC indicates relocation of an existing feeder between an existing 1000kva transformer and an existing 600amp, 5kV switchgear. It also indicates for the contractor to maximize the existing fuse for 1000kva transformer.
Please clarify why the existing feeder needs to be relocated and the fuse needs to be modified, since this is existing to remain. In addition, please provide the following: Location of the existing transformer, existing feeder size and type, existing fuse size and type.
Currently, the feed for the existing MOC switchgear is routed through two HVLs serving the Chem Lab building.
The intent of relocating the feed from 1000KVA XFMR to the MOC switchgear was to accommodate the removal of Chem Lab HVLs at a future date. It may have been the Designer’s intent to increase the fuse size to possibly utilize full capacity of the transformer. The 1000KVA XFMR (Green Pad Mounted Transformer) is located adjacent to the 5KV switchgear at the MOC. Based on the available information from the existing drawings, the existing conductor on the secondary side of the 1000KVA transformer is believed to be 3-1/C 15KV 133% EPR 500KCM CU AND 4/0 CU GND- 6"C. The size of the transformer fuse is unknown. If the contractor wishes to obtain this information, XFMR shutdown will be required with minimum of 3 week notice.
0022 The Electrical section of the technical requirements (Attachment A-13, page 7-10) requires the Design- Build Contractor shall maintain the existing meter located adjacent to the “HVL07-HVL-G” distribution board, which monitors the load of the existing MOC 5kV switchgear; however, the next sentence says to verify with PBMO when the re-location shall occur. Please confirm that the meter is to remain in place and no re-location is required.
Relocation of the referenced distribution board is not required; however work shall not disrupt metering capabilities. If temporary disruption is required, Contractor shall ensure no loss of data.
0023 Please provide the location of the existing Energy Management Control System (EMCS) that will connect to the new building. Is the Design-Build Contractor required to provide the raceway and cabling to the existing system?

0045 In order to provide the most accurate and competitive pricing we need that the current due date for questions be extended by a minimum of 3 weeks. Although the owner has provided 35% drawings to use in bid, contractor’s team will need to take ownership of the design. The 4 business days given between drawings release for review and questions due date does not provide sufficient time to review the documents and prepare potential questions for concerns with the data provided. For this we are asking that the duration be extended by a minimum of 3 weeks (August 4th) to allow for an adequate review of the provided data.
See answer Q# 0009.
0046 The current schedule for price submission does not allow for sufficient time to prepare a competitive response to this RFP. Being that subcontractors will need to be engaged and there is a mid-week holiday (July 4th) coming up, we will not be receiving adequate coverage in subcontractor responses and this will result in unfavorable pricing to the owner.
We recommend that the bid be pushed a minimum of 3 weeks (August 4th) to allow for the Holiday lost time and provide a better and more cost effective product in the response.
See answer Q# 0009.
0047 During the site walk contaminated/hazardous material excavation was discussed to a large extent.
It was stated that the bidform included a specific item to address the potential existence of said contaminants and a unit price for disposal. The bidform provided in the RFP does not have an item for disposal, please provide a revised bidform that contains missing unit price or specifically state how contractors are to be compensated in the event such material is encountered (changed condition?).
The RFP will be amended to include a unit price template.
0048 Security requirements were discussed during the site visit, it is clear from the meeting that the A & E firm and Prime require Secret clearance in order to bid on the project. Will any of the subcontractors performing Communication, Electrical, Mechanical, etc. require Secret clearance as well?
Any designers required to access SECRET documents will need to have an active clearance (company needs to be cleared to the level of the information being viewed and the individual requiring access to classified documents must be cleared to the level of the information being viewed.
Ref. SOW Section 2.11.A
0049 Will the government provide a list of names of individuals / companies that went on the walkthrough?
Yes, Amendment will include site walk attendees list.
9 | P a g e
0050 Is there a requirement to meet OSHA CFR29 noise exposure limits in the shooting range, or an RT60 of
1.5 seconds reverb (the recognized standard in the ETL and shooting range industry)”
Currently PFPA follows the OSHA Standards in the Hearing Conservation Program for Range Personnel.
0051 Although the kennel is a separate building, does the gun fire sound level of the shooting range need to be isolated from the kennel structure?
Yes.
Ref. SOW Att A-13, Section 5.2 1st paragraph (2nd to last sentence), Section 5.5 2nd paragraph
0052 RFP Factor 3 Management Approach, Section E.
Organization Chart requires include the names of proposed subcontractors. For which specific trades should subcontractors be named?
For subcontractor trades that are named in the proposal submission, may the offeror name up to three potential subcontractors?

Yes, but order them by the likelihood the Offeror will use them (most likely subcontractor 1st).
0053 RFP Factor 4 Construction Experience of Offeror's Team requires six project descriptions to be provided on required forms that are two pages in length. Altogether, providing the minimum information for this Factor will encompass 12 pages of the 30 pages allowed for the entire proposal.
Will WHS consider allowing the project descriptions to be placed in an Appendix where they will not count against the 30 page maximum limit?
Yes, the Construction & Design Experience Project Data Sheet was not intended to be included in the page count.
The RFP will be amended to include an additional appendix for the data sheets.
0054 If your project has or will have "Section 08 71 00 - Door Hardware” (Grade One Mortis Locks, Grade One Cylindrical locks, Grade One Exit Devices, and Grade One Closers) in the plans and specifications for construction and renovation, SKILCRAFT® is Federally mandated per FAR 8.002 (Priorities for use of mandatory Government sources) and FAR
8.700 (AbilityOne Program JWOD 41 USC 46-48c) with FAR 8.704 (Purchase Priorities).
Bid as specified.
0055 RFP Page 58 of 71, Construction Project Manager, states a minimum requirement of “10 years of experience in design-build construction management” (paragraph a), and also “Five (5) years’ experience (within the last ten (10) years) as an overall project manager on design-build projects similar in size and complexity of the proposed project” (paragraph d). We are not sure how to respond to paragraph a. Please confirm that “10 years of experience in construction management
Revised requirement for referenced Construction Project Manager shall be “a minimum of 10 years of experience in construction management” and “Five (5) years experience as an overall project manager on design-build projects.” is required. Consecutive years experience is not required.
10 | P a g e throughout the individual’s career” will meet the requirements in paragraph a (i.e., the experience must be construction management but not specifically all on design-build projects, and the experience does not need to be consecutive years).
This would appear to make sense because “design-build” projects are not required under Factor 4, Construction Experience.
0056 During the site visit, there was Government Owned furniture within one of the mobile offices to be removed. Will this Government Owner material be removed by the Government prior to commencing demolition?
No, it is the responsibility of the Contractor to remove/demo all of the remaining furniture.
0057 Will permits from Arlington County be required for this project?
Yes, with respect to storm water and environmental permits specifically, the following permits may be required:
A Land Disturbing Activity (LDA) Permit is required since the project will disturb more than 2,500 SF. For more information on obtaining an LDA permit, please review the “Washington Headquarters Services Guidance Document for Land Disturbing Activity Permits,” which is attached. See Technical Requirements 4.2.9
If earth disturbance will exceed 1 acre, a Construction General Permit must be obtained from Arlington County.
Additional County permits may be required and are the sole responsibility of the Contractor.
0058 When the mobile unit utilities (Water/Sewer) are disconnected, will the utilities be required to be removed back to the main utility line or can they be capped outside the building construction line?

CPARS may be submitted in lieu of PPQ’s.
Ref. RFP Section L Factor 5 - Pg 60-61 of 71
0061 Will there be Live Fire Commissioning effort required? If so, who will provide that service and who will perform the “live” fire testing?
Contractor shall provide required Live Fire Commissioning. Contractor shall coordinate Live Fire Commissioning effort and Commissioning shall be witnessed by PFPA Range Supervisory staff along with the manufacturer of the Range System as well as Pentagon building engineers to ensure all Range-related systems are functioning as designed.
0062 During the preproposal conference the government stated a price for both hauling away clean soil material and contaminated soil material is required in the proposal. In order to price a cost for hauling away contaminated material, what parameters should be used for the contaminated materials to include but not be limited to: what type of contamination is in the soil, what are the levels of contamination in the soil, what special requirements will be required for the contaminated material, where will the contaminated material be disposed of, who will determine what is considered contaminated material, what are the determining factors for finding that soil is contaminated, etc.?
RFP will be amended to include a unit price template to capture the cost for hauling away clean material as well as contaminated material.
The design-build contractor must follow the requirements outlined in the “Washington Headquarters Services Guidance Document for Proper Handling of Soil at the Pentagon.”
Ref. SOW Att A-2 Section 1.14, 1.14.8, 10.9
0063 Is the government aware of or suspect any contaminated materials in the berms? Is the government aware of any potential contaminated areas/materials in the North Basin or sewer system facilities? Is the government aware of any potential contaminated areas/materials in the trailers that have to be removed by the successful offeror?
The geo technical reports specify the type of soil found.
Ref. SOW Att A-2 Section 1.2, SOW Att A-13 Section 4.2.3, SOW Att A-7 Section 4.1
0064 Is the Government aware or know of any potential or actual contaminated soil in the North Village Compound?

0071 Please provide pictures (from all sides/vantage points) of the entire work area to include but not be limited to the north basin, trailers, general site pictures showing all areas of work, etc. I believe the government took a number of pictures during the site walk.
Photographs are included in the RFP amendment.
0072 Please provide any and all as-built drawings, plans, specifications, etc. for the trailers to be demolished.
As-Built plans, specs, etc., for the trailers, do not exist to the best of the Government’s knowledge.
Refer to SOW Att A-13, Section 4.2.1.
0073 During the preproposal conference, the government said that the north basin project is “just” a demolition project and not a design build project.
According to the documents provided by the government it is a design-build project with very specific requirements to include a new and/or relocation of various systems for building S at the MOC (SMOC). As such, what are the specific requirements for the north basin option?
The north basin option is considered a Design-Build project. Further design will be required under this option.
The drawings provided are only bridging documents.
Ref. SOW Att A-6 North Basin Drawings Sheet GG-02, CD-01.
0074 During the preproposal conference, the government COR explained that an Offeror might be evaluated lower if the cost estimate is not in the format as shown on sheet 10 of the preproposal conference slides. As such, what are the specific requirements and evaluation factors that the Offeror will be evaluated on for the costs associated for the RFP?
Will an Offeror be evaluated lower if the Offeror’s costs are not submitted in the detail shown on sheet 10 of the preproposal conference slides?
The RFP has been amended to change the format/type of information being requested for the price proposal.
The RFP has been amended to only request a breakdown to the Division Totals level. However, offerors are advised that further breakdown may be requested during the evaluation of price proposals.
For evaluation factors and price proposal instructions refer to RFP Section L.1, L.1.A and L.1.B.
0075 During the preproposal conference, the government COR explained that the government is having problems with current contractors on the evaluation of change orders, specifically cost, for contracts. As such, to alleviate this concern, what are the government requirements for providing information on change orders? What requirements does the government or will the government have in the solicitation for potential change orders on the contract? This is a very important question.
Because at this time, there is no way to know what if any change orders will be required on the
The Government is not anticipating any particular Change Orders at this time.
14 | P a g e contract. What change orders are the government anticipating for this project? As of now, we, as an Offeror, do not anticipate any change orders on the contract.
0076 What other government contractors will be on-site during the PSOC Project?
The awardee will be required to coordinate with other government contractors as specified in SOW Section 2.2.
0077 Will the government provide the coordination between the successful PSOC contractor and other government contractor’s?
Yes. Ref. SOW Section 2.2
0078 What are the limits of construction and the requirements that the government wants the contractor to provide to protect the memorial tree?
Limits of construction are shown in the drawings.
Contractor to provide protection for the tree and root system as required to the tree’s dripline at a minimum.
0079 During the preproposal conference the government COR mentioned that a cost loaded schedule is required for the contract, as this is how the government determines the acceptability of pay requests. Is a cost loaded schedule required to be submitted with the proposal?
Cost-loaded schedule is not required for this proposal, but will be upon contract award.
0080 Will all government personnel working on this contract have, as a minimum, a secret security clearance? If not, will the government provide a list of all government personnel that have a secret security clearance, and working on this contract to the successful Offeror?
Internal Clearances will be at the discretion of the Government.
No.
0081 Section 2.9, paragraph 2.9.1 entitled work hours, states in part, that noise generating activities exceeding 80dB shall be completed during off hours. Typical construction noise is greater than 80dB. For example, hammering nails into timber is approximately 130dB, operating hand power tools generates approximately 94dB. As such, the majority of construction activity on the site will exceed the 80dB limit. Is the government intent to have the majority of work completed during off-hours?
No.
Bid the project based on work scheduled to be performed/completed during Normal Hours as referenced in SOW 2.9.
15 | P a g e
Based on the current requirement, the majority of work will have to be completed during off-hours.
Please define what is exactly required to meet the 80dB requirement.
0082 Is the government’s intent to have the successful offeror to complete a new geotech and geophysical reports and analysis or use the government furnished documents for the project’s design?
Contractor is required to perform an existing conditions report and prepare new geotech and geophysical reports.
Ref. SOW Att A-2 Section 1.2.
0083 Currently the bids are due July 14th. As such, this will be a very difficult date to meet and provide the government the best possible price for the requested work. In the middle of the bid period is July 4th, which falls in the middle of the week. Traditionally, a lot of people are off this week both in the public and private sectors. Also, the RFIs are due to the government on June 29th, just 10 work days or 14 business days prior to the bid due date. In accordance with the RFP, the government requires 14 days to review most submittals. Therefore, we respectfully request the bid due date be extended to at least July 30th, 2017. This will provide more opportunity for providing the government the best price for the requested work.
See answer Q# 0009.
0084 According to Paragraph 5.2, Architectural Siting of the PSO Tech Reqts Pkg, the site arrangement shall be designed to reasonably separate the K-9 Facility from the Firing Range/Armory to maintain the 75 decibel separation as required per the Department of the Army Pamphlet 190-12. The facility is also located in close proximity to Washington Blvd.
Generally a busy road produces a constant 80dB.
Has the government done a study of the noise generated by the adjacent road(s)? Is the contractor required to design and site the facility to maintain a 75dB separation from the adjacent roads? Is the contractor required to complete a sound study of noise produced by the adjacent roads?
No study has been done to date by the government.
A study for adjacent road noises is not required for this RFP, but may be requested upon award of contract.
0085 What edition of Army Pamphlet 190-12 should be used for the design of the K9 facility?
Department of the Army Pamphlet dated, 30 September 1993, shall be used for this project.
