Q1) Has a contractor performed similar work to this for the government in the past?
If available, please provide the incumbent contract number.
A1) Yes. The incumbent contract number is HQ0034-10-F-2032.
Q2) If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
A2) See answer 1.
Q3) Regarding Past Performance: Our interpretation is Government is requesting three (3) past performance contract references from the Offeror and three (3) past performance contract references from the major subcontractor. Is that accurate?
A3) No, see solicitation page 42, Section D, that states the…”Past performance contract references can come from the offeror or the subcontractor” for a total of 3.

Q4) Regarding Key Personnel: Can the government provide clarity on the breakout (i.e., labor category, number for each labor category, etc.) of each key personnel position? Paragraph 1.6.10 mentions Team Lead/Senior Analyst and a Senior Analyst however, Technical Exhibit 3 shows 2 Senior Analysts.

Q5) Regarding Key Personnel: What is the Security Clearance requirement for the Contract/Program Manager?

Q6) Are resumes considered an Attachment to Volume II?
A6) Resumes may be an attachment to Volume II, just ensure they are not embedded in the technical approach/capability as there is a maximum of 10 pages for this volume, not counting resumes.
Q7) Regarding Personnel: Please identify the minimum qualification and security clearance needed for the 8 Junior Analysts and the 4 Administrative Support Specialists.

Q8) Workload/Backlog: Could the Government please provide historic workload factors for PWS elements 5.1, 5.2 and 5.3?
A8)
5.1 Historically, analytical support workload includes review, analysis, and redaction of case records from 100 to 10,000 pages of unclassified and classified documents up to the TS/SCI level, and 40 to 60 FOIA litigation cases, referrals and consultations.
5.2 Historical administrative support workload includes tracking of 10 to 25 litigation cases/referrals/consults per admin support, and tasking responsive documents from 1 to 100 per case to appropriate component/Government agency. As well as conducting coordination and processing of documents associated with each case.
5.3 Historical program management support workload includes managing 7 contactor personnel.
