It could be required depending on the project location.
Will VTC managed services and/or VTC bridging service be a Consideration/requirement?
That is not a requirement.
Please confirm that CLINs 0001 through CLIN 0003AZ (pages 12-50) are for example purposes only and the offeror shall not be required to provide estimating prices for these CLINs in our submittal. If these are for illustrative purposes only, should the offeror include these pages in our submission?
Yes, pricing is not required Will the government release the existing T-ASA labor rates supporting contract
no. HQ002807D0003 to all potential bidders on this request for proposal? The release of these labor rates will ensure that all potential bidders have the most current information available on this opportunity when preparing their offer.
This is irrevelant. Us the most current Wage Determination/s.
Section 2 of Page 84 requires the offeror to provide a “fully loaded” labor rate for each labor category. Section 3 of Page 84 requires a breakdown of G&A, Overhead and profit that would apply to pricing of task orders. Would you please clarify which method the government requires so that the offeror can be fully be compliant with the requirements outlined on Page 84, Sections 2 and 3?
Offeror will need to provide the fully loaded” labor rate, to include the breakdown of G&A, Overhead, and Profit.
In the pre-bid meeting held on 06 March 2012, the government stated that key personnel would not need to be identified in the RFP response. Page 80 Section B of the RFP requests resumes for key personnel, however no key personnel labor categories are identified. Are specific job categories or names of people required with the offeror’s submission?
Use all eight labor categories on Page 86 as key personnel Page 86 lists eight labor categories but does not define the qualifications. Page 87 lists fifteen labor categories with different job category titles. Would the government provide a detailed description of the qualifications required for each labor category to be proposed? Since the RFP requirement is to price labor for the sample configuration per the Page 87 labor category list, should Page 86 labor categories prices be used and what is the correlation between these two lists?
Page 86 is labor categories for key personnel, Page 87 is for an example installation /designed project.
Para (a) states "All offerors shall submit two (2) standalone sets (one original and one copy)of the Price Proposal (Part I) and four (4) standalone sets (one original and three copies) of the Performance Proposal (Part II). All submittals shall be on 8-1/2” x 11” bond paper and neatly secured, either in binders or firmly secured by staple(s) or other removable fastening device. All written material in the proposals shall be bound or otherwise packaged in a single volume of not more than 50 pages, organized in order to facilitate evaluation, and submitted in two copies, and one cd-rom disk. " Questions: Is the 50 page limit for the technical both volumes? If not, please provide a page count for each volume.
Yes, 50 pages is the limit for price proposal and performance proposal not including the resumes. Attachments are excluded from the 50 page limitation (example signing SF 1449). Note, make sure you provide the statement that you are certified in ORCA.
Page 79 Part I (A) references Attachment (2) in three separate places as the Labor Categories Attachment. However, according to Page 95, Attachment 1 is the Contractor Labor Categories.
Should Part I (A) refer to Attachment (1) instead?
Yes What is the purpose of this chart in Attachment 1, page 2? It is not referenced in the proposal instructions and it is unclear how we should complete this table. In addition, the labor categories in this chart do not match the labor categories in Attachment 1, page 1. Please clarify what to do with this chart and these categories.
Page 86 is labor categories for key personnel with fully burden rates. Page 87 is an Example installation /designed project.
Do the resumes of key personnel count against the page limitation?
No, same question/answer above.
We are assuming based on the solicitation that the Service Contract Act will apply to the resulting contract. Is this a correct assumption?
Yes Is it necessary to provide labor rates for OCONUS work?
No, most of the projects will be in the Washington DC area.
Does the incumbent have a Collective Bargaining Agreement (CBA) in place? If no, what are the CBA wage and fringe benefits?
No, that’s not arequirement in this contract.
