For these types of activities, additional information is often required to understand the complexity of the environment that the solution is being introduced within. Page 11 Section 5.2.3 states that the contractor’s financial system shall be DCAA approved. DCAA does not approve financial or accounting systems; DCAA provides an opinion on whether the system is adequate for the accumulation and segregation of costs in accordance with Federal Acquisition Regulations (FAR) and the Cost Accounting Standards (CAS). Since DCAA does not audit all small businesses due to their size, contract mix of flexibly priced contracts, and risk - how will the government’s requirement in Section 5.2.3 be applied across all prospective bidders?

It not required. The government can submit them for reviewed to DCAA.

Page 11 Section 5.2.2 states that the contractor shall successfully have passed a financial and facility audit by DCMA. DCMA relies of the opinion of DCAA as part of the basis for their decision on financial and facility audit reviews. Since DCAA does not audit all small businesses due to their size, contract mix of flexibly priced contracts, and risk - how will the government’s requirement in Section 5.2.2 be applied across all prospective bidders?

It not required. The government can submit them for reviewed to DCAA
