1.2 Security Cooperation encompasses the DoD activities that contribute to partner and regional security, enhance military-to-military cooperation, enable interoperability, and develop lasting relationships between the United States and foreign partners.
1.3 Security Cooperation includes all DoD interactions with foreign establishments, including all DoD-administered security assistance programs, that: build defense and security relationships that promote specific U.S. security interests, including all international armaments cooperation activities and security assistance activities; develop allied and friendly military capabilities for self-defense and multinational operations; and provide U.S. forces with peacetime and contingency access to host nations.

1.6 Participation at these events consists of a custom-designed and constructed exhibit that requires high visibility at the event for Exhibitor Identification and provides a means to fulfill the SC mission to inform audiences attending the events about the DoD, in general. QUESTIONS AND ANSWERS
1. Has a contractor performed similar work to this for the government in the past?
If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
Answer: This is new requirement for DSCA. However, other partner organizations have purchased exhibits, in the past. Most recently, the Air Force purchased exhibits for the trade shows, under Contract FA7014-13-C-1005.
2. Do you want an overall consistent design for all the shows or are you open to seeing different designs for different regions?
Answer: Since each show space is different size/shape, DSCA anticipates that the exhibit structure will be designed differently for each show. DSCA is open to seeing different design options that we can choose from for the different shows, after contract award.
3. Does our final presentation to you need to be mailed or can it be sent electronically (email)?
Answer: Proposal submissions are to be mailed or hand delivered to the address that follows. Proposal delivered through electronic means will not be accepted.
Defense Security Cooperation Agency (DSCA) 201 12th Street South, Ste 116 Arlington, VA 22202
(703) 601-3728 Attn: Woodrow Bell
4. Is there any budget or price per square meter that we need to adhere too? We just want to make sure we deliver a design that fits the allocated budget so we do not over or under design any show.
Answer: DSCA cannot disclose any information regarding the budget for this requirement.
5. It states on page 51 that the contractor shall provide only, an example rendered drawing design for the Paris Air Show. Do you only want to see design renderings for the Paris Air Show only? We are in the process of designing renderings for all the shows inclusive of the RFP. Designs, layouts and features vary greatly from show to show as they are different space sizes and configurations. Therefore, it's essential to view designs for each event especially since pricing for each show will vary because of space size, configuration and region of the world.
Answer: The RFP requires only the design rendering for the Paris Air Show. The delivery of the Paris Air Show rendering is the only one that will meet the requirement of the RFP. However, additional designs are welcome.
6. Are rendered drawings required to be included in the offeror proposal for each show/booth mention in the solicitation? Are line drawings required to be included in the offeror proposal for each show/booth mentioned in the solicitation?
Answer: The RFP requires only the design rendering for the Paris Air Show. The delivery of the Paris Air Show rendering is the only one that will meet the requirement of the RFP. However, additional designs are welcome. The line drawings mentioned at 2.2.1. Exhibit Specifications are requirements of contract performance.
7. If rendered drawings are NOT required for all shows, can you clarify as to which one(s) they are required for?
Specifically in the solicitation, there are two mentions of "example rendered drawing designs" with regard to the offeror proposal.one for Paris Air Show in France (pg. 51) and one for Aero India in India (pg. 54).which of these should be included in proposal?
Answer: Only the design rendering for Paris Air Show is required. The solicitation shall be amended so that the requirement for the submission of a rendering for Aero India on page 54 shall be changed to a requirement for the Paris Air Show rendering (Now page 56.)
8. With regard to booth space and line drawings - while total booth space is given (in sqm) there is nothing to indicate the actual dimensions of the booth space (whether it's square, rectangular, etc.).is a floor plan or booth configuration information available for the shows which require a rendered drawing and/or line drawing?
The exact floor plan for “U.S DOD” exhibits are available from the following show consolidators, please contact:

9. In reviewing the solicitation referenced above, we had a clarification question regarding the Past Performance Questionnaire. On the actual PPQ form, it states the due date to be: NLT Friday, December 19, 2014; while in the solicitation packet, it states that the PPQ should be submitted by the closing date of the solicitation, which we understand to be January 5, 2015.
Answer: The Past Performance Questionnaire is amended to require submission NLT Monday, January 5, 2015.
