1.2 Security Cooperation encompasses the DoD activities that contribute to partner and regional security, enhance military-to-military cooperation, enable interoperability, and develop lasting relationships between the United States and foreign partners.
1.3 Security Cooperation includes all DoD interactions with foreign establishments, including all DoD-administered security assistance programs, that: build defense and security relationships that promote specific U.S. security interests, including all international armaments cooperation activities and security assistance activities; develop allied and friendly military capabilities for self-defense and multinational operations; and provide U.S. forces with peacetime and contingency access to host nations.
1.4 The most well-known security assistance program is Foreign Military Sales (FMS). FMS the primary means by which the U.S. Government sells defense articles, services, and training to partners. It allows partner nations to purchase defense articles and services.
1.5 The objective of the DoD SC exhibit is to promote awareness of the Department’s SC programs, in particular FMS, as well as host Senior Civilian and Military official bi-lateral meetings with invited Distinguished Visitors (DVs) of Foreign National Governments and Militaries regarding FMS. The exhibit must:
- Reflect the Defense articles and services the U.S. offers to its partners, as well as the U.S. foreign policy objectives SC aims to achieve;
- Portray the whole-of-DoD and whole-of-government nature of SC involving the various SC stakeholders including the Office of the Secretary of Defense, the Military Departments, and the Departments of State and Commerce;
- Appeal with high impact, top-level professional quality in design to portray the U.S. Government and its Military.
1.6 Participation at these events consists of a custom-designed and constructed exhibit that requires high visibility at the event for Exhibitor Identification and provides a means to fulfill the SC mission to inform audiences attending the events about the DoD, in general.
