About this file
This is a competitive bid document issued by the City of Meriden Parks & Recreation Department in Connecticut for the complete refurbishment of the Pool Filtration System at Hubbard Park, located at 999 West Main Street, Meriden. The project encompasses a comprehensive replacement of existing filtration infrastructure, including pressure testing of existing lines, removal of the current filter system, and installation of new equipment designed to meet a 680 gallons per minute requirement with a six-hour turnover pool flow design. Specific deliverables include new main drain sumps with 10-inch schedule 40 PVC piping, 8-inch schedule PVC wall inlets and return piping, a new pump and strainer, high-pressure sand horizontal filters, and Bray valves with stainless steel stems. A mandatory pre-bid meeting is scheduled for December 3, 2025, at 10:00 a.m. at the project site. Written questions must be submitted by December 10, 2025, at 4:00 p.m., and final bids are due no later than 11:00 a.m. on December 17, 2025, through the City's eProcurement Portal.
The contract will be awarded as a lump sum with a sample construction contract value of $2,243,250.00, subject to change during the bidding process. Bidders must submit a 10 percent bid bond and maintain 100 percent performance and labor/material payment bonds. Successful bidders are required to carry $1,000,000 in General Liability insurance and $1,000,000 in Umbrella/Excess Liability coverage, with the City of Meriden named as an Additional Insured. Bidders must hold three specific Connecticut state licenses: Swimming Pool Builder, Swimming Pool Plumber, and Home Improvement Contractor, and must demonstrate completion of similar projects within the last five years. The City offers local preference under Meriden City Code Section 3-14, allowing city-based businesses submitting bids within 10 percent of the lowest bid to accept the award at the low bid amount if they respond within one business day of bid opening. Minority business enterprises are encouraged to participate, and bidders must submit a Bidder Contract Compliance Monitoring Report addressing nondiscrimination policies, affirmative action plans, and employment demographics. The project must comply with Connecticut Department of Public Health Code and Regulations as well as NSF and VGB standards.
