About this file

This document is an attachment to an Invitation to Negotiate (ITN) issued by the State of Florida, Department of Management Services (Department) for Third Party Administrative (TPA) Services for Health Maintenance Organization (HMO) coverage. The ITN is seeking pricing proposals for the administration of the state's current Standard and High-Deductible HMO plan options, including claims adjudication, customer service, network access/management, and care management. Respondents must provide fixed core administrative fees for an initial three-year contract term from 2024-2026, with up to three one-year renewal options through 2029. The ITN covers the State of Florida, as well as the jurisdictions of Leon County and the city of Tallahassee.

The pricing attachment requires respondents to indicate whether pharmacy benefits will be carved-in or carved-out to a separate Pharmacy Benefit Manager (PBM), and to exclude any broker or consultant commissions. Respondents must provide detailed fixed administrative fees on a per-member-per-month (PEPM) basis for each plan year of the contract term. The ITN does not mention any set-asides, incumbent providers, or specific funding sources, but indicates the state is self-insured for these HMO medical plan offerings.
