About this file

This document is a set of Questions and Answers (Q&A) related to the Air Cooled Chiller (ACH-4) Replacement Project at the National Geospatial Intelligence Agency (NGA). The key details are:

The project is for the replacement of only ACH-4 chiller, not ACH-5. The submittal register may be revised to remove items not required. The chiller replacement will involve extending the pad for ACH-4 only, not ACH-5. Various technical questions regarding the chiller specifications, performance, and factory testing are addressed. The period of performance may be extended if material/equipment lead times cannot be met. No soil boring reports are available, and the contractor is responsible for locating underground utilities. The contractor is to coordinate with the existing building controls and fire alarm contractors. No pre-test and balance or full factory performance test is required, only AHRI certified output data. The contract drawings and specifications are available through SAM.gov.

# Question Answer

There are numerous items on the submittal register that do not apply to this project. Can this list be revised?

The submittal register was created based on the expected work. If any of the items are not required then the submittal can be submitted as N/A.

Section 01 01 11 Paragraph 1.3 describes 2 chillers to be replaced. The drawings show 2 and the equipment schedule shows 1 chiller is new.

Can you clarify?

ACH-4 shall be the only chiller replaced during this project (ACH-5 will not be worked on unless the contractor damages it).

I see that there is a performance and payment bond but did not see anything for a bid security.

We request a bid bond.

Please confirm the “Max Sound Press”on the chiller schedule. Is it supposed to be 76 dBA and not 67 dBA as scheduled? The scheduled chiller model is 76 dBA.

76 dBA is correct and will replace the 67 dBA shown on the air cooled chiller schedule table on Dwg. Number M101.

Chiller Factory Performance Test – Sectoin 23 64 10 Page 13 / 2.9.1 Chiller Performance Test Do you want a Full 4-point factory performance test report of your actual chiller? Or just the AHRI certified output data for the chiller model scheduled?

The AHRI certified output for the new air-cooled chiller is acceptable as long as it meets all of the contract requirements. A factory performance test of the actual chiller is not required.

This chiller will only unload to 25%, not 10% as specified. Is this acceptable?

25% unloading is acceptable. Reference Specification Section 23 64 10, paragraph 2.9.1, the last sentence calls out 10 percent which shall be 25 percent.

What is the SCCR rating required for this chiller?

5,000 A SCCR or 65,000 A SCCR.

65,000 SCCR. Reference Specification Section 23 64 10, paragraph 2.10 m., which calls out a minimum short circuit withstand rating of combination motor controller of 5000 rms symmetrical amperes shall be 65,000 rms symmetrical amperes.

8 What time of the day would cranes be used?

In the past, the cranes have been scheduled to arrive on site around 0700. NGA will work with the contractor to schedule the cranes.

Solicitation No.: HM157524B0002, Request For Information Questions & Answers Air-Cooled Chiller (ACH-4) Replacement Project (ARN 24-0026)

What is the contact information for Johnson Controls?

Johnson Controls Incorporated (JCI) is used within the building. The contact is Brian Talbot at brian.g.talbot@jci.com.

Mechanical engineering shows replacement on pad 4, but civil engineering shows 4 & 5 – we need to know what work is to be done on pad 5, and also if I could get a copy of those two documents here in house, it would be very helpful!

Only the chiller pad for Chiller 4 (ACH-4) shall be extended per drawing numbers C102 and S101 and the new detail provided with these answers for this construction contract (see #17 below).

The chiller pad extension for Chiller 5 (ACH-5) shall not be completed on this project.

1. During the walkthrough we were told there IS work to be done on Chiller 5. Is this correct?

ACH-4 shall be the only chiller replaced during this project. ACH-5 will not be worked on unless the contractor damages it. The chiller pad extension for Chiller 5 (ACH-5) shall not be completed on this project.

In reference to a previous RFI answered;

Section 01 01 11 Paragraph 1.3 describes 2 chillers to be replaced. The drawings show 2 and the equipment schedule shows 1 chiller is new.

Can you clarify?

ACH-4 shall be the only chiller replaced during this project. ACH-5 will not be worked on unless the contractor damages it. The chiller pad extension for Chiller 5 (ACH-5) shall not be completed on this project.

2. Can we get a picture of the main tag with model #, etc?

Please see photo attachment included in Amendment 1.

3. Is there refrigerant or antifreeze in the lines?

And if so what is it with the percentage dilution?

The tag on the existing unit says R134A

Which lines are being referenced in the question.

There are chilled water lines piped to and from the air-cooled chiller. There are refirgerant lines (R-134A) within the air-cooled chiller.

4. Do the isolation valves work? Can NGA exercise them to see if they are operable? This would be a significant obstacle if they don’t work, after the contract is awarded.

The chilled water isolation valves are assumed to be operational. If an issue occurs then it will be evaluated at that time.

1. The specs refer to chiller 4 & 5 being repaired/replaced. Is this project just for Chiller 4 replacement and will chiller 5 be replaced at a later date?

This construction contract is for the replacement of chiller 4 (ACH-4) only. Chiller 5 (ACH-5) will be replaced at a later date.

2. Drawing C102: Keyed Note 1 indicates a chiller pad extension for Chiller 4 & 5. If project is strictly for Chiller 4, will the Chiller 5 pad extension be included in the Chiller 4 project scope?

Only the chiller pad for Chiller 4 (ACH-4) shall be extended per drawing numbers C102 and S101 and the supplemental drawing showing the new detail provided with these answers for this construction contract. The supplemental drawing replaces the "SECTION 1 - CHILLER PAD EXTENSION" detail on drawing number S101. The chiller pad extension for Chiller 5 (ACH-5) shall not be completed on this project.

3. Drawing C102: Keyed Note 1 indicates that the existing chiller pad and extension is to be 36” thick concrete. Upon field verification, I measured approximately 9 ½” thick. Please advise.

The chiller pad for Chiller 4 (ACH-4) shall be extended per drawing numbers C102 and S101 and the supplemental drawing showing the new detail provided with these answers for this construction contract. The supplemental drawing replaces the "SECTION 1 - CHILLER PAD EXTENSION" detail on drawing number S101.

4. Drawing S101: Details that the Chiller pad extension is to add 4’ in length to existing Chiller pad. This will put the new pad approximately 2-3” away from the clean out access in front of Chiller

5. Is it possible for this clean out to be relocated?

The chiller pad extension for Chiller 5 (ACH-5) shall not be completed on this project. At this time, the clean out will remain where it is.

5. Due to the weather beaten condition of the current chiller isolation valves on Chiller 4 & 5, is there any consideration of replacing them on this project to ensure their functionality and effectiveness?

No. The chilled water isolation valves are assumed to be operational. If an issue occurs then it will be evaluated at that time.

6. Can pressure test ports (pete’s ports) be added to the inlet and discharge of pumps 24 & 25? (This would allow the balancer to verify the pump impeller diameter and overall GPM flow).

If that is the construction contractor’s preferred means and methods to TAB the chiller, it is allowed as long as it is at no additional cost, and the outage requirements are followed.

1. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

No, the three positions stated in the question can be performed by one individual.

23 2. Are there any phasing requirements? No.

3. If the building remains occupied, how many people will be in the building?

Providing the number of personnel in the building is not required for this project.

4. Are there any temporary heating/cooling requirements?

No. The other air-cooled chiller (ACH-5) shall remain operational during the duration of the project.

5. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

The period of performance is based on expected material/equipment lead times and the construction duration. If lead times on the actual materials/equipment make it so the period of performance cannot be met then the construction contractor may request an extension of the period of performance.

6. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions?

No, soil boring reports are not available.

7. Please confirm if any underground piping is required to be replaced?

The contract documents (specifications, drawings, etc.) shall be followed. The drawings have notes that specify: (1) it is the responsibility of the contractor to have all underground utilities located in the field prior to excavation or construction and proceed with caution so as not to disrupt utility services; (2) Any excavation shall be done by hand digging or hydro-excavation to determine utilities.

8. Please provide the contact information for the building controls contractor.

Johnson Controls Incorporated (JCI) is used within the building. The contact is Brian Talbot at brian.g.talbot@jci.com.

9. Please provide the contact information for the building fire alarm company.
