About this file

This file is a Questions and Answers (Q&A) document addressing offeror inquiries regarding a classified federal contract solicitation. The document contains 12 questions with corresponding government responses covering submission procedures, personnel requirements, clearance specifications, and workload expectations.

Key submission requirements include uploading quotes to SAM.GOV by the deadline, with only the PCL document submitted via password-protected email. Offerors must adhere to 10-point Times New Roman font throughout responses, with letters of intent excluded from page count. A completed DD254 is not required for quote submission. Regarding personnel, all contractor staff must possess Top Secret/SCI clearances and favorable SCI adjudication at proposal submission and be fully badged and ready for on-site performance on day one. The contract requires two full-time equivalents (FTE) with backup personnel or a qualified bench to cover vacancies, leave, illness, training, clearance delays, and unexpected personnel loss. The prime contractor must maintain a valid Facility Clearance (FCL) at the highest classification level involved in the contract, even if subcontractors perform classified work, and any prime contractor personnel overseeing or accessing classified deliverables require Personnel Clearance (PCL). G&A applicability to travel expenses depends on individual offeror accounting policies. The government will not disclose historical workload data due to the program's compartmented nature, and surge support services are not anticipated at this time.
