SECTION 5 - EVALUATION FACTORS FOR AWARD
5.0 Evaluation Factors for Award
5.1 Basis of Award
The Government will award a contract resulting from this RFQ to the responsible Offeror’s whose quotes conforms to the RFQ and is determined to be the Best Value for the Government, technical, security and price factors considered.
The Security factor is pass/fail. Any Offeror’s proposal who fails any Security sub-factor will not be eligible for award.
Award of a contract will be made on a competitive basis, using comparative evaluation. The Government will perform a comparative evaluation (comparing offers to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. In making this comparison, the Government is more concerned with obtaining superior technical capabilities than with making award at the lowest overall price to the Government. However, the Government will not make awards at a significantly higher overall price to achieve slightly superior technical value. Offerors are advised that the technical evaluation factor is of greater importance than price. The Government intends to make an award without further communicating with offerors. Offerors are highly encouraged to propose their best technical and pricing in their initial submissions.
The Government reserves the right to communicate with one, some or all offerors submitting a quote at its discretion if it is determined advantageous to the Government. Failure to submit any of the quote volumes by the deadline will render the Offeror’s quote submission un-awardable.
5.1.1 Evaluation Factors and Sub-Factors
5.1.1.1 Factors and Subfactors and Relative Order of Importance The Government will evaluate the Offeror’s proposal against the following Factors and Subfactors, as specified in the below Table 1: Evaluation Factors, Sub-Factors, and Relative Importance.
The Technical Factor 1 is more important than the Price Factor 3 for the purposes of the best value determination as described in below table. All non-price factors, when combined, are more important than price for the purposes of the best value determination as described in below table.

1.1 Technical/Management Approach
Sub-factor 1.1 is more important than Sub-factor 1.3 and less important than Sub-factor 1.2.
1.2 Clinical Psychologist Resumes
Sub-factor 1.2 is more important than Sub-factor 1.1 and 1.3.
1.3 Corporate Experience
Sub-factor 1.3 is less important than Sub-factor 1.1 and 1.2.
Factor 2: Security
2.1 Facility Clearance (FCL) and Foreign Ownership, Control, or Influence (FOCI)

Factor 3: Price
The non-cost/price factors when combined are more important than Factor III Price
5.2 Factor and Sub-Factor Ratings
The Government will evaluate each Offeror’s quote utilizing the Technical, Security and Price Factors. The Government will assign a confidence rating from the table below to the Technical Factor and Sub-Factors. In determining the overall rating of the Technical Factor, the Technical Sub-Factors will be “rolled up” into an overall confidence rating based upon the relative order of importance. The Security will be evaluated on a pass or fail basis. Price will be evaluated but not rated.
Table 2: Technical Factor and Sub-Factor Confidence Ratings
Confidence Rating
Definition
High Confidence
The Government has high confidence that the Offeror’s understands the requirements, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.
Medium Confidence
The Government has some confidence that the Offeror’s understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention
Low Confidence
The Government has low confidence that the Offeror’s understands the requirement, proposes a sound approach, or will be successful in performing the contract even with Government intervention.
5.3 Technical (Factor 1)
The Offeror’s Technical Volume will be evaluated to determine the quality of the quote and the extent that the Offeror understands the Government’s requirements in the BSSS SOW. The evaluation will include examination of the Offeror’s Technical Approach/Management, Clinical Psychologist resumes, and Corporate Experience.
Sub-Factor 1.1: Technical/Management Approach Technical Approach will be evaluated based on the level of confidence the Offeror’s approach successfully demonstrates the ability to perform and manage the tasks identified in the BSSS SOW. (Attachment 1).
The Government will evaluate the offeror’s Management approach to determine the extent to which they demonstrate sound methodologies for obtaining and retaining contract support personnel with Top Secret clearances and SCI eligibility, as well as the ability to maintain a staffing pipeline of qualified personnel in support of the SOW (Attachment 1).
Sub-Factor 1.2: Clinical Psychologist Resumes The Clinical Psychologist resumes will be evaluated on how well the proposed candidates meet the required qualifications within the BSSS SOW (Attachment 1). The resumes that do not meet all of the required qualifications for each position will be considered a deficiency, and therefore ineligible for award. Resume evaluation will also consider the extent to which the proposed individual’s technical background, education, work experience, certification, and how they demonstrate knowledge relevant to the activities described in the BSSS (Attachment 1).
Sub-Factor 1.3: Corporate Experience The Government will evaluate the Offeror’s corporate experience based on their level of confidence that has demonstrated successful performance in similar services such as the size, scope, and complexity of the submitted experience as it relates to the subject requirements.
5.4 Security (Factor 2) (Pass/Fail):
The Government will evaluate information provided in the Offeror’s proposal on a Pass/Fail basis at the time of proposal submission to determine security eligibility and the ability to satisfy the requirements set forth in the DD Form 254, and an assessment of the Offeror’s security plan submitted in its proposal explaining how the Offeror will comply with security policies and regulations. The Offeror’s security information will be verified via NGA, DoD, and/or IC databases and/or through coordination with other DoD and IC agencies, as applicable. The following Sub-Factors will be used to evaluate the Security Factor.
Sub-Factor 2.1: Facility Clearance (FCL) and Foreign Ownership, Control, or Influence (FOCI) The Offeror’s proposal will be evaluated, via a database query, to determine whether the Offeror, at the time of the security volume submission, possesses an active Top Secret FCL (Facility Clearance shown on DD Form 254). The Offeror must: (1) demonstrate that there are no unmitigated FOCI issues or concerns (all “no” answers to SF 328); or, when there are “yes” answers, (2) include official communications from DCSA authorizing their FCL with FOCI; or (3) provide a screen capture of their NISS Facility Profiles tab displaying their current status as having no unmitigated FOCI issues in conjunction with their SF 328 (that displays “yes” answers). 13 C.F.R. 121.103(h)(4) will be applied when the Government evaluates the proposal under this Sub-Factor if the Offeror is a small business joint venture. Thus, if applicable, “Offeror” includes the “joint venture itself or the individual partner(s) to the joint venture that will perform the necessary security work. The below Pass/Fail ratings will be applied to determine if the Security volume passes or fails Sub-Factor 2.1: Facility Clearance (FCL) and Foreign Ownership, Control, or Influence (FOCI).
| Table Rating for FCL and FOCI | |
| Rating | |
Description
Pass
This Sub-Factor is met when: (1) NGA Acquisition Security verifies, via a database query, that the Offeror possesses, at time the security volume is submitted, an active Top Secret FCL and (2) all identified FOCI issues and concerns have been properly mitigated in accordance with the NISPOM (with official DCSA documentation or NISS screenshot submitted).
Fail
This Sub-Factor is not met if: (1) NGA Acquisition Security is unable to verify, via a database query, that the Offeror possesses, at time the security volume is submitted, an active Top Secret FCL and/or (2) all FOCI issues and/or concerns have not been properly mitigated in accordance with the NISPOM (or the Proposal fails to provide the appropriate documentation).
Sub-Factor 2.2: Personnel Security Clearance Level (PCL)/ Sensitive Compartmented Information (SCI) access The Security Volume will be evaluated, via a database query, to determine that each key personnel (as required by the RFP) proposed by the Offeror, demonstrates a favorably adjudicated Top Secret/SCI Access Eligibility that:1) is not more than seven years old; or has been entered into the Continuous Evaluation program with a deferred investigation requirement, and 2) meets the reciprocity requirements of Security Executive Agent Directive 7 (SEAD 7).
The below Pass/Fail ratings will be applied to determine if the Security volume passes or fails Sub-Factor 4.2: Personnel Security Clearance (PCL)/ Sensitive Compartmented Information (SCI) access.

5.5 Price (Factor III)
In accordance with FAR 15.404-1, the Government will evaluate all proposed pricing to ensure it is fair and reasonable, through comparison of all proposed prices. Offeror’s whose price is determined to be unreasonable will not be considered for award. The Offeror’s proposals will be reviewed for consistency to ensure all performance and scope included in other sections of the proposal are captured in the price volume.
The Government will utilize the Total Evaluated Price (TEP, which will be calculated as the sum of the total price for the Base Period and all Option Years, as well as a 6-month “Option to Extend Services” in its price analysis and best value determination Evaluation of options shall not obligate the Government to exercise such options or CLINs. The six-month extension of services is IAW FAR 52.217-8 and will only be utilized if necessary. The six-month extension of services is not to be considered part of any option period and will be a separate option exercised if it is utilized. Offerors are not required to submit pricing for a six-month extension of services for FAR 52.217-8. For evaluation purposes, the Government will divide the Offeror’s total Option Year 4 price in half, which will represent this six-month extension of services, and add this to the Offeror’s Total Price to arrive at the TEP. The TEP will be evaluated for reasonableness.
