About this file
This file is a Questions and Answers (Q&A) document addressing offeror inquiries regarding an RFQ for classified services. The document does not address specific products or services, response dates, award dates, pricing terms, or contract vehicles, as it serves solely to clarify solicitation requirements and procedures.
Key procedural clarifications include: quotes must be submitted via email to the Contracting Officer (Jennifer.F.Jensen@nga.mil) and Contract Specialist (Tina.C.LittlePilger@nga.mil), with the Price Compliance List (PCL) submitted separately via password-protected email; a completed DD254 is not required; letters of intent are excluded from page count; and font size must be no smaller than 10-point Times New Roman throughout responses. Regarding staffing requirements, the Government confirmed that backup personnel or a qualified bench is required to cover the 2 FTE requirement for vacancies, leave, illness, training, clearance delays, or unexpected personnel loss, and that surge support services are not anticipated. Critical security clearance requirements mandate that all contractor personnel must possess required Top Secret/SCI clearances and favorable adjudication at proposal submission, be fully badged, and be ready to perform on-site on day one of contract performance. The prime contractor must maintain a valid Facility Clearance (FCL) at the highest classification level involved, regardless of whether subcontractors perform classified activities. The Government declined to provide historical workload data due to the compartmented nature of the program, and indicated that G&A treatment of travel expenses is dependent upon review of each offeror's accounting policies and procedures.
