About this file

This is an Amendment to Solicitation/Modification of Contract for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract opportunity issued by the Virginia Contracting Activity (ATTN CFO-HQ) on behalf of the Missile & Space Intelligence Center at Redstone Arsenal, Alabama. The amendment, effective April 21, 2026, updates Section L (Instructions, Conditions, and Notices to Offerors) and Section M (Evaluation Factors for Award). The solicitation uses a streamlined IDIQ award process to multiple qualifying offerors determined to be responsible sources that submit technically acceptable proposals conforming to solicitation requirements, with fair and reasonable pricing. Price is not an evaluation factor; instead, awards are based on evaluation criteria including Security (Pass/Fail), Technical/Management Capability (Acceptable/Unacceptable), Past Performance (Satisfactory Confidence or higher), and Small Business Participation Commitment (Acceptable/Unacceptable).

The proposal due date has been extended to 12:00 HRS CST on April 29, 2026, with RFP questions due 10 calendar days after RFP release. Proposals must be organized into four volumes: Administrative Volume (including OCI statements, key personnel resumes, executive and narrative summaries, fair and reasonable pricing, and abstract); Volume I—Security (security certification questionnaire and SCIF capability information); Volume II—Technical/Management Capability (30-page limit); Volume III—Past Performance (maximum five examples with summary table); and Volume IV—Small Business Participation Commitment (5-page limit). The government will evaluate proposals independently for Other Than Small Businesses and Small Businesses against stated criteria. All proposals must demonstrate adequate SCIF facilities with current Facility Security Clearance, provide CAGE codes and physical addresses, establish organizational conflict of interest management approaches, maintain satisfactory financial resources and performance records, and meet small business subcontracting goals of 30 percent total contract value with minimum quantitative requirements for socioeconomic categories including Small Disadvantage Business (5%), Woman-Owned Small Business (5%), Service-Disabled Veteran-Owned Small Business (5%), and Historically Underutilized Business Zone (3%).
