About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Virginia Contracting Activity on March 19, 2026, with an effective date of March 19, 2026. The modification amends solicitation HHM40225R0025 to submit Q&A responses, revise Section L, Section M, and incorporate DFARS clauses 252.204-7021, 252.204-7025, and Section J Abstract as an attachment. The contract is administered by the Missile & Space Intelligence Center at Redstone Arsenal, Alabama. The modification reflects changes to cybersecurity maturity model certification level requirements and evaluation factors for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract award.
The solicitation is an IDIQ contract acquisition for the Missile and Space Intelligence Center (MSIC) involving scientific and technical intelligence (S&TI) capabilities, foreign materiel exploitation (FME), and information technology (IT) operations. The solicitation employs a three-step evaluation process: Step 1 assesses acceptability based on security compliance, technical/management capability, past performance, and small business participation commitment; Step 2 evaluates fair and reasonable pricing likelihood; and Step 3 determines contractor responsibility. Key requirements include Top Secret facility clearance, SCIF accreditation with specific workstation counts, demonstrated expertise in intelligence analysis, foreign weapon system characterization, high-performance computing infrastructure, and IT operations support. The Government intends to award contracts to multiple qualifying offerors without discussions. Small business participation is mandatory at 30% of total contract value, with minimum quantitative requirements (MQR) of 5% each for Small Disadvantage Business, Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business, and 3% for Historically Underutilized Business Zones. Proposals are due by April 3, 2026, at 1700 hours Central Standard Time, with RFP questions due by March 24, 2026. The Government support contractors PRIMCORP, LLC and KWAAN TECH, LLC may be involved in proposal review.
