About this file

This file is a Questions and Answers (Q&A) document containing 134 numbered questions and government responses addressing clarifications on the COMET RFP solicitation requirements, evaluation criteria, proposal formatting, and submission procedures. The Q&A covers critical areas including facility clearance requirements for Joint Ventures, proposal volume organization and page limits, past performance submission procedures, small business participation commitments, workstation location requirements, security documentation, and administrative submission details. Key clarifications include: Joint Ventures must either hold a valid Top Secret Facility Clearance or be documented as a Covered JV by DCSA; the 50% workstation requirement within 180 miles of Redstone Arsenal applies at the IDIQ level and is not negotiable to the task order level; past performance examples should include completed Page 1 of the Past Performance Questionnaire (PPQ) in Volume III without separate email submission; OCI statements must be provided individually by each team member with page limits removed; pricing is not an evaluation factor at the IDIQ level; and Executive and Narrative Summaries combined are limited to two pages with allowance for adequate space.

The document addresses numerous administrative and technical requirements including proposal formatting standards (8.5x11-inch pages, 12-point Times New Roman font), classification and marking requirements for sensitive information, submission methods via email or DoD SAFE for unclassified materials, and the coordination email requirement three business days before the proposal deadline. The government clarified that scrollable content within fillable PDF forms will not be evaluated, Section L instructions take precedence over Section M where discrepancies exist, and compliance matrices are optional. Additional clarifications address financial capability documentation, integrity and ethics certifications, security approach narratives (1-page limit), SCIF supporting documentation requirements, small business subcontracting plan calculations based on the IDIQ ceiling value, and the timing for co-use/joint-use agreement execution (within 60 days of award for existing SCIFs accredited by other agencies). The file demonstrates extensive back-and-forth between potential offerors and the contracting office to ensure proposal compliance and reduce ambiguity in a complex multiple-award IDIQ solicitation.

1Section LL-15, pg. 168DD254: M 6.5 The RFP states, "The offeror shall provide their cage code identifing the prime offeror has a valid Top Secrect Facility Clearance IAW the DD254." L.4.2.2.1 states "The security summary (I Page limit, Table L-2) should include information supporting the TS facility and personnel clearances as described in the DD254 and the Statement of Work (SOW)."
Q) Question: Will the Government please provide the draft DD254?Updated Solicitation with DD254
2Section MM.6.4, pg. 328FCL: M.6.4 states "If the Offeror is a Joint Venture (JV), the JV itself must hold the facility clearance. An Offeror that is a JV may not satisfy the facility clearance requirement by relying on facility clearances held by members of the JV. The Offeror must demonstrate that the Offeror's team has at least one SCIF meeting the requirements of SOW Section 5.2.1.1 (for OTSB) or SOW Section 5.2.1.2 (for Small Business)."

Q) Question: Under 13 C.F.R. § 121.103(h) and DTM 24-004, SBA-approved JVs are not required to hold an independent FCL at the time of submission if their members performing classified work hold the requisite FCLs. Will the Government please accept a member FCL of a SBA-approved covered JV?

Section M 6.4 Revised:

6.4. The Prime Offeror must possess a valid Top Secret Facility Clearance (FCL) at the time of proposal submission. If the Prime Offeror is a Joint Venture (JV), the JV must meet the FCL requirement at the time of proposal submission by either:

(a) holding a valid TS FCL in DCSA’s system of record; or

(b) being documented by DCSA as a Covered JV in accordance with applicable DoD/DCSA policy, and providing Government verifiable evidence of that Covered JV status.

A JV that is not a Covered JV and does not hold a TS FCL in DCSA’s system of record will be rated Fail under Factor I.

The Offeror must also demonstrate that the Offeror’s JV has at least one SCIF meeting the requirements of SOW 5.2.1.1 (OTSB) or SOW 5.2.1.2 (Small Business).

3Section LSection L.9, Page 288Section L.9 Proposal Adequacy Checklist
As price or cost data is neither required nor evaluated under this solicitation, offerors are unable to complete the Proposal Adequacy Checklist. We kindly request confirmation that submission of the Proposal Adequacy Checklist is not required. Alternatively, if it is determined to be not required, we request its removal from the solicitation.Cost or pricing data are not required for the basic IDIQ solicitation/award. DFARS 252.215-7009 (Proposal Adequacy Checklist) is applicable only when certified cost or pricing data are required. Accordingly, offerors are not required to complete or submit the Proposal Adequacy Checklist with their IDIQ proposal, this DFARS 252.215-7009 clause applies only at the task order level when cost or pricing data is required for individual task order proposals, consistent with the ordering procedures that will be established in the IDIQ contract

Notwithstanding the above, the clause is included in the IDIQ to address any future task orders issued under the contract that may require certified cost or pricing data. If certified cost or pricing data are required for a particular task order, the Government may then require submission of an adequate proposal, to include the Proposal Adequacy Checklist, consistent with DFARS 252.215-7009 and the task order instructions.

4Section LSection L.16 (b), page 289Section L.16(b) states: "The Offeror must specify fixed hourly rates in its offer that include wages, overhead, general administrative expenses, and profit." However, this requirement appears to conflict with Section L-4.1.1.5 (Fair and Reasonable Pricing, pg. 184), which references Section M, Step 2, sub-paragraph 3.1, and does not require the submission of fixed hourly rates. Additionally, Section L.15(b) contradicts Section M, Part 1.4, which states: "In accordance with FAR 15.304(c)(1)(ii), price will not be an evaluation factor for this solicitation."
To resolve this inconsistency, we respectfully request confirmation that offerors should disregard the directions in Section L.15(b). If so, we further request the removal of this requirement from the solicitation to ensure alignment with the stated evaluation criteria. For the basic IDIQ solicitation/award, price (including fixed hourly rates) is not an evaluation factor, and offerors are not required to submit fixed hourly rates with their IDIQ proposals. Accordingly, offerors should disregard the instructions in Sections L.15(b) and L.16(b) to the extent they require submission of fixed hourly rates for purposes of the IDIQ award.

Notwithstanding the above, the hourly rate language remains in the IDIQ solicitation to support future task order competitions/performance under the IDIQ. The Government may require submission of fixed hourly rates (or other pricing information) at the task order level, and price may be evaluated for individual task orders in accordance with the applicable task order solicitation and evaluation criteria. No amendment to remove the language is anticipated at this time.

5Section L3.8Section L requires a sanitized copy of Volume II. Can the Government provide guidance on the proper sanitization method and the acceptable format for redaction?See Section L paragraph 3.8
6GeneralN/ADoes the Government intend to use artificial intellegnice (AI) to evaluate Offerors' proposals?Government may use automated tools including AI-enabled capabilities for evaluation support
7Section L5.2Section L.5.2 states "a copy of the Abstract attachment (Section J) must accompany your coordination email." Does the Government intend to provide the Abstract attachment in Section J?Abstract was provided
8Section L4.2.2.4For SCIFs accredited by another agency, can offerors submit sponsorship letters now and co-use/joint use agreements after award?Offerors should refer to the COMET SOW, Section 5.2 (Security), paragraph 5.2.2.1 (“Existing SCIF” documentation). That paragraph addresses SCIFs accredited by another agency, including submission of a co-use/joint-use sponsorship letter or memorandum and execution of the formal co-use/joint-use agreement after award (within the timeframe stated).
9PWS5.2.6.1How will the primary duty location be defined for the 50-mile travel rule?Redstone Arsenal, Alabama
10GeneralN/ASection L indicates questions are due 10 calendar days after RFP release. If the RFP is amended, will the question period be reopened?Contractor will have 2 days after receipt of the Q&A for follow up questions, new questions will not be accepted
11Section M8.11.2Section M requires PPQs sent directly to the CO. Can the Government confirm whether late PPQs may still be considered if received after the deadline? The CO may consider the PPQ submission, but there is no guarantee for late submissions, as “may be considered” applies to PPQs returned by references rather than to the Offeror-submitted Page 1.
12GeneralN/AWill the Government please provide a copy of the DD254?Updated Solicitation with DD254
13Section L4.1.1.1.5.Does the Government have a preferred format for Key Personnel Resumes? Or, does the Government intend to provide a Key Personnel Resume template? The Government will not be providing a Key Personnel resume template or preferred format. It is the Vendor’s responsibility to follow the applicable instructions in Section L and ensure resumes meet the requirements defined in the SOW and Section M.
14GeneralAttachment 1Fillable boxes in Attachment 1 are currently able to accommodate much more text than what would show if printing the attachment. Please confirm Offerors are allowed to use the fillable space that is available by using the included scroll bar. This will allow Offerors to thoroughly respond to potentially multi-faceted requirements such as section H, “For each of the applicable subfactors under the Technical Capability factor in Section M, illustrate how your experience on this program applies to that subfactor”, rather than limiting our response to what would show in a printed copy which would only be 6 typed lines.Scrolling content will not be evaluated and that the only authorized expansion is the Page 5 Cell H continuation.
15GeneralAttachment 1If the government intends for Offerors to only use the space in the fillable boxes in Attachment 1 that can be viewed when printed, can Offerors respond only with SOW section numbers to section H, as a complete answer would require much more space than the 6 lines available? It is the Offeror’s responsibility to prioritize and present the information necessary to demonstrate compliance within the space provided in Attachment 1, in accordance with the instructions in Section L. References to SOW section numbers may be used where appropriate; however, Offerors remain responsible for providing sufficient detail to allow the Government to evaluate the response in accordance with Section M.
16Sec L & ML.2; M.1The overall solicitation document is marked UNCLASSIFIED in the headers and footers. However, L.2 Section L and M.1 Section M is additionally marked UNCLASSIFIED//FOR OFFICIAL USE ONLY and there are no paragraph portion markings for anywhere in Sec L. This makes portion marking our proposal response difficult.

Can you confirm that there are no specific portions of L or M that are FOUO and that Offeror's response does not need to be portion marked overall FOUO due to these headings? The Solicitation is UNCLASSIFIED It is the Offerors responsibility to mark as directed in Section L.1.1.2, L.17, and L.3.9

17Section L3.17.2Section L.3.17.2 states that Portion marking is required for all materials. Please confirm that if a document is Unclassified, portion marking is not required?Portion marking is required for all materials in accordance with Section L.3.17.2.
18Attachment 1 & 2Attachment 1 & 2The fillable .pdf has a default font style and size that is not Times New Roman 12. However, Section L. 3.4.2 requires that all documents should be prepared in single spacing. Textual content must use a font size of no less than 12 points in Times New Roman."
Should Offeror's provide Attachment 1 & 2 with the default font style and size or change to no less than TNR 12?Offerors may submit Attachments 1 and 2 using the default font style and size embedded in the Government-provided fillable PDF forms. The Government accepts the standard Adobe default font for these attachments. The Times New Roman 12-point requirement in Section L.3.4.2 applies to offeror-generated narrative/text documents, not to the Government-provided fillable attachments.
19Attachment 1 and 2;
Section LAttachment 1 and 2; L.3.3.1. Page LimitationsThe Attchment 1 is a fillable .pdf with cells to enter data. The cells are not locked to limit the amount of data that is provided. However, there are specific page limits assigned by L.3.3.1 and other references.
Are we limited to provide text in only the visible portion of each fillable cell when the Attachment is open (printed view), or can additional content be added that will require the reviewers to scroll through the content? Are the fillable .pdf's page limited?Offerors shall comply with the page limitations identified in Section L.3.3.1 (and any other applicable references). For Attachment 1, scrolling content will not be evaluated.
20Attachment 2Description of ServicesThe fillable .pdf allows for two visible lines of text for this section.
Are Offeror's limited to adding text that is visible when the document is open or that will require the reviewer to scroll down to read? If Offeror's are limited to text that can be seen in the cell when opened, can you please expand the cell size for offeror's to provide an adequate response.Scrolling content will not be evaluated.
21Section LTable L-1 NOTE: Documents that do not count against the Proposal Page Count and L.3.1.3.1 IndexingFor Volume 0, Vol II, V ol III, and Vol IV, there is a requirement to submit a Table of Contents (master and volume-specific) in each volume." We consider a Master Table of Content as a consolidated Table of Contents of all volumes in one, often submitted in a Contracts Volume. However, L.3.1.3.1 states, "Each volume must contain a detailed table of contents, delineating section titles, paragraphs, and subparagraphs."
Can you please confirm the requirement for Table of Contents in each volume? We would recommend a Master Table of Contents be provided in Volume 0. Administrative and Volume-Specific Table of Contents in each volumeEach volume must include its own detailed, volume-specific Table of Contents in accordance with Section L.3.13.1 (“Each volume must contain a detailed table of contents…”). In addition, the solicitation requires a master Table of Contents for the entire proposal to be included in Volume 0 per Section L.4.1.1.8.1 (“Include a master table of contents of the entire proposal.”).
22Section L3.7.3RFP states, "3.7.3.Within your electronic submission, the page limits specified in each volume still apply as if the document were to be printed on standard 8.5 x 11-inch paper."
Are Offeror's allowed to use 11x17 fold out and do those count as 2 pages? No. Per Section L.3.4.1
23Section L3.8.13.8.1.Offerors must also prepare aII sanitized" or redacted version (Volumes II as directed in Table L-1) of their proposal. This redacted "Copy" must remove all information identifying the Offeror, including company names, logos, and other identifying marks, including document properties and metadata.

As Offeror's are redacting identifying information, is it acceptable to leave content such as, "As prime contractor in DIA XX program, we accomplished...." or should references to prime contract names be redacted? While DIA specific programs may need to be redacted, other customer/client programs are not as easily identifiable. Per Section L.3.8.1, the sanitized/redacted copy of Volume II must “remove all information identifying the Offeror, including company names, logos, and other identifying marks, including document properties and metadata.” Accordingly, Offerors shall redact any information that would identify the Offeror.

General, non-identifying statements such as “As the prime contractor, we accomplished…” are acceptable provided they do not identify the Offeror. However, references that could reasonably identify the Offeror—such as specific program names, contract names/numbers, or uniquely identifying customer/program descriptors (including DIA program identifiers)—should be redacted or generalized in the sanitized copy.

24 Section L 4.4.5.2 RFP states, "The Offeror will send the completed page 1 of the PPQ to the Contracting Officer at Noryem.Maldonado@dodiis.mil and the Contract Specialist at Willimenia.robinson@dodiis.mil."

Please confirm if the completed Page 1 of the PPQ's are to be included in the proposal submission or are offeror's required to send via separate email to the CO?Section L 4.4.5.2 was revised:
4.4.5.2.For each contract reference, the Offeror may provide up to three (3) points of contact (POC) and send Attachment 2, the Past Performance Questionnaire (PPQ), to that Government entity for them to fill out and return to the Contracting Officer at Noryem.Maldonado@dodiis.mil and the Contract Specialist at Willimenia.robinson@dodiis.mil. References shall explicitly state the complete contract number. The Offeror shall include the completed Page 1 of the PPQ (Attachment 2) in Volume III (Past Performance) for each example. Do not email PPQ Page 1 separately to the Contracting Officer or Contract Specialist. Offerors will not see the completed PPQ; it will be sent directly to the Contracting Officer by your POC. PPQ Page 1 included in Volume III is the Offeror-completed page; the reference (POC) will send the full and completed Attachment 2 directly by the reference to the CO.
25Section L5.2RFP states, "Delivery Coordination: Offerors must coordinate delivery of proposals by the date and time listed in Section 2. Coordinate by sending an email to noryem.maldonado@dodiis.mil and Willimenia.robinson@dodiis.mil. The email subject line shall state, "Coordination of Proposal Delivery for COMET by <Prime Offeror>". A copy of the Abstract attachment (in Section J) must accompany your coordination email."

Please confirm if this delivery confirmation is required for electronic submission? Is this to request a DOD SAFE Link? Can you please provide any additional instructions for DOD SAFE link requests? RFP states, "Delivery Coordination: Offerors must coordinate delivery of proposals by the date and time listed in Section 2.

No additional DoD SAFE request procedures are specified in Section L beyond the coordination requirement in Section L.5.2; therefore, Offerors should use the Section L.5.2 coordination email to request/confirm DoD SAFE delivery 26 Section L L.1.1.1.2 How would the Government like Offerors to submit Unclassified // CUI proposal submissions?

Will the government provide a DoD SAFE Link for Unclassified//CUI proposal submission?

Per Section L, Offerors shall submit UNCLASSIFIED//FOUO (CUI) proposal volumes electronically via Email or DoD SAFE as identified in Table L-1 (see “Submission and Classification” column) and in accordance with Section L.3.18 (Electronic Offers). Offerors must also comply with the delivery coordination requirement in Section L.5.2 (email the CO/CS with the required subject line and include the Abstract). Delivery coordination may be required for DOD SAFE.
27Section LL.1.4.1Please provide the Government's desired proposal validity period.Offerors shall complete SF 33, Block 12 by stating the date through which the proposal is valid, in accordance with Section L.1.4.1. The Government is not prescribing a desired proposal validity period; Offerors may propose a validity period/date that meets their business needs.
28Attachment 1, Section L &
Section MAtch 1 - Section H,

L.4.3.1.3, M.8.2 & M.7.2.1-7.2.5 Instructions to complete Cell H of Attachment 1 states, "For each of the applicable subfactors under the Technical Capability factor in Section M, illustrate how your experience on the program applies to that subfactor." However, Sec L.4.3.1.3 changes subfactors to evaluation elements. Also, Sec M.8.2 states, "Offerors shall address all elements identified in Sec M, Factor II - Past Performance, following the format in Attachment 1."

Can you confirm that offerors are to illustrate experience against the evaluation elements, which are:

M.7.2.1. F&TI (SOW 1.1.1)

M.7.2.2. FME (SOW 1.1.2)

M.7.2.3. IT Ops (SOW 1.1.3)

M.7.2.4 M&S (SOW 1.1.4)

M.7.2.5 OCIAttachment 1 Cell H was provided a one page Addendum:
4.4.1.1.Past performance will be evaluated in accordance with FAR 15.305(a)(2). Offerors shall submit a past performance volume addressing all elements identified in Section M, Factor III – Past Performance, following the format in Attachment 1. Attachment 1 Cell H, has an extra 1 page per example for extra space for completion. Attachment 1 will consist of 5 pages (Attachment 1 plus one page addendum for Cell H) per example.
29Attachment 1 & Section LAtch 1 - Section H &
L.4.3.1.4Instructions to complete Cell H of Attachment 1 states, "For each of the applicable subfactors under the Technical Capability factor in Section M, illustrate how your experience on the program applies to that subfactor." However, Sec L.4.3.1.3 changes subfactors to evaluation elements. If the evaluation elements are M.7.2.1 through M.7.2.5. The amount of space provided in the cell for response is only 6 lines (printed view), which is inadequate to respond to the evaluation elements.

Please confirm that offerors can add content that will require the government to scroll through and read? Is there a limit to the amount of text that can be added to Cell H to respond to all evaluation elements? Offerors shall complete Attachment 1 in accordance with the solicitation instructions and comply with the applicable page limitations in Section L.3.3.1 (and any other referenced limits). For Cell H, 1 page has been added for extra space.

If content is not visible to the Government in the printed/PDF view (i.e., requires scrolling to see), it will not be evaluated. Accordingly, Offerors should limit text to what can be displayed in the visible area and ensure all information intended for evaluation is viewable without scrolling.

30 Section L 4.1.1.2.1 and 4.1.1.2.4 If the Offeror and its subcontractors do not have an OCI concern, please confirm that the Offeror is only to provide 1 statement for the Prime and Subcontractors and not separate OCI Statements for each subcontractor. No. Per Section L.4.1.1.2.1, the prime Offeror must provide OCI Statements for all joint venture partners, teaming partners, and subcontractors at any tier, even when no OCI is identified.

Accordingly, if no OCI concerns exist, the Offeror shall submit separate OCI statements/certifications for the prime and for each subcontractor (and other team members, as applicable) affirming that the entity reviewed the SOW/RFP and identified no OCI.

31Section L4.1.1.2.1If each subcontractor is to provide a separate OCI statement, can the page limit be revised from 1 page to unlimited?Page limit revised
32Section L4.1.1.2.2.3Are the Offeror and Subcontractors only to provide Contact Information if there is an OCI?No. Section L.4.1.1.2.2.3 states that contact information is required “for any team member (if applicable),” and Section L.4.1.1.2.4 further states that “Contact Information per 4.1.1.2.2.3 is required for all subcontractors.” Therefore, subcontractor contact information is required regardless of whether an OCI is identified.
33Section LL.4.2.2.4L.4.2.2.4 The Offeror shall include their proposal approach for maintaining compliance with and staying abreast of changes in DoD and IC security policies, procedures and directives as described in the PWS. (This Sec L reference is from the Draft RFP and was deleted in the Final)

M.6.6 Each offer will be evaluated to determine that they provide a sound approach to maintaining compliance with and staying abreast of changes in DoD and I security policies, procedures and directives as described in the PWS. (This Sec M reference was in the Draft and remains in the Final)

Please confirm if Sec M.6.6 is still an evaluation factor and where would offerors be required to submit the data? If required, can you provide page count allocation.

Section L revised:

L.4.2.2.4. Security Approach Narrative (1 Page Limit) will provide a sound approach to maintaining compliance with and staying abreast of changes in DoD and IC security policies, procedures and directives as described in the SOW.

34 Section M 4.2.1 Will the Government confirm that an Offeror's most recent DCMA Financial Capability Review determination adequatley addresses the requirement in Section M 4.2.1. The Government cannot confirm that an Offeror’s most recent DCMA Financial Capability Review determination will, by itself, adequately address the requirement in Section M 4.2.1 in all cases.

A DCMA Financial Capability Review may be submitted as supporting evidence, but offerors should still provide the specific evidence/information required by M 4.2.1 (e.g., latest financial statements and/or other documentation demonstrating the 75‑day capability), because the Contracting Officer must make an affirmative responsibility determination based on the solicitation’s stated criteria.

35Section L4.1.1.1.1Please clarify if each amendment needs to be signed and included in the proposal, or if all amendments can be acknowledged in section 14 of the SF33.Per Section L (Volume 0 – Administrative Volume), offerors must submit “a signed SF-33, [and] any amendments to the solicitation.”
36Section L4.1.1.1.2 and Table on Pg 325Paragragh 4.1.1.1.2 references direct labor rate estimates and the table on page 325 references pricing sheets. Please clarify what the Government is asking for when requesting the basis of direct labor estimates and pricing sheet when there is no direct labor pricing required in support of the proposal. At the IDIQ award level, the Government is not requesting proposed direct labor rates/pricing for evaluation, but it is requesting enough information in Volume 0 (Administrative Volume) to support Section M, Step 2 (Likelihood to Offer Fair and Reasonable Pricing).
37Section L4.1.1.1.6If key personnel are current employees, please clarify how we should respond to this requirement in lieu of commitment letters.Per Section L, Volume 0 requires commitment letters for the key personnel identified. If the key personnel are current employees, you may satisfy this requirement by providing a letter (or signed statement) from an authorized company official confirming, at a minimum:

the individual is a current employee in good standing;

the individual is committed/available to serve in the proposed Key Personnel role (e.g., Program Manager) upon award; and the company’s intent to retain and assign the individual to this effort for contract start/transition, subject to award.

38Section L1.1.1.2Please provide instructions for submitting CUI/Unclass proposals (e.g. DoD SAFE, encrypted email, other)Email or DoD SAFE are authorized for submissions up to UNCLASSIFIED//FOUO (see Table L‑1 “Submission and Classification”).
39PWS5.2.2.1.4If a Prime offeror has formally requested the required the co-use/joint-use sponsorship letter or MOA from the appropriate Government accrediting agency but the agency has not yet signed it prior to proposal submission, what is the impact to the offeror's proposal evaluation? If the offeror cannot provide the executed co-use/joint-use sponsorship letter/MOA (or other documentation that satisfies the SOW requirement) with the proposal, the Government may determine the Security Factor documentation is incomplete and the proposal may be rated Fail under Factor I (Security), making the offeror ineligible for award.
40PWS5.2.2.1.4As a potential alternative that still ensures verification of SCIF availability, would the Government consider requiring the co-use/joint-use sponsorship letter or MOA to be submitted prior to award rather than at proposal submission, since the timing of such documentation is dependent on Government accrediting agencies and outside the control of the offeror?Based on the Final RFP, the Government has already established the timing as proposal submission, not “prior to award."
41Section L4.1.1.1.7In section L, 4.1.1.1.7, the government has requested that the Executive Summary (Sec L 4.1.1.3) and the Narrative Summary (Sec L 4.1.1.4) shall be a combined 1 page in length. The amount of information the government has requested in those two sections is nearly impossible to fit both on just 1 page. For example, L 4.1.1.3 requires the Offeror to provide specific, detailed, and complete information that demonstrates the Offeror possesses the depth and breadth of expertise to meet the complex requirements of the contract. This duplicates the requirements set forth in Volume II, Technical/Management Capability. Will the government please change the stated page limitation under Section L 4.1.1.1.7 and allow 1 page for the Executive Summary and 1 page for the Narrative Summary?Executive Summary and Narrative page limit increased.
42Section M1.7Will the government consider changing "Unacceptable" to "Unawardable" in the first sentence? Such a revision will allow the government to consider re-evalating against all evaluation criteria.Rating of "Unacceptable will remain, no change is required.
43Section M2.1.2.4Paragraph M.2.1.2.4 indicates that Factor IV requires a rating of Pass to be eligible for award. Section M.9 indicates that the ratings for Factor IV are Acceptable/Unacceptable. Can the Government please clarify or correct the rating method for Factor IV?Section M.2.1.3.4 is corrected to align with Section M.9 / Table M-8. Factor IV (Small Business Participation Commitment) will be evaluated using an Acceptable/Unacceptable rating method, and to be eligible for award an Offeror must receive a rating of Acceptable for Factor IV.
44Section M2.1.3.3Will the government revise the acceptable evaluation criteria from "Satisfactory Confidence" to "Satisfactory Confidence or better"?No, rating will remain
45Section M6.6The November draft RFP included paragraph 4.2.2.4 requiring an approach for maintaining compliance with DoD and IC security policies. The final RFP does not include that requirement in Section L. However, Section M of the final RFP includes paragraph 6.6 indicating that Offerors will be evaluated on their approach to maintaining compliance. Can the Government please clarify if Offerors need to include this information and if so, where we are to place it within the Volume?Section L revised:

L.4.2.2.4. Security Approach Narrative (1 Page Limit) will provide a sound approach to maintaining compliance with and staying abreast of changes in DoD and IC security policies, procedures and directives as described in the SOW.

46Section L4.4.1 Table L-2Table L-2 requests “Security POC.” Is that name only? Or does the Government want name, title, phone and email? Please provide all details for POC (i.e. name, title, phone, email)
47Section L3.4Section L 3.4.1 specifies that all pages must be 8.5x11" and L3.4.2 specifies all text must be 12pt font. This formatting makes the required Abstract from Section J unreadable due to trying to fit so many columns on a narrow page.
Would the Government allow the abstract to be submitted as an image with font smaller than 12pt, provided that font remains legible? Alternatively, would the Government allow for an 11x17" foldout for the Abstract pages to ensure it remains legible at 12pt font.Per Section L:

Page size: Section L, Para. 3.4.1 requires formatting as standard 8.5 x 11-inch pages.

Font: Section L, Para. 3.4.2 requires 12-point Times New Roman minimum for textual content.

There is no language in Section L authorizing submission of the Abstract as an image to enable a smaller font, nor authorizing 11 x 17 foldouts. Therefore, the Abstract must be submitted in accordance with L.3.4.1 and L.3.4.2.

48 Section L 4.1.1.2.1 Regarding "The prime Offeror must provide OCI Statements for all JV partners, teaming partners, and subcontractors," can the prime Offeror make a single statement in the 1 page alloted for OCI Statements cerifying that neither it nor any of its partners have an OCI as opposed to individual signed statements per partner? No. Section L requires OCI statements from each entity, not a single consolidated prime statement.

Section L.4.1.1.2.1 states the prime Offeror must provide OCI Statements for all joint venture partners, teaming partners, and subcontractors at any tier.

Section L.4.1.1.2.4 reiterates that the prime must provide OCI Statements for all subcontractors at any tier.

Accordingly, the Government expects separate OCI statements/certifications (signed as applicable) from the prime and each teaming partner/JV partner/subcontractor, even when all parties report no OCI. A single prime statement covering all entities does not meet the requirement to provide OCI statements for each entity.

49General5.1 Work Performance LocationsIn Section 5.1, Work Performance Locations, the Government states, “Individual TOs will specify work locations which will include both within the Continental United States (CONUS) and outside the Continental United States (OCONUS).” To ensure broader coverage and operational flexibility, the Government should consider applying the 180-mile radius requirement at the task order (TO) level rather than universally. Applying the requirement across all TOs could substantially limit competition among both large and small businesses. Companies with multiple DIA-accredited SCIFs and joint-use capabilities across the United States would otherwise be excluded, despite their ability to support mission requirements from distributed locations. Allowing task-order-specific location flexibility would better leverage SCIFs across multiple sites, both CONUS and OCONUS, enhancing MSIC’s ability to respond rapidly to mission needs across multiple regions. Thus, Would the government consider moving this requirement to the TO level? The Government does not intend to move the 180‑mile radius requirement to the Task Order (TO) level.
50GeneralF-6 Place of PerformaneSimilarly, on page 73, the Government states, “The place of performance for this contract encompasses all components of the DIA, MSIC, DIE, and deployed components where contractor-provided intelligence analysis and analytic enabling services are required. These services may be performed on a global scale, with specific locations detailed in individual TOs. The geographic scope of this requirement includes the Continental United States (CONUS), which comprises the forty-eight (48) contiguous states and the District of Columbia.”
Given this global and distributed scope of performance, the Government would benefit from contractors that maintain DIA accredited SCIFs with co-use capability across multiple locations in the United States. Applying the 180-mile radius requirement from Redstone Arsenal at the task order (TO) level, rather than universally at the contract level, would better align with the distributed nature of the work. This approach would allow the Government to leverage geographically dispersed SCIF infrastructure and expertise, improving mission coverage and operational responsiveness where and when it is needed. Thus, Would the government consider moving this requirement to the TO level? The Government does not intend to move the 180‑mile radius requirement to the Task Order (TO) level.
51General5.2.1.1 Other thn Small BusinessOn page 27 of the solicitation, the Government states that “50% of the 50 workstations must be within 180 miles of Redstone Arsenal.” As an OTSB, can this requirement (25 workstations) be satisfied through a teammate’s facilities, or must these workstations be owned and operated by the prime contractor?See SOW 5.2.1.1 (OTSB) for how the 180‑mile workstation requirement may be satisfied across the team and the prime’s minimum ownership requirement.

For where to address this in the proposal and how it will be evaluated, see Section L, Table L‑1 (Volume I) and Section L.4.2, and Section M, Factor I (Security), including M.6.4–M.6.7.

52 General 5.2.1.1 Other thn Small Business To promote fair competition and maximize innovation, the Government should consider moving the requirement that “50% of the 50 workstations be located within 180 miles of Redstone Arsenal” from the base contract level to the task order level. As currently written, this requirement significantly restricts competition by favoring incumbents and local joint ventures while excluding otherwise highly qualified vendors. Additionally, because not all work will occur within the 180-mile radius, the restriction appears unnecessarily limiting. Applying this requirement at the task order level would allow the Government to maintain local presence when mission needs require it while preserving broader competition. Thus, Would the government consider moving this requirement to the TO level? No. The Government will not move the “50% of the 50 workstations within 180 miles of Redstone Arsenal” requirement to the task order level; it remains an IDIQ-level minimum requirement as stated in the SOW.

Individual task orders will continue to specify place(s) of performance as applicable.

53General5.2.1.2 Small BusinessIn support of federal small business participation goals, can the Government confirm whether the requirement that 50% of workstations be located within a 180-mile radius of Redstone Arsenal applies to small businesses? As written, this geographic restriction appears to limit competition and may disproportionately impact small business participation.See SOW 5.2.1.2 (Small Business) for applicability of the 180‑mile workstation requirement to small businesses.
54General5.2.1.2 Small BusinessCan the Government clarify the intent of the statement “No Prime Requirement for this 50%”? Understanding this language is important given the potential competitive impact of the 180-mile workstation requirement. The phrase “No Prime Requirement for this 50%” applies to Small Business Offerors under SOW 5.2.1.2 and means the solicitation does not require the prime to be the entity providing/owning the portion of workstations that satisfy the 50% within 180 miles requirement; that 50% may be met through the team’s distributed workstations. The prime must still meet the separate prime workstation ownership minimum identified in SOW 5.2.1.2.
55General5.2.1.2 Small BusinessCan the Government confirm whether the requirement that 50% of workstations be located within 180 miles of Redstone Arsenal may be satisfied through the facilities of a teammate or subcontractor? Allowing this flexibility could help mitigate the competitive limitations created by the 180-mile requirement, especially for small businesses.Yes. The 180‑mile workstation requirement may be satisfied through a teammate/subcontractor’s facilities, consistent with the SOW language allowing the workstations to be distributed across the team.

For OTSB, see SOW 5.2.1.1.

For Small Business, see SOW 5.2.1.2.

56General5.2.1.2 Small BusinessWill the Government consider revising the requirement that 50% of workstations be located within 180 miles of Redstone Arsenal at the IDIQ level and instead determine workstation location requirements at the task order level, given that not all work will be performed within this radius? This restriction appears unnecessarily limiting and may reduce competition, particularly among otherwise qualified small businesses. Thus, Would the government consider moving this requirement to the TO level? No. The Government will not revise or move the 180‑mile workstation requirement to the task order level; it remains an IDIQ-level requirement as stated in the SOW.
57General5.2.1.2 Small BusinessIn support of federal small business participation goals, can the Government confirm whether the requirement that 50% of workstations be located within a 180-mile radius of Redstone Arsenal applies to small businesses? As written, this geographic restriction appears to limit competition and may disproportionately impact small business participation.Yes, this requirement applies to small businesses. See SOW 5.2.1.2.
58Section LL.3.10 and L.4.2In proviidng the SCIF Supporting Documentation for subcontractor SCIFs, will the Government consider allowing the Subcontractor to submit their documentation directly to the Government? Because of the classified nature of the supporting documentation, and adhereing to Need to Know, some subcontractors cannot provide their supporting documentation to the Prime Offeror.No. Proposal submissions must be provided by the Offeror as part of its proposal volumes; the solicitation does not provide for subcontractors to submit proposal documentation directly to the Government.

See Section L.3.7.1–3.7.3 (Offeror submits one electronic version of each volume; page limits apply) and Section L.4.2.2.4 (SCIF supporting documentation submitted as attachments to Volume I).

If a subcontractor’s SCIF documentation cannot be shared with the prime due to need-to-know restrictions, the Offeror remains responsible for ensuring its proposal includes the required documentation in the manner prescribed.

59 Section L L.4.2 In leiu of submitting copies of SCIF accreditation letters or certificates, would the Government consider allowing the submission of the message information for look up in DIA messages. This would include submitting the message type, DTG, and SUBJECT line as evidence and allowing the Government to look up the accreditation. No. The solicitation requires submission of the SCIF accreditation letter/certificate as supporting documentation; providing message metadata in lieu of the document is not authorized.

See SOW 5.2.2.1.1 (copy of the current SCIF accreditation letter/certificate) and Section L, Volume I supporting documentation instructions.

60Section LL.4.5Small Business Participation Commitments (SBPC) require the submission of the Offeror's Small Business subcontracting plans as both dollars and percentages. Section 4.5.2.1.1. requires "Thirty (30) percent of the total proposed contract value or subcontracted value shall be performed by Small Business firm(s)". Since there is no Cost/Price volume in the RFP, is there a value that the Offeror should use in computing their SBPC?Offerors should base the SBPC dollar figures on the Offeror’s own proposed total contract value used for the SBPC calculation (i.e., the same total value used to compute the required percentages), even though price is not an evaluation factor for IDIQ award.
61Section LTable L-1; L-4.4.5.2Table L-1 identifies 1 page of the PPQ (most likely the first page) as part of the Past Performance Volume. However L-4.4.5.2 specifies that we are to send the completed first page directly to the CO and Contract Specialist. Could the Government clarify of the Page one should be transmitted separately and/or included in the Past Performance Volume?Section L 4.4.5.2 was revised:
62Section LTable L-1; L-4It is understood the requirements in L-4 MUST be completed for compliance, yet many portions of L-4 don't line up with the Organization identified within Table L-1. Would it be acceptable to organize by Table L-1 and ensure the proper L-4 requirements are identified within the volume section headers and appropriate compliance matrix?Yes. Offerors should organize their proposals in accordance with Table L‑1 (Section L.3.1.1–L.3.1.2). Where there is any discrepancy between Table L‑1 and the detailed instructions in Paragraph 4, the solicitation states “Paragraph 4 Governs” and the detailed requirements in Paragraph 4 take precedence

Accordingly, it is acceptable to use the Table L‑1 volume structure and clearly map/label the required Paragraph 4 (L‑4) content within the appropriate volume (e.g., via section headers and/or a compliance matrix), provided all required information is included in the correct volume and the volume remains self‑contained.

63 Section L Table L-2 Table L-2 - SCIF Capability appears to force the SCIF's physical location to be tied to the Cage Code, but in many cases you can have a cage code tied to a corporate entity and then have a SCIF or accredited facility in another location not directly listed under your cage code. Request guidance to accommodate this commonality in the Security table. Offerors shall complete Table L‑2 in accordance with Section L.4.2.2.3, which specifies that the “Company’s Physical Address” must be associated with the given CAGE code.

If an Offeror’s SCIF is located at a different address than the address associated with the CAGE code, the Offeror should still provide the CAGE‑associated address in Table L‑2 and provide the SCIF’s physical location and supporting documentation in the SCIF Supporting Documentation submitted with Volume I.

64 Section L L-4.2.2.4 SCIF inspection documentation documents are normally never requested for a proposal IDIQ level request and in many cases the documents are classified. In almost all cases industry, per your direction will send in an Unclassified COMET proposal. Making a few pages classified could drive considerably more redtape and potential risk of proposal writing and reviewing to make the whole proposal classified for arguably not a critical piece of the proposal, especially if the SCIF is accredited. This may be able to be pushed down to the TO level for when work is actually required in the SCIF, not at the IDIQ level.

1) Would the Government consider making this optional?

2) If they are classified, would the Government consider making them optional? No. The solicitation requires SCIF supporting documentation as part of the Security submission and does not make it optional based on classification.
65Attachment 5Attachment 5 appears to be limited to a single page, but the fillable format may exceed the visible one-page space when completing responses. Should offerors strictly remain with the visible one-page format, or may the form expand to accommodate complete responses?Offerors should keep responses within the visible one-page format and ensure all content is fully visible in the printed/PDF view. Content that requires scrolling within fillable fields or is not visible in the printed/PDF view will not be evaluated.
66Section LL.3.10.4 L.3.14.1Section L states each volume must include a glossary of abbreviations and acronyms "along with explanations." Should each glossary entry include an explanatory description, or is a standard acronym definition sufficient?A standard acronym definition is sufficient. Provide the abbreviation/acronym and its spelled‑out meaning for each term used in that volume.
67PWSL.3.13.1Section L states the Table of Contents must delineate section titles, subsection titles, paragraphs, and subparagraphs. Is it acceptable for the TOC to capture major headings and numbered sections, or must all paragraph and subparagraph levels be included?3.13.1.Each volume must contain a detailed table of contents, delineating section titles, subsection titles, paragraphs, and subparagraphs.
68PWSPWS/SOW terminologyThe solicitation references PWS, SOW, and SOO terminology in several locations. When describing services or scope in proposals, should offerors reference the specific SOW paragraph numbers?Offerors may reference the applicable SOW paragraph numbers to clearly map their response to the requirement, and doing so is encouraged for clarity. Ensure the proposal is organized and responsive in accordance with Section L instructions for the applicable volume.
69PWSSection J - CDRLsSection J references CDRLs associated with task order execution, but it is unclear whether any CDRLs apply at the IDIQ level. Will the Government confirm whether CDRLs apply at the IDIQ contract level or only at the task order level?See SOW 3.7 and SOW Appendix 2, which state deliverables/CDRLs are required only as specified in an individual Task Order or when expressly identified as an IDIQ‑Level deliverable, and that DD Form 1423 (CDRL) will establish deliverables at the IDIQ level and/or TO level, as applicable.
70CDRL A008For the Report of Government Property in Contractor Possession, should the template referenced in the CDRL be used, or may contractor format be used consistent with the referenced DD Form 1664 guidance?See the applicable CDRL/DD Form 1423 in Section J for the required format and any specified template for the “Report of Government Property in Contractor’s Possession.”
71Section L Table L-1 Volume III Past PerformanceWould the Government prefer to have the past performance examples provided in order of the list in Table L-1 (e.g., Attachment 1 forms, followed by Attachment 2 forms, followed by Attachment 3 forms, followed byAttachment 4 forms, followed by the Summary Table, followed by Example Summaries 1-page write ups)? Or would the Govenrment prefer to have all Attachments in order by example followed by the Summary Table)? If the latter, would the Government prefer to have the Summary Table first in the volume?See Section L.4.4.1.1 (Volume III submission “following the format in Attachment 1”) and Section L.4.4.5.3

The solicitation does not prescribe a mandatory internal ordering beyond those instructions. Either approach is acceptable, provided Volume III is complete, clear, and compliant with the page limits and “self‑contained” requirement.

72 Section L Table L-1 Volume III Past Performance Attachments 1 and 2 are provided as separate files. Does the Government expect to receive multiple files for Volume III, with the Attachments as separate files? Or does the government prefer to receive 1 PDF file for Volume III with all Attachments included in the single PDF file? Section L.3.7.1 requires Offerors to submit one electronic version of each volume, and Section L.3.7.2 requires each volume file be labeled “Original.”

Accordingly, the Government prefers one consolidated file for Volume III (PDF or Word per Section L.3.18.1) that includes the required Volume III…
