About this file
This is an Amendment to Solicitation and Modification of Contract for the Contract Operations for Missile Evaluation and Testing (COMET) program, effective April 15, 2026. The amendment extends the proposal due date to April 27, 2026 at 12:00 PM CST, with all other conditions remaining unchanged.
The COMET program is administered by the Missile & Space Intelligence Center (MSIC) at Redstone Arsenal, Alabama, and requires intelligence support and all-source analysis across MSIC's five missions (Foundational and Technical Intelligence Analysis, Foreign Materiel Exploitation, Information Technology Operations, Modeling and Simulation, and Business Processes), three domains (Air, Ground, Space/Near-Space), and fourteen specialized disciplines (including antitank guided missile systems, ground-based air defense systems, ballistic missiles, and emerging/disruptive technologies). The contract is a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle with task orders specifying scope, period of performance, security requirements, deliverables, and labor mix. The Government intends to provide all awardees fair opportunity to compete for task orders. Evaluation factors include Security (Pass/Fail), Technical/Management Capability (Acceptable/Unacceptable), Past Performance (Satisfactory Confidence or higher), and Small Business Participation Commitment (Acceptable/Unacceptable), with a mandatory 30% small business subcontracting goal and socioeconomic category minimums (SDB 5%, WOSB 5%, SDVOSB 5%, HUBZone 3%). Offerors must maintain accredited Sensitive Compartmented Information Facility (SCIF) capability with current facility security clearance and submit supporting documentation, CAGE codes, and physical addresses. Price is not an evaluation factor, though the Contracting Officer will consider cost as a selection factor for individual task orders.
