About this file
This is a Question and Answers document for Invitation to Bid 2026-02 issued by Hermiston School District 8R for comprehensive interior and exterior painting services at Highland Hills Elementary School located at 450 SE 10th St, Hermiston, Oregon. The project scope includes exterior power washing and surface preparation, interior and exterior door painting, metal awning and roof coating, gymnasium metal rafter painting, and interior wall preparation and painting throughout the facility. Key clarifications from the questions include confirmation that all exterior classroom doors will be painted, modular classrooms must be bid as separate line items with both interior and exterior options, preparatory work may begin upon Notice to Proceed (tentatively June 13 at the earliest for onsite work), and exterior painting should proceed in morning hours following the district's noise ordinance guidelines. The document specifies that FRP walls and existing utility boxes will not be painted, plexiglass roof overhang panels will remain unpainted, and the district will remove items from walls to enable full painting coverage. Sealed bids are due by 2:00 PM Pacific Daylight Time on April 22, 2026, with a mandatory pre-bid conference scheduled for April 3, 2026, at 8:00 AM at the school site. The Notice of Intent to Award is anticipated for April 23, 2026, with board approval on May 11, 2026, and Notice to Proceed on May 12, 2026. Substantial completion is required by July 15, 2026, with final completion by August 1, 2026.
All bidders must use only Sherwin-Williams paint and coatings with no alternatives permitted, including specified primers and top coats with quantities varying by surface type (one primer and three top coats for roofs and metal awnings, two coats for concrete and CMU surfaces). Interior walls require painting only without primer, while exterior doors require proper surface preparation before painting over existing finishes. Bidders must submit bids in person or via postal services, provide bid security equal to 10 percent of the bid amount, and submit first-tier subcontractor disclosure forms within two business hours of bid closing for subcontractors exceeding five percent of the total bid or $15,000, whichever is larger, or $350,000 regardless of percentage. The successful contractor must execute a Performance Bond equal to 100 percent of the contract cost and comply with Oregon prevailing wage requirements. Liquidated damages are assessed at $300 per day for failure to achieve substantial completion by the July 15, 2026, deadline. Nonresident bidders will have a percentage increase applied to their bids equal to the preference their state of residency would receive under Oregon Administrative Rule 137-046-0310.

ITB: Question & Answers Page 1
1) Can you include the wall elevations for a TYP classroom? Are the as-builts from 2023 remodel available?
2) The district has posted the drawings from the 2023 construction project to OregonBuys for all bidders to review.
3) Admin trailers off the SE side are not to be painted y/n
a) Please bid modular classrooms as a separate line item/alternate bid, so that the district can determine if it will be painted now depending on costs. An official bid amendment will be released with details.
4) What is the planned phasing for the HVAC work.
a) Only one wall will be affected by the HVAC project (this should not slow down painting).
All the interior walls should be painted first, then move to the exterior. This will allow all teachers to move into classroom spaces as soon as possible.
5) The exterior metal utility boxes on North side of school near HVAC work to be done that are currently a greenish color are not to be painted y/n
a) No, the metal utility boxes are not to be painted.
6) Summer time exterior painting works best in the morning, is there any AM time work restraints or conditions? i.e. can my crews work in the early AM hours?
a) The painted schedule needs to be communicated ahead of time with the district’s Facility
Supervisor. The district has no issues with painting occurring in the early AM hours, so long as the contractor is operating within the city’s noise ordinance, if applicable, and operating within all applicable ORS 279C.

8) Would weekend painting work prior to June 15 be allowed, as in could my guys get going on some of the interior spaces, like the rafters, that are out of the staff and students way.
a) It may be possible for onsite work to begin June 13, but that would be the earliest possible date the district would consider. The successful bidder will coordinate with the district’s facility supervisor to develop a work schedule. Keep in mind this is a public works project, subject to Oregon prevailing wage laws.
9) Preparatory work may begin on date of Notice to Proceed. Preparatory work includes but is not limited to submittals, field verification, exploratory work, equipment procurement, scheduling, and any work not impacting school operations. What is allowed under this clause?
a) This clause allows procurement of supplies and offsite prep work to begin so that the successful bidder is ready to begin onsite work once students and staff are out of the building for the summer. It is the district’s intent that a construction schedule will be developed between the successful bidder and the district’s facility supervisor during this preparatory time.
10) Is the bid going to be submitted in person or can it be turned in through email?
a) Bids can be submitted in person or via postal services, but there is not an option to submit virtually.
