About this file

This document is a Questions and Answers (Q&A) attachment for a Department of Defense Education Activity (DoDEA) solicitation (HE125426RE010) for K-5 Science Instructional Resources and Lab Kits. The solicitation seeks new science instructional materials and lab kits for DoDEA classrooms, with an anticipated contract start date of March 2026 covering the 2026-2027 and potentially 2027-2028 school years. Proposals are due January 20th at 12:00 PM EST, with award announcement expected by mid-March 2026. The contract will be a firm fixed-price arrangement for a five-year base period, with potential option for a subsequent five-year extension. Offerors can submit proposals for complete new lab kits, conversion kits, and refill/adaptation kits, with flexibility to propose different configurations that meet the technical requirements outlined in the Performance Work Statement.

Submission requirements include electronic proposal submission via email, with specific documentation needed such as the Accessibility Conformance Report and signed authorization forms. Pricing is firm for the base period, with no adjustments allowed during the initial five-year term. Offerors can use the original or updated pricing forms, and must ensure their technical solutions align with the DoDEA classroom needs as specified in Technical Exhibit 2. The solicitation emphasizes that proposals should detail how they will provide consumable materials and maintain lab kits over the contract period, with options for complete annual resupply or alternative refill approaches.

Question # Solicitation Reference Question Answer 1 Attachment 1 - Pricing Sheet Will the solicitation be awarded for new materials in 2026-27 school year or the 2027-2028. The pricing document showed March

2026 starting year one of the base year.

The anticipated award will provide new materials for the 2026-2027 school year, with an anticipated contractual effective start date of March 2026.

2 Do you have a rough timeline of review activities/award announcement? Proposals are due January 20th 12:00 PM EST, and the award announcement is anticipated by mid March 2026.

3 Section: Supplies or Services & Prices or Costs (Pages 3-

11) and FAR 52.217-9, Option To Extend The Contract

For first five-year base contract, I understand pricing is firm. For the subsequent five-year Option Period, can prices be adjusted/estimated for inflation/rising cost of goods?

The prices cannot be adjusted during the five-year option period. Both the base period and the option period are Firm Fixed Price (FFP) arrangements. All option CLINs must be priced and submitted upfront with your initial proposal, and those prices remain firm if the Government exercises the option.

4 Since DoDEA currently has complete FOSS Next Generation lab kits and you want to build on current infrastructure, I assume conversion equipment lab kits should be bid (this includes new items needed for the new edition), along with new equipment kits.

Is this an accurate assumption? Or do you want new lab kits for everyone?

Offerors technical solutions will be evaluated to determine if they meet or exceed the requirements of the Performance Work Statement. Offerors may submit proposals that complement the existing science resources in DoDEA classrooms as outlined in Technical Exhibit 2 (such as adaption lab kits) and/or they may submit proposals for new lab kits (complete). The CLINS and pricing sheet have been updated to include a separate line item for refills and adaption lab kits. Offerors may adjust the quantities of the Lab Kits, Refills and Adaption Lab Kit lines to reflect proposed solution(s).

5 The conversion lab kits do not include refill kits. Will the current lab kits needed to be refilled with consumables? The response will need to outline the options and recommendations for how to maintain the classroom lab kits with all the consumable materials needed for the daily lesson implementation over the 5 base years and 5 option year period. The proposal should explain details specific to the offeror's proposed solutions to the government's requirements. For example, the proposal should explain if kits refills are needed every year to make a kit complete and ready for instruction; alternatively, if kit refills contain three-years worth of materials then the proposal would explain refills are only needed in year 3 and year 6 and 9, if the option period is exercised.

The CLINS and pricing sheet have also been updated to include a separate line item for refills and adaption lab kits. Offerors may submit a modified Pricing Sheet that is more appropriate to their standard commercial practice that includes an alternate pricing structure other than what is provided and shall reference the Contract Line- Item Numbers (CLINs) and Sub-CLINs in Attachment 1, Pricing Sheet.

6 Do I need to complete the new pricing form. The added rows – Kit refills and Adaptation do not apply to our bid and we have the original pricing document completed.

You do not need to utilize the new pricing form. Continue to submit the original pricing document you have completed, as long as it reflects all applicable items for your offer. Those added rows can be labeled N/A based upon your proposal. Offerors may submit a modified Pricing Sheet that is more appropriate to their standard commercial practice that includes an alternate pricing structure other than what is provided, and reference the CLINS in Attachment 1.

7 Section: 2.1.1 Volume 1 h (Page 38) Do we need to complete the Standard Form 1449 that was attached? Form 26RE010: Is this a sample order form or is it required for our submission?

Offerors are only required to complete and submit the signature fields (Blocks 30a–30c) at the bottom of Page 1 of the SF-1449.

8 Do you want Amendments to be included within Vol 1, or is it enough that we acknowledge receiving them within Vol 1? Offerors can simply acknowledge receiving them within Volume 1.

9 Section: 3.3 SUBMISSION REQUIREMENTS AND PROPOSAL DUE DATE (Page 40)

We see the submission due date is 1/20/2026; how is it to be submitted? We’re not seeing this information on SAM.gov. Proposals shall be submitted electronically via email to Ms. Nicole Freid @ nicole.freid@dodea.edu and Mr. Alim Koroma @ alim.koroma@dodea.edu no later than 12:00 PM (Eastern Time) Tuesday, January 20, 2026. Proposals must be signed by an official authorized to bind your organization and must stipulate that it is predicated upon all terms and conditions of this RFP.

10 Section: 2.1.1 Volume 1 k (Page 38) Form 26RE010_ATTCH3_ACR_122925 appears to be for DoD to utilize when writing RFPs. Are we correct that it isn’t anything we need to address?

The Accessibility Conformance Report (ACR) must be completed for each ICT item offered under this contract. It should follow the Voluntary Product Accessibility Template (VPAT) guidelines and address Section 508 compliance, Please see solicitation for future instructions.

11 Section: 2.1.1 Volume 1 o (Page 38) Form 26RE010_ATTCH7_DD2930A_122925 appears to be for internal DoD use – is that correct? The DD2930A form is listed as Attachment 7 and must be completed by the offeror. Specifically, you are required to provide detailed responses to questions 2, 3, and 7 to the best of your ability and include this form in your proposal submission.

12 Form 26RE010_ATTCH9_PWS 122925 is the Scope of Work. Please confirm there is no signature or anything else necessary by an offeror for this form.

Performance Work Statement (PWS) is provided as a reference document outlining the scope of work and requirements. There is no signature or additional action required by the offeror on the PWS itself.
