1. General Information and Scope of Work
1.1 Agency
For school year (SY) 2025-26, the Department of Defense Education Activity (DoDEA) will provide PK-12 instruction in 161 schools to approximately 66,000 dependents of military and civilian employees. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba.
In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain, and Italy. In the Pacific, DoDEA operates 46 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited virtual high school with teaching hubs in the Americas, Europe, and Pacific.
1.2 Background
1.2.1 DoDEA prioritizes giving elementary students frequent opportunities to explore science concepts (Disciplinary Core Ideas) alongside the practices of scientists and engineers (Science and Engineering Practices). These experiences help students connect new understandings to related ideas (Crosscutting Concepts). Integrating these three dimensions enables students to apply science and engineering knowledge to explain natural phenomena and solve problems—reflecting the authentic work of scientists and engineers. DoDEA’s College and Career Ready Standards for Science outline the knowledge and skills students need for future success.
1.2.2 DoDEA has identified several Strategic Initiatives from the most recent Blueprint for Continuous Improvement 2025 that relate to this requirement:
Goal 1: Student Excellence o Strategic Initiative 1.1: Multi-Tiered System of Supports o Strategic Initiative 1.2: Future-Ready Learners o Strategic Initiative 1.3: Student Transitions
Goal 2: School Excellence o Strategic Initiative 2.1: System of Differentiated Professional Learning o Strategic Initiative 2.2: Prioritize Instructional Leadership
1.3 Scope of Work
1.3.1 DoDEA requires commercial off the shelf (COTS) K-5 Science instructional resources for students and teachers for a 5-year base period and a five year option period to include related professional learning and technical support. For classrooms, DoDEA requires lab kits and kit refills in Base Period (5-Year) and Option Period (5-Year).
1.3.2 DoDEA requires a shipment plan and a kit refill schedule for the entire 10-year contract period explaining how hazardous-materials–regulated science kits will be delivered to DoDEA’s overseas locations and how the Contractor will comply with host-nation customs, import controls, shipping restrictions, etc.
1.3.3 DoDEA requires science instructional resources that have the following characteristics:
Includes digital and print resources to support science instruction, assessment, and includes hands-on activity materials (lab kits) to engage students in the work of scientists and engineers.
Supports intentional teaching and purposeful learning of the DoDEA College and Career Ready
Standards for Science found at https://www.dodea.edu/curriculum/science/standards.
Provides opportunities for scientific investigations to explore natural phenomena and solve relevant problems to include hands-on, inquiry-based work.
