I am writing to confirm whether a provider utilizing vans and sedans is eligible to submit a proposal under RFP ID: HE125426RE005 (Student Transportation Services).
If applicable, we would also appreciate clarification on whether such providers may serve all route categories, or if eligibility is limited to specific service areas such as special programs, low-density routes, McKinney-Vento, or special education transportation.
The Offeror will be evaluated based on the their ability to meet all solicitation requirements. Please refer to the Combined Synopsis/Solicitation for details.
04 General RFP On line item 0001 and 0002 (and subsequent option years), it reads, “Seating capacity for all passenger ranges is exclusive of the restricted seating as identified in the PWS.”
It is unclear what is meant by this sentence.
The CLIN x0001 and x00002 descriptions have been updated to remove "Seating capacity for all passengar ranges is exclusive of the restricted seating as identified in the PWS. Please refer to PWS 3.2 for the restricted seating requirements.
05 General RFP
Does the ridership population ranges in CLINs 0001AA-AB include all students, or does it exclude students that ride SPED routes?
CLIN 0001 and its assosiated SLINs are for Daily Commute student transportation services; therefore, it excludes students that ride SPED routes. SPED student transportation services are in CLIN 0002 and its associated SLINs.
06 General RFP
What are the estimated time and mileage commitments of CLINS 0002AC (SPED Transition Transportation), 0003AA (Curricular On Post), 0003AB (Curricular Off Post), 0003AC (Career Practicum Activity Bus), 0004AA (Co-Curricular On Post), 0004AB (Co-Curricular Off Post), 0005AA (JROTC On Post), and 0005AB (JROTC Off Post)?
PWS 2.3.3 and 2.4 has been updated to provide mileage estimates for SPED Transition Transportation, Co-Curricular and Curricular trips. In addition, please refer to Attachment 7(a) Route List for historical trip information for all Co-Curricular and Curricular trips.
07 General RFP
Can proposer submit pricing with bus specifications for Tennessee vs Kentucky? This would be legal since the base is stationed in both Kentucky and Tennessee. At this time, due to the difficult Kentucky specifications, it would take 1 ½ - 2 years to receive buses from any of the school bus manufacturers.
We are not requiring a specific bus size, as long as it abides by federal and state regulations. The Offeror is able to propose any vehicles that meet or exceed the PWS requirements.
08 General RFP Copy of the current routes with times? Please refer to Atatchment 7a_ Route List

In the PWS 2.1.6 – there is always an interpretation, after the award of the contract, of how this reads. Radios are not Hands-Free. 2.1.6.2 would lead to Walkie-Talkie type unit, again not Hands-Free. We have always used cell phones for our communication.
What is DODEA actually wanting the contractor to have in terms of communication?

16 General RFP
We respectfully request that the Government remove the requirement in Solicitation HE125426RE005 that the prime contractor must independently demonstrate at least 1 past performance and allow the prime to rely on the relevant past performance of a teaming partner? Limiting acceptable past performance solely to the prime significantly restricts competition, particularly for small businesses, and may exclude highly capable teams with proven experience residing in their subcontractors. Federal acquisition guidance, including FAR 15.305(a)(2)(iii), supports consideration of subcontractor past performance when relevant, and doing so would expand the competitive pool, promote fair access, and enable the Government to assess the full capability of offeror teams. Allowing teaming partner experience enhances competition, strengthens best-value outcomes, and ensures the Government receives proposals from the most qualified and experienced teams.
The Government declines to remove the referenced past performance requirement.
The government market research indicated that there are multiple potential offerors who expressed interest in this requirement that had performed similar services in the past. The 52.212-2 Addendum also states that a "Neutral" rating will be assigned if a Prime Offeror does not submit at least one past performance reference in which they provided services as a Prime or Subcontractor.
17 General RFP
The solicitation does not specify what Volume to include the SF 1449 or any SF 30s?
Recommend that the SF 1449 and amendments be included in Volume IV or with the Administrative Cover Letter for compliance and consistency in proposal submissions.
This solicitation is a Combined Synopsis/Solicitation in accordance with FAR 12 procedures. Therefore, in accordance with FAR 12.603(b), an SF1449 is not to be used.
