About this file

This is a Questions and Answers (Q&A) document for Federal Solicitation HE125426QE061, Guam Mobile Phone Services, issued to clarify requirements for offerors.

The solicitation requires mobile telecommunications services and devices for use primarily within Guam. The Government seeks unlimited voice, text, and data service under a Domestic Service Plan confined to Guam, with estimated international roaming to Japan, Korea, and the continental United States for approximately four trips annually, mostly school-dependent day trips with occasional international trips lasting 3-5 days. The requirement includes provision of smartphones with 15 activated SIM cards compatible with Government-provided 2024 Nokia 225 4G carrier-unlocked devices, device replacement and refresh eligibility after 24 months, and comprehensive warranty support including free refurbished replacements for broken, lost, or stolen devices (estimated not to exceed 10% annually). The Government prefers retention and transfer of existing mobile telephone numbers from the incumbent carrier but allows new number issuance if transfer is not feasible. Apple devices must integrate with Microsoft Intune for management; contractors are not required to provide separate Mobile Device Management licensing. The contract structure includes a 12-month base period with up to four 12-month option periods. At contract conclusion, devices will be factory-wiped via Microsoft Intune and physically returned. The Service Contract Labor Standards are not applicable as this requirement for commercial cellular telecommunications services falls within the FAR 22.1003-3(d) statutory exemption. The previous contract number is HE125420P4020.

PWS 6.0 (Definitions) Domestic Service Plan: A mobile service plan for providing unlimited voice, text, and data within Guam.

Please provide the estimated total number of trips expected per year for users requiring Domestic and/or International roaming services.

Estimated up to four trips per year.

Please identify the anticipated duration of travel, including the estimated length of each trip and any known seasonal, quarterly, annual, or mission-dependent timeframes during which users are expected to travel.

Please provide a list of the anticipated countries or international destinations to which users may travel and require roaming service.

Japan, Korea, US

Please confirm whether the Government requires the existing mobile telephone numbers to be ported from the incumbent carrier to the new service provider.

PWS 2.1.3.1, The Government prefers that the existing telephone numbers be retained/transferred; however, if the contractor cannot transfer the existing numbers, new number issuance is allowable.

Please confirm whether Apple Business Manager (ABM) enrollment/integration is required for Apple devices provided under this requirement.

Apple Business Manager integration is not required. Government Apple devices are onboarded through Apple School Manager, federated with the existing Microsoft Intune environment.

The solicitation states that the contractor must provide 'free refurbished replacements for broken/lost/stolen devices' under the comprehensive warranty support. To allow offerors to price this risk accurately without inflating their fixed unit prices, is there an annual cap or limit on the number of lost or stolen device replacements the government can request per year?

The Government estimates that lost or stolen device replacements will not exceed 10% annually.

CLIN 0002 (and option equivalents) requires 'Smart Phone and Service (International)'.

Could the government please clarify the specific international destinations/countries that must be covered under this plan, and whether there are any specific data roaming caps or if it must be fully unlimited international roaming?

The international plan shall support international roaming with unlimited voice, text, and data; any carrier fair-use or network-management restrictions shall be disclosed in the quote. International trips historically have been in Japan, Korea, and mainland US.

Requirement 5 specifies providing an 'administrative management platform for user permission and application management.' Could the government clarify if the contractor is expected to provide and host a new Mobile Device Management (MDM) software license (e.g., Jamf, MS Intune) as part of the service, or will the contractor be configuring the leased devices to connect to an existing government-furnished MDM platform?

Existing Microsoft Intune environment will be used. The contractor is not required to provide or host a new MDM license; devices shall support enrollment and management in Government-furnished Intune.

Since the contract includes a 12-month base period and up to four 12-month option periods (potentially 5.5 years total), does the government expect a hardware refresh of the leased smartphones at any point during the option years? Additionally, what are the specific data sanitization (wipe) and physical return requirements for the leased devices at the end of the performance period?

IAW PWS 2.16 the contractor is to provide device refresh eligibility after 24 Months.

Before return, the Government will use the Microsoft Intune Wipe function to restore devices to factory settings. After device Wipe, the physical device will be returned.

Requirement 2 specifies providing 15 activated SIM cards compatible with Government-provided 2024 Nokia 225 4G devices. Can the government confirm if these devices are carrier-unlocked and specify which exact cellular frequency bands (e.g., LTE Bands) they support to ensure compatibility with local Guam telecommunications networks?

The 2024 Nokia 225 4G utilize the same overarching regulatory framework as the Continental United States (CONUS) (E.g., 4G LTE bands , 5G NR bands) are are carrier unlocked.

The solicitation notes that the Service Contract Act (SCA) applies. However, a specific Department of Labor Wage Determination for Guam is not attached to the solicitation documents. Could the government please provide the applicable Wage Determination number and document to ensure all offerors are utilizing the correct labor rates for administrative and support services?

The Service Contract Labor Standards (SCLS) are not applicable to this requirement.

The requirement is for mobile devices and associated commercial cellular telecommunications services and falls within the statutory exemption for telecommunications services at FAR 22.1003-3(d). Accordingly, no SCLS wage determination or associated occupational classification applies to this solicitation.
