About this file
This is a technical capability evaluation form (Attachment 2 – Factor 1) for a Department of War Education Activity (DoWEA) procurement for mobile phones and cellular services.
The solicitation requires offerors to confirm compliance with minimum technical specifications across two objectives. Objective 1 addresses smartphones and cellular services, with required specifications including 128 GB storage, Super Retina Display, Camera Control Button, Advanced Dual Camera 48MP Vertical Stack, Optical Image Stabilization (OIS), GSM Subscriber Identity Module (SIM) support, and the ability to retain or transfer existing telephone numbers. Objective 2 covers SIM cards and voice/text cellular service, requiring compatibility with Government-provided 2024 Nokia 225 4G phones, physical Nano-SIM cards, 4G/LTE connectivity, voice calling capability, and SMS/text messaging support. Offerors must respond "YES" or "NO" to each specification, with any "NO" response resulting in technical rejection. Subfactor 2 requires offerors to provide the earliest delivery date for smartphones and SIM cards with activated cellular services, with a maximum deadline of 18 September 2026. The Government reserves the right to verify compliance through supporting product literature, technical documentation, and coverage information submitted with quotations.
