Q1: Is there a minimum technical specification for the vinyl flooring to be proposed (e.g., total thickness, wear layer thickness, slip resistance, manufacturer requirements, warranty period, or space use)?
A1: No. There is no minimal technical specification. Offerors can propose and recommend any flooring specifications.
Q2: Are both spaces (classroom) in use?
A2: Work will be performed during the summer recess, when both classrooms are not in use. Offerors shall plan work to meet the stated performance window.
Q3: Are LVT and sheet vinyl equally acceptable, or does the Government have a preference based on classroom use?
A3: Both are equally acceptable.
Q4: Does the scope include cove base, baseboards, wall trims, or transition strips, or should these be considered incidental to flooring installation?
A4: Yes, the cove base, baseboards, wall trims, and transition strips should be considered in the quote.
Q5: PWS identifies floor leveling as a mandatory requirement; however:
a. Is there an assumed baseline condition for the existing slab?
b. Is there a defined threshold for conditions considered “beyond normal leveling”?
c. How will unforeseen severe slab conditions be addressed if discovered after demolition?
d. Has the Government conducted any moisture testing of the concrete slab? If so, are results available?
A5:
a. No, there is no assumed baseline condition for the existing slab. We will depend on the offeror’s recommendations.
b. No, there is no defined threshold.
c. Unforeseen issues will need to be brought to the attention of the Contracting Officer and the Facilities Operations Specialist. Meetings may be held to determine a plan of action.
d. No testing has been done.
Q6: Has an Asbestos Containing Material (ACM) or Lead Based Paint (LBP) survey been performed for the existing flooring and adhesives?
A6: Yes, no ACM is present. The Government has not conducted LBP testing; any hazardous material encountered will be handled in accordance with applicable regulations and may be addressed via contract modification.
Q7: If ACM or LBP is encountered during demolition, will this be handled as a change in scope / contract modification?
A7: Yes, but extensive ACM surveys have been completed, and the area has been found free of ACM. The Government has not conducted LBP testing; any hazardous material encountered will be handled in accordance with applicable regulations and may be addressed via contract modification.
Q8: The PWS references approximately 1,636 total square feet:
a. Will pricing be evaluated and paid on a lump sum basis, regardless of final field verified quantities?
b. If actual measured quantities differ materially, will price adjustments be considered?
A8:
a. Field verification of the site is required. If found to be a different TSF, pricing should reflect actual square footage found.
b. Yes, see above.
Q9: Is there an estimated timeframe for approval of access credentials, to support schedule planning?
A9: A minimum of 48 hours’ notice is required for any personnel to be cleared for entry and must be approved by the onsite facility representative.
Q10: While the solicitation identifies a general performance window, does the Government anticipate an expected on site execution duration (from mobilization through substantial completion) that Offerors should consider?
A10: The anticipated performance window is from June 8, 2026 through August 10, 2026 when the summer recess is in effect. Close coordination with the onsite facility representative is required to determine a project timeline for this work.
Q11: Can you confirm the exact flooring type required if known? Alternatively provide the preferred manufacturer and/or specifications which were not included in the solicitation.
A11: There is no preferred flooring material. Offerors can propose and recommend the flooring material.
Q12: “I needed some information from you like the type and model of the vinyl you guys are going to install in the classrooms and what type of existing flooring is currently laid down on those same classrooms.”
A12: See A11. Contractor to provide options of types of flooring to be used (VCT, sheet, or existing type, which is available to be viewed onsite when coordinated).
Q13: During the site visit, it was observed that one classroom shares a continuous floor system with an adjacent kitchen area.
If demolition or cutting of the classroom flooring has the potential to impact the adjacent kitchen flooring, please clarify how the Contractor should proceed. Specifically, would any required protection, repair, or replacement of the kitchen flooring be considered within the current scope, or addressed via contract modification if impacted?
A13: The kitchen area is not included in the scope. A transition will need to be utilized from the classroom’s new flooring to the kitchen’s existing flooring. If the work is unable to be completed without damage to the kitchen floor, the Contractor shall notify the Contracting Officer and the Facilities Operations Specialist.
Q14: A ceramic wall base with bullnose trim was observed along portions of the perimeter and appears to be aged.
If testing confirms that these ceramic baseboards or associated finishes contain Lead-Based Paint (LBP), please advise how the Contractor should proceed and whether abatement or replacement would be addressed as a change in scope subject to contract modification.
A14: If any safety concerns are noticed, the Contractor shall immediately stop work, notify the Contracting Officer and the Facilities Operations Specialist, and provide the findings and mitigation plan/s with pricing.
Q15: Can you provide a flooring plan for the above Ramey School flooring?
A15: No flooring plan will be provided.
Q16: Existing Topping/Substrate Removal Will the removal of the existing topping or substrate be within the scope of work for this project? Based on our site assessment, removal is highly recommended to ensure proper adhesion and long-term performance of the new vinyl flooring system. We request clarification on whether this task is included in the contractor's scope or has been excluded from the solicitation.
A16: Yes, removal of the existing topping or substrate is included in the scope.
Q17: 2. Room Clearance and Access Conditions Will the affected areas be delivered to the contractor completely clear of furniture, equipment, and all other obstructions prior to the start of work? We seek confirmation as to whether clearing of the spaces is the responsibility of the Government or the contractor, as this directly impacts our pricing and scheduling assumptions.
A17: Rooms will be cleared of furniture equipment and other obstructions. A final “occupant style” cleaning will be Government responsibility, but a construction cleanup will be contractor responsibility.
Q18: Warranty Requirements What is the minimum warranty period required for materials and workmanship under this contract? Please advise whether the warranty requirement applies separately to labor and materials, and if there is a specific warranty standard or specification the agency requires.
A18: We normally expect a minimum of 1 year on installation (materials and workmanship). Manufacturer warranties on products which normally run 5-10 years on past products have been previously used in DoWEA schools.
Q19: Negative Lead- Based Report– Does the Government have a lead-negative report available for both classrooms?
A19: No, there is no lead-negative report available.
Q20: Lead Negative Certification – If the Government does not have a lead-negative certification available, will the contractor be required to perform the sampling and obtain the certification, or will this be performed by the Government?
A20: The Government will not provide lead negative certification.
Q21: Negative Asbestos Report - Does the Government have an asbestos-negative report available for both classrooms?
A21: Yes Q22: Asbestos Negative Certification - If the Government does not have an asbestos-negative certification available, will the contractor be required to perform the sampling and obtain the certification, or will this be performed by the Government?
A22: See answer A21 Q23: Permits- Which of the following permits are required for this project?
a. Construction Permit?
b. Categorical Exclusion?
c. Consolidated Permit?
d. Air Quality Permit?
A23: None of these permits are required.
Q24: Construction Taxes- Please confirm construction taxes rate for Aguadilla A24: This is a Federal Government project, which is tax-exempt.
Q25: Portable Toilet- Could the contractor use the toilets in Ramey School, or do we need to provide portable toilets?
A25: Contractor must provide restroom facilities. No school areas are permitted.
Q26: Storage Area- Please confirm whether the Government will provide a designated on-site storage area, or if the contractor is required to furnish and provide a storage container for materials and/or equipment.
A26: No storage area is available at the school. Contractor must provide a storage area/container. The classrooms being worked on can be used as storage spaces, if applicable.
Q27: Office trailer- Do we need to provide an office trailer for this project, or can we use the project area as office space?
A27: This is a small project. The Government will not provide office space.
Q28: Waste Container - Do we need to provide a waste container for the project, or will the government provide one?
A28: Contractor must provide waste receptacles.
Q29: Existing Flooring Topping- The Scope of Work does not provide for a topping removal. The existing floor topping does not appear suitable for installation of self-leveling material over it.
Please clarify whether the contractor is required to include removal of the existing topping (scarification/demolition) as part of the floor demolition scope. Additionally, please confirm whether a new topping installation is required as part of the new flooring system.
For planning purposes, removal of the existing topping is estimated to require approximately one (1) additional week of work, while installation of a new topping system may require approximately two (2) to three (3) additional weeks. Does the government will extend the project performance duration?
A29: Project timeline is for when school is in summer recess. There are no plans to extend the period of performance.
Q30: Vapor Barrier – The existing flooring appears to be unbonded due to elevated moisture levels. If the existing topping is removed, or if it remains in place, it is recommended that a vapor barrier be installed to address moisture mitigation requirements due to manufacturers’ recommendation for scope of work specifying flooring. This additional vapor barrier scope is estimated to require approximately two additional weeks of work. Please confirm the required vapor barrier type and any applicable specifications. Do we have to include the new vapor barrier griding preparation as part of the flooring demotion price? Do we have to include a vapor barrier installation as part of the new floor installation? Does the government will extend the project performance duration?
A30: Offerors may provide separate, informational pricing for vapor barriers and moisture testing. These items will not be evaluated for award. No project extension is anticipated.
Project timeline is for when school is in summer recess.
Q31: Relative Humidity (RH) and Calcium Chloride (CC) Testing: Please confirm whether the contractor is required to perform Relative Humidity (RH) testing and Calcium Chloride (CC) testing. Additionally, please clarify whether the cost for moisture/humidity testing should be included under the floor demolition scope or under the new flooring installation scope.
A31: Relative Humidity (RH) and Calcium Chloride (CC) testing are not required but may be listed as option item/s. These items will not be evaluated for award.
Q32: Furniture - Please clarify whether the Government will remove the furniture from the classrooms, or if the contractor will be responsible for its removal. If the contractor is required to remove the furniture, please confirm whether the Government will provide a designated storage area or if the contractor is expected to provide a storage container.
A32: All rooms will be cleared by the Government; no storage area will be provided, but areas having the flooring installed can be utilized if applicable.
Q33: Wall base – The SOW does not reference the existing wall base. Since floor removal will require demolition of the existing wall base, please clarify whether this scope should be included in the demolition proposal price and provide the applicable linear footage quantity.
Additionally, please confirm whether the installation of new wall base is required as part of the new flooring installation. If so, please specify the required wall base type and the corresponding linear footage quantity.
A33: Yes, the wall base should be considered a part of this contract. The area is available for scheduled viewing to find linear feet that will be needed.
Q34: Wall base demolition spot painting – Please clarify whether spot painting is required due to wall base demolition and replacement. If so, please confirm the required paint type and finish.
A34: No, this is not required.
Q35: Both Classrooms Door transoms – Please clarify whether we have to install transoms on each door as part of the new flooring installation, or if the scope is limited to flooring only. If door transoms are required, please confirm the specified type and requirements.
A35: Any transoms needed for floor continuity is Contractor responsibility.
Q36: Classroom 2 – Transom Under Wall Curtain - Please clarify whether the scope of work includes the installation of a transom under the wall curtain separation as part of the new flooring installation, or if the scope is limited to flooring only. If transom installation is required, please confirm the specified type, details, and any applicable requirements.
A36: Yes, a transom is required. There is no required type of transom.
Q37: Classroom 2 – This classroom is continuously connected to an adjacent classroom. The existing floor appears to be hollow, and there is concern that during demolition, portions of the adjacent floor may become compromised or displaced due to its condition. Please confirm whether the Government acknowledges the potential for unforeseen conditions related to the existing floor conditions and whether there is a provision for change orders to address such conditions if encountered during construction.
A37: We understand unforeseen issues can arise and these will be addressed as needed.
Q38: Classroom 2 cabinet – Please confirm whether the Government will be responsible for removing and reinstalling the cabinets in connection with the floor demolition and new floor installation, or if this work is to be performed by the contractor.
A38: Government will be responsible if needed.
Q39: Temporary point of connection – Please confirm whether an available point of connection (70 AMP or 50 AMP, 110/220V) exists at Ramey School for use with scarification or grinding equipment. If such a connection is not available, please confirm whether the contractor is required to provide a gasoline or diesel-powered generator, and whether its use is permitted on-site. If a Government-provided power connection is available, please specify the approximate distance (linear feet) from the point of connection to the work area for contractor estimation purposes.
A39: 120 Volt 20 amp circuits are available. Any other voltage or higher amps is Contractor responsibility. The available 120 volt receptacles are located throughout the classrooms; these are regular receptacles.
