PERFORMANCE WORK STATEMENT (PWS)

FOR

RAMEY SCHOOL FLOOR REPLACEMENT

1.0 Introduction – Section

1.1 Background - Subsection

The Department of Defense Education Activity (DoDEA), one of only two federally operated school systems, is responsible for planning, directing, coordinating, and managing pre-kindergarten through 12th-grade educational programs for the Department of Defense (DoD).

Globally positioned, DoDEA operates 160 accredited schools in 9 districts located in 11 foreign countries, 7 states, Guam, and Puerto Rico, employing approximately 11,828 staff members to serve over 69,000 children of active-duty military and DoD civilian families.

Ramey Unit School, part of the Department of Defense Education Activity (DoDEA), is located on 20 acres in northwest Puerto Rico near Aguadilla. It serves approximately 500 students from Pre-K through 12th grade, primarily children of active‑duty military members and federal civilians stationed at USCG Air Station Borinquen and other nearby federal agencies.

1.2 Scope – Subsection

The purpose of this PWS is to define the requirements for the removal of existing flooring and the installation of new flooring in two (2) classrooms at Ramey Unit School. Work includes demolition, subfloor inspection, surface preparation, floor leveling, installation of selected flooring systems, and final cleanup and disposal.

2.0 Requirement Objectives – Section

The Contractor shall perform work in the following areas:

• Classroom 1: 37 ft × 28 ft (approximately 1,036 square feet)

• Classroom 2: 20 ft × 30 ft (approximately 600 square feet)

• Total Area: Approximately 1,636 square feet

The Contractor shall provide all labor, materials, tools, equipment, and supervision necessary to complete the work. All work shall comply with applicable federal, state, and local building codes, safety regulations, and manufacturer installation guidelines.

2.1 Demolition and Removal

The Contractor shall:

• Remove and dispose of all existing flooring materials, regardless of type.

• Remove all adhesives, tack strips, fasteners, and residual materials.

• Protect adjacent walls, doors, fixtures, and finishes from damage during demolition activities.

• Contractor must field-verify the actual square footage and site conditions.

2.2 Subfloor Inspection and Preparation

The Contractor shall:

• Inspect the subfloor upon completion of demolition.

• Identify and correct deficiencies prior to installation of new flooring.

• Ensure the subfloor is clean, dry, structurally sound, and suitable for the specified flooring system.

2.3 Floor Leveling (Mandatory Requirement)

The Contractor shall:

• Perform floor leveling as required to achieve a flat, smooth, and even surface.

• Apply self-leveling compounds, patching materials, or repairs as necessary.

• Ensure the subfloor meets flooring manufacturer tolerances and applicable industry standards prior to installation.

2.4 Flooring Installation - Vinyl Flooring (LVT or Sheet Vinyl)

The Contractor shall:

• Install vinyl flooring in accordance with manufacturer specifications.

• Ensure the subfloor is free of imperfections to prevent telegraphing.

• Apply approved adhesives and roll flooring to ensure full adhesion.

• Heat-weld or seal seams where required.

• Install transitions, trims, and edge details.

The Contractor shall submit the proposed flooring material types and color selections to the Contracting Officer’s Representative (COR) and/or the Facilities Operations Specialist (FOS) for review and approval prior to procurement or installation.

2.5 Cleanup and Disposal

The Contractor shall:

• Remove and dispose of all construction debris, remove flooring, excess materials, and packaging.

• Dispose of materials in compliance with all applicable local, state, and federal regulations.

• Leave all work areas clean, broom-swept, and ready for occupancy.

3.0 Constraints - Section

3.1 Security Clearance Requirements

All personnel assigned to this contract shall have the necessary security clearances required to access DoD networks and systems. The contractor is responsible for verifying that each staff member has the appropriate clearance level prior to beginning work. This includes, but is not limited to, background checks and any other requirements set forth by DoD regulations available at https://www.esd.whs.mil/DD/DoD-Issuances/. Personnel without the requisite security clearance will not be permitted to access any DoDEA facilities or systems, thereby ensuring compliance with federal security mandates.

3.2 Installation/Building Access

The contractor must coordinate all installation/building access requirements with DoDEA security personnel to facilitate the proper entry of its staff into DoDEA facilities. This coordination is essential to ensure compliance with established security protocols and to maintain the safety of all personnel. The contractor shall provide advance notice for any personnel requiring building access, including relevant identification and security clearance documentation.

Additionally, all contractor personnel must adhere to applicable security measures, including those related to badge issuance, visitor logs, and any other entry protocols mandated by DoDEA.

3.3 Work Hours and Federal Holidays

The Contractor shall be granted access to DoDEA facilities only during authorized work hours as directed by DoDEA Facility Management. All proposed work schedules, including dates and times, shall be submitted to and approved by the COR and/or the FOS. All work shall be completed during the school summer break. The contractor must plan its activities, accordingly, ensuring that all work is performed within these designated hours to maintain compliance with DoDEA’s operational guidelines. Requests for access outside of these hours must be submitted in advance and will be subject to approval by DoDEA management.

3.4. Permits and Passes

The contractor is responsible for obtaining all necessary permits, passes and other requirements prior to commencing the applicable stage of work. Contractor must be eligible to apply for base access at the time of contract award. Ramey School utilizes private security to control access to the school complex. All Contractor personnel shall obtain security pre‑clearance prior to being granted access. The Contractor shall submit the names of all personnel requiring access to the COR and/or the FOS no later than 48 hours prior to the date access is required.

3.5. Safety and Occupational Health Standards

The contractor must abide by Occupational Safety and Health Act (OSHA), EM-385 (most current version), Installations, federal, and local regulations regarding issues such as abatement/removal of Asbestos-Containing Materials (ACM), Lead Based Paint (LBP), noise, confined space, or others as applicable. Job site supervisor or manager may also be the Site Safety Officer. The Site Safety Officer must comply with the most current version of the EM-385 to include related valid U.S. accreditation while following established minimum experiences.

3.6. Contractor Personnel

Contractor personnel must present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the company name or by wearing appropriate badges which contain the contractor’s company name and the employee’s name.

3.7. No Smoking

Smoking is not permitted on school campus (includes all grounds areas supporting school). The contractor is responsible to enforce the smoking policy for all employees engaged in the performance of this contract work.

4.0 Government-Furnished Resources - Section - This requirement does not require any Government-Furnished Resources.

6.0 Definitions – Section

Contract Specialist (CS) – A Government employee working with the KO to perform a broad range of administrative duties, including preparation and processing of contractual documents, tracking funding, liaison between Contractor and Government personnel, and provision of accurate and appropriate information to the KO and other contractual parties.

Contracting Officer (KO) – A Government official assigned to the Contracting Office authorized by written warrant to enter into, administer, terminate and issue delivery orders under contracts.

The KO is the only Government official authorized to obligate funding. The KO provides written appointment of Performance Assessment personnel and has the final responsibility for Performance Assessment in accordance with (IAW) FAR Part 42. The KO is the final decision authority for any performance-based deductions or other adjustments levied on the Contractor for failure to perform.

Contracting Officer Representative (COR) - An individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. The COR is responsible for surveilling and inspecting contractor performance and providing written recommendation for acceptance of services. This individual shall have overall responsibility for the coordination of contractor performance in accordance with the performance work statement and any resulting task order that may be issued by the KO. Duties also include technical assistance to the KO and surveillance and compliance duties as further enumerated in this plan.

Contractor - A commercial activity that provides school transportation services IAW this Performance Work Statement (PWS).

Contract Employee - Any prime or subcontractor employee assigned full-time or regular parttime to this contract.

Facilities Operations Specialist (FOS) – An individual responsible for coordinating, overseeing, and providing technical support for facility operations, maintenance, and infrastructure‑related matters at the installation or facility. The FOS supports the Contracting Officer’s Representative (COR) by reviewing work schedules, access requirements, and technical aspects of contractor performance related to facilities. The FOS does not have authority to modify the contract, direct contractor performance outside the scope of the contract, or obligate the Government.

U.S. Federal Acquisition Regulation (FAR) –The primary regulation for use by all executive agencies in their acquisition of supplies and services with appropriated funds. The FAR also contains standard solicitation provisions and contract clauses and the various agency FAR supplements.
