About this file
This is a Questions and Answers document for solicitation HE1254-26-Q-E032 for Grades 6-12 Health Education Instructional Resources.
The document addresses procedural and technical clarifications regarding NAICS code requirements, course scope, and digital access deliverables. The required NAICS code is 611710 (Educational Support Services), which may be either a primary or secondary code in SAM.gov; NAICS 61170 is also acceptable. The agency seeks standards-based digital health instructional resources for grades 6-12, with flexible scheduling options: grades 6-8 may offer either 9-week or 18-week courses depending on local school schedules, while high school grades 9-12 require 0.5-credit courses. Proposers must provide full digital access to all courses for teachers and students, plus seven additional digital access codes. Standards alignment documentation with Shape America Standards may be submitted as a separate attachment to the proposal. The agency prioritizes implementation of a standards-based approach with enhanced integration features for the DoDEA population, including single sign-on functionality, accessibility, and flexibility in assigning student work. Previous contract awards were HE125419D0008 (Goodheart Wilcox Publishers), HE125419D0009 (Savvas Learning Company), and HE125425DE049 (Education Training & Research).
