About this file
This is a Request for Quote (RFQ) for Grades 6-12 Health Education Instructional Resources issued by the Department of Defense Education Activity (DoDEA).
The solicitation seeks to award one Firm-Fixed-Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract for commercially available health education instructional resources for grades 6-12. The contract includes a base period from August 25, 2026, to August 24, 2027, with four optional one-year extension periods through August 24, 2031. The minimum contract quantity is 1 unit; the maximum is 29,694 units. Performance deliverables include student licenses (grades 6-8: 950-1,000 students; high school: 1,750 students), teacher licenses (39-42 per grade level), professional learning sessions (15 per grade grouping), and 12 months of technical support annually. All pricing is firm fixed price. The contract is a Women-Owned Small Business (WOSB) set-aside with an estimated size standard of USD 24,000,000. Quotations are due by May 18, 2026, at 12:00 PM Eastern Standard Time. Evaluation will be based on three factors: Technical Capabilities (three subfactors addressing student resources, educator resources including assessments, and professional learning/support tools), Past Performance (minimum 3 references, maximum 5 from the past 5 years), and Price. Technical capabilities is more important than past performance; both non-price factors combined are more important than price. All Technical Capabilities subfactors carry equal weight. Submissions must include accessibility conformance reports using Voluntary Product Accessibility Template (VPAT) 2.1 or later, demonstrating Section 508 compliance. The Government may conduct post-award testing to validate Section 508 conformance claims and may require remediation if actual conformance falls below vendor claims.
