About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for solicitation HE125426QE014 issued by the Department of Defense Education Activity (DoDEA). The amendment, effective 29 March 2026, revises the original solicitation for mobile devices and associated data service plans to support the Department of War Education Activity Superintendent Office and Schools located in Guam.
The amendment updates the period of performance for all contract line items (CLINs) from an April-March fiscal year cycle to a May-April cycle. Specifically, the base period performance dates shift from 01 April 2026 to 31 March 2027 to 01 May 2026 to 30 April 2027, with corresponding adjustments for all option periods extending through 2031. The response due date is extended to 4:00 PM Korean Standard Time on 16 April 2026. Questions must be submitted by 12:00 p.m. KST on 09 April 2026. Offerors must submit four separate evaluation volumes: Technical Capability (addressing mobile phone specifications and delivery date), Past Performance (demonstrating six months of relevant experience within three years), Price (on the provided attachment), and Representations and Certifications. The Government will award based on lowest price technically acceptable (LPTA) criteria, with technical acceptability determined by whether proposed items meet minimum specifications. The administrative contact is Michael Okeowo at the DoDEA office in Alexandria, Virginia. The Contracting Officer is Mileska M. Rodriguez, and the document was signed 30 March 2026.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
52.212-2 ADDENDUM - EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
Basis for Contract Award.
(a) Addendum to Paragraph (a). Paragraph (a) is changed to read as follows:
The Government will evaluate each quote and award to the Offeror making the best value offer to the Government based on the lowest price technically acceptable (LPTA) Quote received.
This acquisition will be conducted in accordance with FAR Parts 12 and 15 procedures. The Government anticipates awarding one (1) Firm-Fixed Price (FFP), purchase order contract to the Offeror whose quote, conforming to all the requirements of the solicitation, represents the best value to the Government, based on the lowest price quote received, that is technically acceptable. Offers above the lowest price will only be evaluated if the lowest price offer fails to meet the requirements.
The Government reserves the right to not consider for award, quotes that do not adhere to the administrative requirements outlined in Addendum FAR 52.212-1 Instruction to Offerors.
Additionally, the potential awardee must be determined responsible in accordance with FAR 9.104. By submission of its quote, the Offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements.
Failure to meet a requirement may result in a quote being determined unacceptable for award.
The Government may, in its discretion, conduct exchanges and clarifications with Offerors if exchanges are determined to be in the Government's best interest.
The award decision will be made based on the following procedure:Award Decision:
The Government shall conduct price analysis first to determine whether an Offeror's quote is fair and reasonable in accordance with FAR 12.204 and Step One:
DFARS 212.204. The Government will start price analysis with the lowest-price offeror that has submitted a complete offer and complied with the quote submission requirements of the solicitation.
After an Offeror's price is determined fair and reasonable, the Government shall then evaluate the technical volume of the quote received by the Step Two:
required date/time.
The technical capability factor will receive an overall rating of acceptable, or unacceptable. If any non-priced factor is rated "Unacceptable," the entire quote is rendered technically unacceptable, and the quote will be removed from further consideration.
Technical acceptability for the award is determined by an Offeror obtaining a rating of "Acceptable" for Factor I, Technical Capability.
Based on the preceding, the Government reserves the right to proceed to award once it identifies the lowest priced offer that is "Acceptable" for the non-price factors and otherwise meets the requirements of the solicitation without evaluating higher priced offers. In short, not all offers will be evaluated if the Government has identified the lowest-priced offer that has an overall rating of acceptable for the technical capability factor.
The overall evaluation criteria for this solicitation are as follows:
1. Volume I - Factor 1-Technical Capability
a. Subfactor 1- Mobile Phone Technical Requirements (Objectives 1 and 2)
b. Subfactor 2- Delivery Date
2. Volume II - Factor 2-Past Performance
3. Volume III - Factor 3-Price
Evaluation Factors: Will be rated in accordance with FAR 12.203(a)(1)
The Government will evaluate the Offeror's response to factor 1 (Technical Capability), as identified in FAR 52.212-1 1. Volume I-Factor 1: Technical Capability.
Addendum and detailed in Attachment 2, to determine whether the Offeror's quote clearly demonstrates its capability to meet or exceed the requirements of the Performance Work Statement (PWS).
For a quote to be determined technically acceptable, all proposed items shall meet or exceed the minimum specifications and requirements set forth in the solicitation. The technical submissions will be rated as either "Acceptable" or "Unacceptable" as defined in the Adjectival Rating Table below. If an Offeror's technical submission is determined to be "Unacceptable," the technical quote will no longer be evaluated or considered for award.
Factor 1 will be rated in accordance with the following Adjectival Rating Table:
Overall Requirements for Technical Capability Rating Description
Acceptable Offeror's quote clearly meets the requirements of the solicitation
Unacceptable Offeror's quote does not meet the requirements of the solicitation
2. Volume II-Factor 2: Past Performance. This factor will be evaluated to assess the Offeror's ability to successfully meet the requirements based on the Offeror's demonstrated recent and relevant record
a. Recent: On-going or must have been completed within the last three (3) years by the closing date/time of the solicitation
b. Relevant: Leasing period of six (6) months during the last three (3) years.
Factor 2 will rated in accordance with the Adjectival Rating Table:
Past P erform ance Rating
Description
Accept able
Past Performance is Recent and/or Relevant
Unacce ptable
Past Performance is not Recent and/or Relevant
Neutral Offeror Without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance.
In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."
Offeror Without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. In the context of acceptability/ unacceptability, a neutral rating shall be considered "Acceptable."
The Government will consider the information obtained from the Supplier Performance Risk System (SPRS) to assess the Offeror's risk of unsuccessful performance, and past performance in the aggregate in addition to an individual contract basis when assigning a confidence rating. In addition to past performance information submitted by the contractor, past performance information may be obtained from Contract Performance Assessment Reporting System (CPARS), Federal Award Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency (DCMA); and interviews with Program Manager, Contracting Officers, or other sources known to the government.
In evaluating past performance, the government reserves the right to give the greater consideration to information on those individual's contracts deemed most relevant to the effort described in this solicitation. The Government may reject a quote if it is found that the Offeror deleted, misrepresented, or withheld any information that might have a negative impact on its past performance record
3. Price. This factor will not be assigned a rating. However, the Offeror's quote, using Attachment 3, will be evaluated to determine if the price Volume III-Factor 3:
offered is fair and reasonable in accordance with the techniques and procedures stated in FAR 12.204.
4. Volume IV - Factor 4: Representations and Certifications. Will not be evaluated but will be reviewed for completeness.
(b) Options: Addendum to Paragraph (b). Paragraph (b) is changed to read as follows:
Evaluation of Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the base period. The Offeror shall submit pricing for the base period and all option periods. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
To account for the option period(s) possible under FAR 52.217-8 (maximum six months) Option to Extend Services, the Government has provided a table within Attachment 3, labeled "FAR 52.217-8 Option to Extend Services." The Offeror shall provide a Unit Price for each CLIN Description. For the purpose of the evaluation, the contractor shall also use Unit Prices for each 5000 series CLINs. However, if the Government exercises the FAR 52.217-8 option in a period other than the fourth option year, the rate from the last completed year of performance will be applied.
