About this file
This is a solicitation for a Firm Fixed Price purchase order contract for mobile devices and associated data service plans to support the Department of War Education Activity (DoDEA) Superintendent's Office and Schools located in Guam.
The solicitation HE125426QE014 is set aside 100% for Women-Owned Small Businesses (WOSB) and uses the WOSB Program certification requirement. The Government seeks to procure 19 domestic smartphones with unlimited voice, text, data, tethering, and Wi-Fi capability; one international smartphone with the same service features; and 15 basic mobile devices (dumbphones) supporting voice calls and SMS text messaging, all for 12-month lease terms with monthly services. Additional option periods include identical quantities for years two through five, plus a six-month option period (years 5-6) totaling a potential 66-month contract duration. Offers are due by 02:00 p.m. Korean Standard Time on March 30, 2026, with questions due by 12:00 p.m. KST on March 27, 2026. The contract is awarded to the lowest price technically acceptable offeror, evaluated on technical capability (mobile phone specifications and delivery date), past performance (requiring six months relevant experience within three years), price reasonableness, and representations/certifications. Delivery to DoDEA Pacific Guam Field Office in Guam is required with inspection and acceptance based on verification of compliance with technical, service, warranty, replacement, delivery, and operational requirements. Payment will be made electronically through the Wide Area Workflow (WAWF) system, and the contract incorporates FAR and DFARS clauses standard for commercial products and services, including cloud computing representation requirements and prohibition on covered defense telecommunications equipment.
