About this file
This Request for Information (RFI) document details the Department of Defense Education Activity's (DoDEA) market research for an On-Board Vehicle Surveillance System (OBVSS) for school buses in Korea. The RFI covers three locations: Camp Humphreys, Daegu, and Osan Air Base, and seeks to identify potential contractors for surveillance services. Key technical requirements include 1080p HD cameras, mobile storage solutions, 30-minute power backup, and manual USB data transfer.
The document provides specific details about the current bus fleet, which consists of 15 Hyundai and Daewoo buses manufactured between 2006 and 2022, with passenger capacities ranging from 30 to 47. The RFI clarifies several important contract terms, including that the contractor will own the OBVSS system, government will fund damages from accidents or passenger incidents, camera/device removal is mandatory at contract end, and preventive maintenance will be conducted bi-annually. The solicitation number is HE125425R_KOREAOBVSS, with a target date of 31 March 2025, and is explicitly stated as a market research activity without any commitment to future procurement.

3. Regarding liability, how are damages caused by passengers, traffic accidents, or other uncontrollable incidents handled?
- If caused by passengers, traffic accidents, or other uncontrollable incidents, the damages will be funded by the government.
4. Upon contract expiration, is the removal of the cameras/devices mandatory, or does it depend on the COR’s decision?
- The removal of cameras/devices will be mandatory at the end of the contract.
3. Please specify the purposes of requiring “Three (3) axis accelerometer and G-sensor for charting playback capability”. If it is for monitoring driver behavior, there are different approaches to support the purpose. If this is a crucial technology in particular, please specify the brands and models which can be proposed.
-The requirement is not for monitoring driver behavior.
4. Currently the requirement is 4K or higher for all cameras/DVR. Unfortunately, the most common choices and availability in the school bus CCTV system industry in the US is HD/AHD at this moment especially for the items offered by US based companies. Decreasing this resolution requirement to HD/AHD will open to wider range of choices for less budget. However, if this is crucial for customer, specifying bands will be a good idea. -1080p HD will suffice due to cost and a wider range of selection.
5. Please provide more requirements about the central system at the office. Will there be a separate central storage at the office to be daily uploaded from each bus, or the mobile storages are enough?
-Mobile storages are sufficient.
6. Please specify the method of communication between the mobile DVR to the office system. It may be manual copy using media, transferring data using WIFI, LTE, and etc.
-Manual USB.
7. Please specify the required length of power backup runtime after losing power.
-30 minutes.
8. For the maintenance cost calculation, please specify whether the price includes the hardware, software and labor in case of traffic accidents or force majeure events?
-In the case of traffic or force majeure events, the repairs will be funded by the government.
9. Please specify reporting requirements for maintenance events. The formats and frequency of ‘Preventive’ and ‘Corrective’ maintenance.
-Preventive maintenance is bi-annual. Corrective maintenance is anytime there is a system issue and will be requested in writing.
10. “The contractor is the expressed owner of the OBVSS system and all system parts.” Could you please explain the meaning this sentence? The contractor should provide the OBVSS system or does the Government own that system?
· The OBVSS system is owned by the contractor.
