Request for Information Pacific West Region
Student Transportation On-Board Vehicle Surveillance System (OBVSS) Department of Education Activity (DoDEA)
Pursuant to Federal Acquisition Regulation Part 10, the Department of Defense Education Activity (DoDEA) Procurement Office, in support of the DoDEA-Pacific West Region Student Transportation On-Board Vehicle Surveillance System (OBVSS), is conducting market research to identify potential sources capable of providing bus OBVSS services in the Korea locations below.
Korea (Camp Humphreys, Daegu and Osan Air Base)
This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposal, Invitation for Bids, Request for Quotation, and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors’ responses to this RFI.
In order to ensure the safe transport of DoDEA students, DoDEA requires the On-board Vehicle Surveillance System (OBVSS), a digital bus video camera system with audio capability designed to record on board images and sound. Data captured by the OBVSS would be transferred from the bus to a Student Transportation Office (STO) for review (of picture and sound) on a Government computer or laptop. DoDEA requires that each bus be equipped with five to seven cameras with synchronized audio capability for monitoring passenger behavior on the bus and monitoring the loading and unloading of passengers. Periodically, buses are retired and/or replaced at various locations in the Republic of Korea. This causes the need to remove the OBVSS equipment from the retired buses and to reinstall the OBVSS equipment on replacement buses.
Potential contractor’s responsibility includes (a) Providing and maintaining an integrated school bus video camera recording system; (b) Removing existing Mobile Digital Video Recorder (DVRs) from buses that currently have the previously installed equipment as required; (c) Training designated government employees on the operation, maintenance and warranty program; (d) Providing digital video playback software needed for Viewing Camera Data that is Windows 11 capable of obtaining DoDEA IT approval for use (e) Providing maintenance/repair services as needed.
The period of performance of these services will only include a base period, with an anticipated start date of 1 August 2025.
The proposed applicable North American Industry Classification System code (NAICS) for this requirement is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.
